THE Nigerian Senate has urged the Attorney General of the Federation (AGF), Abubakar Malami to explain to Nigerians what he is afraid of in the ongoing probe of the botched reinstatement and promotion saga of the former Chairman, Presidential Task Force on Pensions reforms, Abdulrasheed Maina.
Maina, who had earlier disappeared from the public domain since 2013 over alleged N15billion pension fund fraud for which he was declared wanted by the 7th Senate and dismissed from public service, resurfaced in October last year in controversial circumstances as Director, Personnel in the Ministry of Interior before hurriedly dismissed again by President Buhari in the wake of public outcry.
Consequently, both the Senate and the House of Representatives swung into action to unravel the circumstances that led to Maina’s sudden reinstatement, promotion and dismissal through public investigative hearings from affected public officials.
Malami had instituted a litigation against it and the House of Representatives over investigative hearing being conducted by both chambers on Maina.
This was after he attended the sessions at both chambers over the matter.
He went to a Federal High Court sitting in Abuja to stop the investigative hearings from which his exparte motion on the case was rejected on Monday.
In its reaction to the court ruling, the Senate in a statement signed by its spokesperson, Sabi Abdullahi (APC, Niger North) asked Malami to explain to Nigerians why he is afraid of the investigative hearing over the national embarrassment.
The upper legislative chamber wondered why the Chief Law Officer of the country suddenly started running to court after appearing before the committees at both chambers and stated his own side of the national embarrassment.
Sabi in the statement the said the Senate was surprised that the AGF who had utilised the ample opportunity given to him by both chambers of the National Assembly to state his case on the Maina issue is now the one going to court to stop the legislature’s investigation.
He said: “We are wondering what the AGF is afraid of. When he appeared before our committee, he was well received and fairly treated.
“He indeed expressed his happiness with the protection given to him by the committee handling the Maina case.”

“For candidates’ general performance by states, Ogun state has the best result as 4,766 students out of the 5,213 that sat for the exam obtained five credits and above in all subjects, representing 91.42 per cent,” he said.
“Zamfara State records the worst result; only 24 out of the 186 candidates obtained five credits and above, representing 12.90 per cent.”
He said out of the 42,429 candidates that sat for the examination, only 24,098 which represents 56.79 per cent got five credits, including English Language and Mathematics.
Uwakwe said a further breakdown shows that of the 41,429 that sat for English Language, 70.62 per cent (29,258) got credit pass, while 78.82 per cent of the 41,485 (32,701) that sat for Mathematics had the same grade.
THE Presidency has dismissed insinuations in some quarters that the recent upsurge of herdsmen Killings across the country was because a Fulani man is at the helm of affairs.
The presidency stated this while attributing that under the last administration 756 people were killed by herdsmen within a space of two years.
The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina on Wednesday insisted that the recent spate of killings by herdsmen in parts of the country had nothing to do with President Muhammadu Buhari being Fulani.
“Something that is disturbing that I have heard about it is linking those developments to the fact that a Fulani man is President and so, he is brooking such kind of evil acts.
“I think that is very unkind. And I will try to back my position with statistics.
“In 2013, particularly, there were nine cases of herdsmen invading communities in Benue state alone and more than 190 people were killed.
“In 2014, there were about 16 of such tragic developments with more than 231 people killed. And then there was a change of government in May 2015.
“But between January and May 2015, there were six attacks which left about 335 people dead.
“Now, the question is, during that period, did we have a Fulani president?”
“It is the duty of government to preserve the lives of the citizenry. It is the responsibility of government to maintain law and order and that this government is determined to do.
“Therefore, let nobody say that all this is happening because we have a Fulani president.
“We have had many Fulani presidents in the past and this issue of herders and local communities at loggerheads has predated this government.
“But I will just like to appeal to Nigerians that the Muhammadu Buhari government is determined to crack this issue, is determined to get to the bottom of it and it will get done,” he said in a video recording uploaded on his Facebook timeline.

“We all know that there are very few NNPC stations and that most of such stations will not even have the products. What this means is that after ruining the system, the APC administration is now contemplating handing Nigerians over to unspeakable whims of independent marketers, while attempting to cover shady subsidy regime through which billions of naira could be frittered away daily under their watch,” the PDP through its National Publicity Secretary, Kola Ologbondiyan said.
HEADLINE recalls that the now ruling party had during it days in the opposition kicked against the subsidization of the product by previous administration.
It said they kicked against it because people were making money out of it to the detriment of the nation.
Backing down on its earlier stance, APC’s National Publicity Secretary, Malam Bolaji Abdullahi said the decision of the party was taken to save Nigerians from the brunt of additional increase in the price of petroleum products in the country.
“The thing is that these are tough choices that government would have to make. Either choice you make comes with its own costs, either economic or political. At the end of the day the government has to take the best decision in the interest of the people.
“The issue of subsidy became a problem in the previous regime because of the corruption associated with it.
“If you followed the conversation around January 2012 on the removal of fuel subsidy, you would have realized that Nigerians were opposed to the action at the time. They kicked against it because people were making money out of it to the detriment of the nation. It was the fraudulent implementation of subsidy that Nigerians were fundamentally opposed to, and not the subsidy itself.
“So the decision to retain subsidy, we believe, is in the overall interest of Nigerians. It is to also ensure we don’t put unnecessary burden on our people,” he told Guardian Newspaper.
The PDP expressed sadness that Buhari had refused to heed wise counsel from Nigerians to quit as minister of petroleum and allow competent hands to effectively manage the sector.
The party said Buhari’s rejection of the advice had left the nation with no hope of any solution to the current fuel crisis and its attendant hardship on Nigerians.
KADUNA State Government has threatened to relieve from duty any teacher who deliberately absents him/herself from their duty post just as the Nigerian Union of Teachers in the state commence their industrial action today.
The strike embarked upon by the union HEADLINE understands is to protest the recent sack of 21,789 primary school teachers who failed the government-organised competency test.
The state governor, Nasir El-rufai described the strike as an aim to derail the ongoing education reforms in the state noting that this will not be accepted by the state government.
“It has come to the notice of the Kaduna state government that the state branch of the Nigeria Union of Teachers (NUT), has declared an indefinite strike.
“This is an illegal action, and will not achieve its aim of derailing the education reforms being implemented by the government.
“The Kaduna state government is not available to be blackmailed into knowingly retaining unqualified teachers; neither would it mortgage the futureof two million primary school pupils because failed teachers are shamelessly mobilizing sentiment.
“At the invitation of the Federal Ministry of Labour, the Kaduna state government twice met in Abuja with the officials of the NLC and the NUT. Governor Nasir el-Rufai personally led the Kaduna state delegation to the first meeting.
“During these interactions, KDSG made it clear that as an employer, it has every right to determine who its employees are or can be, and the minimum qualifications they must possess.
“The Kaduna state government wishes to inform the public that it has instructed its education administrators to open registers in all its schools, starting from Monday, 8th January, 2018.
“Any teacher that is absent from work will be treated with the consequences that pertain to absconding from duty under the Public Service Rules.
“There can be no doubt that KDSG will take firm and decisive disciplinary action against personnel who absent themselves from duty, including dismissal from service.
“KDSG recalls that the NUT placed primary school pupils, who are the victims of failing teachers, in danger by pushing them into the streets to demonstrate for the retention of bad teachers.
“That ruse failed. Some union leaders are also likely to be prosecuted for assault, unlawful procession and destruction of public property when they attacked the State House of Assembly.
“The children of the poor are the ones that attend public primary schools. We owe them a decent standard of education, and we shall provide it,” a statement from his Senior Special Assistant, Media and Publicity, Samuel Aruwan said.
The NUT had had directed its members to commence indefinite strike today to press home their disagreement with the planned sack some public primary school teachers in the state. The directive was contained in a notice of strike dated January 4 and signed by the union’s Assistant Secretary General, Adamu Anglo.
THE Peoples Democratic Party (PDP) wants to benefit from series of tragedies bedeviling the nation, the federal government has said.
Vice President, Yemi Osinbajo stated this on Sunday while cautioning against the politicization of violence particularly that of the Herdsmen and other killings across the country.
He spoke at the Inter-denominational church service for the 2018 Armed Forces Remembrance Day Celebration, held at the National Christian Center, Abuja.
Though no name was mentioned, HEADLINE understand he was referring to the opposition PDP given the fact that the party had been at loggerheads with the government of the day.
The opposition party had described the recent massacres in Benue, Rivers, Kaduna and other states as extremely wicked and horrifying while commiserating with the families of the victims.
It asked the presidency and the ruling All Progressives Congress to search their conscience over the tragedies.
The opposition party said the APC and the Presidency reacted to the incidents only after the PDP and well-meaning Nigerians took them to task.
“The height of insensitivity of the APC Presidency became glaring in its reaction, wherein a media aide issued some apathetic and indifferent lines without any precise commitment towards bringing the perpetrators to book and assurances of adequate security to forestall a reoccurrence,” the PDP said in the statement.
It called on the Presidency to have some soul-searching with regard to its silence and indifference whenever citizens fall under horrifying attacks.
Reacting, Osinbajo stated that it was the obligation of the government to defend the unity and territorial integrity of Nigeria by words and action.
He said, “We have seen even recently the killings that has resulted in attacks of herdsmen on farmers and communities and also where communities have attacked herdsmen.
“The state of violence and loss of lives in Rivers State, the Badoo killings in Lagos and Ogun, the President has ordered the police and armed forces to deal decisively with these killings to ensure that the perpetrators are found and punished. He has also through various strategic meetings task security agencies to work to find lasting solutions to these issues.
“But we recognized that as dangerous and heartless as these killings are, it is also dangerous to allow politics to play a part and to sometimes as they say pour petrol into already burning fire.
“We must not permit the politicization of this tragedy. One of the reasons why for years Boko Haram strife was because of the politicization of the insurgency. They were those who were planning to benefit politically from the tragedy and they painted the opposition then as the perpetrator.
“Again we have seen some today who want to benefit politically from the killing of women and children in Adamawa, Benue, Jos and several other places, stoking the embers of ethnicity and religion. By their hate speeches they want to fix their criminal acts of a few individuals on the whole tribe and a whole people and will want to create religious crisis if we allow.
“Our obligation is to stop them from playing dangerous politics that could threatened our unity and stability, just as we continue to enforce the peace in the troubled area.”
The two areas are recently the hotbeds of herdsmen’s attacks.
The attacks on the communities has seen many homes razed while several persons remain unaccounted for, just as thousands of people have been forced to flee their homes.
Governor Samuel Ortom, confirming the recent killing through his Chief Press Secretary, Terver Akase yesterday evening lamented that the situation was getting out of hands and therefore called on the federal government to rise up and address it.
The state governor confirmed 11 persons killed, while the state police command through its Public Relations Officer (PRO) ASP Moses Yamu, confirmed that 10 corpses had been so far recovered from the village following the attack.
ONE of the leading voices in the South-West geo-political zone, Chief Ayo Adebanjo, has said President Muhammadu Buhari is the problem of the country because he has refused to restructure the country.
The elderstatesman also expressed fear that Nigeria may break up if she is not restructured soon, doubting the possibility of holding the 2019 general elections under the nation’s present structure.
Adebanjo stated this in an interview with Daily Sun Newspaper.
“As far as I am concerned, President Buhari is the problem of Nigeria. Any sincere leader that wants this country to stay in peace and ignores the question of restructuring, we should write him off. It means that such a leader does not either understand the problem of the country or he does not love the country. There cannot be development of any nature in the country without restructuring. Nobody should doubt that. The South and Middle Belt will not continue in peace under this obnoxious constitution and until the national question is settled, nobody should talk about a peaceful co-existence. And the fact that the Head of State who is supposed to be the president of all does not appreciate that fact means he is the problem of Nigeria,” he said.
When reminded that according to his party the APC, President Buhari has not completely shut the door against restructuring, but that he was only canvassing that the right process of restructuring the nation should be followed, Adebanjo pointed out that the president is talking about it is because the elections are approaching insisting that if the country is not restructured before the 2019 election Nigerians would continue to suffer.
“What is the right process; it is just because we are approaching another election. If restructuring is not done before the election, forget it. They will rig the election under the present system and Nigerians would continue to suffer if the system is not restructured. How many times has he promised to do it before an election? He promised it in 2007; he promised it in 2011 and he promised it in 2015, but what has he done. He is not reliable again; do not let anybody deceive you. We are in a country where the Fulani herdsmen are killing, raping women and burning people’s houses all over the country. Everybody has been complaining about that and you now deliver a New Year speech and you did not make any reference to it, about the solution to the problem.
“The people are carrying arms openly against the law of the country. You close your eyes and when some people complain, you send military helicopters to destroy them. Is that the way the president of the country should behave? And people are now saying give us a constitution that would give us freedom and that would allow every state to develop at its own pace, you say no. We say let us go back to the constitution that was handed over to us, you say no. Anybody still trusting Buhari is still deceiving himself. The recent broadcast really exposed Buhari that he really wants to rule Nigeria by force. And because he has all the instruments of his position, all the security officers are Muslims. But as I said, they believe in all these forces and all that but we believe in God and God is not a supporter of anybody who does not believe in justice.”
When asked if restructuring he is talking about is realistic now considering the fact that it is barely one year to the next general elections, he opined that if it requires postponing the election so be it.
He opined that the south west is not going to renege on it call for restructuring as that will be the bane of its voting pattern while going to the ballot box.
He described the president and his party as a big disappointment to Nigeria.
He also said the recently released $1 billion portrayed to be for tackling security across the country is for the election.
He advised Nigerians to rise up and have the country restructured restating that the country would break up if nothing was done about it.
THOSE who clamoured for the emergence of President Muhammadu Buhari as Nigeria’s next leader in the last presidential election are beginning to retrace their steps.
One of such persons is Charles Chukwuebuka Oputa, popularly known as Charley Boy.
In a veil reference to the political contest between former President Goodluck Jonathan who was the candidate of the PDP and General Muhammadu Buhari who in turn was that of the APC in the 2015 presidential election, the maverick artiste on his facebook timeline made his preference for the APC candidate.
HEADLINE recalls the before the build up of the 2015 presidential election, Charley Boy had in his Facebook timeline said “Nigeria needs the kind of leader that people are afraid of, one that commands tremendous respect, charismatic with a lot of enigmatic swagg(sic). We have had enough of biscuit, baba sala, yahoo.com leaders, we need someone who can whip people back to shape, because many tinz(sic) spoil.
“Someone who can turn around most of the things that have gone wrong, because right now nobody is afraid of anything, impunity is the order of the day.
“This country needs a man who is selfless and ready for the ultimate sacrifice, one who smells different, has the guts and is strong enough to shake Nigeria to its roots, by dealing roughly with some motherfuckers who have messed up this country.
“Nigeria doesn’t need a man who is indecisive about things and afraid, she needs a man who is tough enough to confront the wolves. Nigeria needs a benevolent dictator. It’s really time for some Ass kicking. How you see the matter?”
From his description above, HEADLINE understands that the only presidential candidate who fit into his account is the current incumbent Nigerian Leader, Muhammadu Buhari who later won the election.
But the stance of the ace musician and Convener, OurMumuDonDo Movement, started changing when he wrote an open letter to the president when the outlawed Indigenous People of Biafra (IPOB) heightened its call for an independent state.
He said he had hoped that Mr. Buhari would, after winning the presidential election, turn the economy around and quell the rising tension and agitation especially in the south east through fair and just treatment of the region.
This was after he had called on the president to resume or resign from office if the president could not address Nigerians from his abroad medical vacation which saw him spent over hundred days outside the shores of the country.
Lately last year, calls for the president to seek a second term in office resurfaced with a failed bid to secure an automatic ticket for the president from his party.
Mr. Buhari is yet to officially declare his interest to contest or not.
Lending his voice to the call, Charley Boy advised President Buhari to perish the thought of a second term in office.
Charley Boy listed many reasons on why the president should not recontest.
He said Mr. Buhari failed to address the issue of Insecurity, Hunger, Unemployment among others.
ASSETS recovered by the Economic and Financial Crimes Commission, EFCC, from pension thieves has been shared among interest groups, the Senate Panel investigating the reinstatement of wanted Chairman of the Presidential Pension Reform Task Team, Abdulrasheed Maina, revealed today.
This revelation was made by the Chairman of the Committee, Senator Emmanuel Paulker during the Senate plenary.
Paulker told the Senate that the 270 houses and other properties recovered by the EFCC has been shared among interest groups.
These groups, HEADLINE reports, were not mentioned.
Paulker said the 270 houses and other properties recovered from pension thieves were in the custody of the EFCC before it was shared.
He asked the Senate to extend the tentacle of its investigation into the properties recovered by Maina from the pension thieves when he was the chairman of pension task team.
“We should investigate circumstances surrounding sharing of the recovered loot.
“The Committee should be mandated to investigate the matter.”
The Senate granted the prayer of the chairman of the committee to extend the tentacles of the investigation to know the circumstances surrounding the sharing of the recovered loot.
Malami Denies Authoring Maina’s Reinstatement
Meanwhile, the Attorney General of the Federation and Minister of Justice, Abubakar Malami, has distanced himself from the letter that reinstated into the Federal Civil Service the wanted Chairman of the Presidential Pension Reform Task Team, Abdulrasheed Maina.
Malami denied this in the presence of panel of the House of Representatives probing the resurface and reinstatement of Maina.
“As at February 21, 2017, the letter giving clear directives of his reinstatement couldn’t have genuinely emanated from my office.”
He equally denied sending any letter to the Office of the Head of the Civil Service of the Federation for Maina’s reinstatement.
He explained that the only letter he could recall sending out was dated January 19, 2017 and was meant to bring attention to all that was happening to Maina.
THE House of Representatives is interrogating the Head of the Service of the Federation, Winifred Oyo-Ita, Minister of Interior, Abdulraham Dambazzau and Minister of Justice and Attorney General of the Federation (AGF), Abubakar Malami over the controversial re-appearance and reinstatement of the former chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina into the Federal Civil Service.
The green chambers’ adhoc committee probing the matter commenced its two days investigative hearing today.
The main witness, Maina, was, however, absent. But a lawyer, Mohammed Kuta, announced appearance on his behalf.
The fresh probe was sequel to the resolution passed on the motion sponsored by Ali Isa (PDP-Gombe) on Tuesday, 4th April, 2017, which sought to investigate activities of the Presidential Task Force on Pensions Reforms from 2010 to the time of its dissolution.
The Adhoc Committee was also mandated to extend its investigation to the successor agency including Pension Transition Administration Department (PTAD) and report back to the House for further legislative action.
Chairman of the committee, Aliyu Madaki, in his welcome address, assured all parties involved of the impartiality of the panel.
He stressed that the committee will be, “fair and just to all parties involved”.
FORMER President, Goodluck Jonathan, has said he was responsible for the defeat of his party, the Peoples Democratic Party, PDP, in the last general election.
He however said it was also his responsibility to ensure that the party rose again as a strong political platform to win the next elections.
Jonathan stated this on Tuesday during a courtesy call on him by Chief Olabode George and his campaign team in his country home in Otuoke, Bayelsa State.
He disclosed that his priority now is to ensure that the Peoples Democratic Party, PDP, regains the Presidency in 2019.
“Whether I like it or not, I must take responsibility for the defeat because I led the party to the election. The only thing that will make me sleep well is to ensure that PDP comes back to power,” he said.
The former president said he was working with other stakeholders to ensure that the party was well organized to achieve this purpose though he preferred to work from the back seat. He said the party must begin to take the right steps in the right direction to regain the confidence of the electorate, adding that the mistakes of the past would not be repeated
Speaking earlier, George, a former deputy national chairman of PDP who is currently on a nationwide campaign for the chairmanship election in December, congratulated the former president on his 60th birthday anniversary.
DSS, EFCC Showdown: Why Buhari Should Be Called To Order – Senator Olujimi
SENATOR representing Ekiti-south senatorial district, Mrs Biodun Olujimi, has said President Muhammadu Buhari should be called to order as there are evidence pointing to fact that no one is piloting the affairs of the nation or that the president has lost control of his administration.
Senator Dino Melaye, representing Kogi West senatorial district, had raised a motion on the showdown between the operatives of the Economic and Financial Crimes Commission, EFCC, and that of the Department of State Services, DSS on Tuesday.
Trouble started when the EFCC stormed the residences of Ayo Oke, sacked director-general of the National Intelligence Agency (NIA), and Ita Ekpenyong, the immediate past director-general of the DSS, in a bid to arrest both men.
But the operatives of the DSS guiding the two top security officials resisted the move, resulting in a heated argument.
The anti-graft agency had invited Oke for questioning in connection with the $43 million found in an apartment in Ikoyi, Lagos.
Oke’s wife, who has also been summoned, was identified as the owner of the apartment.
Presenting the motion, Mr. Melaye called on the Senate to take an urgent action on the incidents he described as “recipe for national disaster”.
“Mr. President, the media and the social media, print and electronics have been awash with a disaster that took place yesterday. The EFCC went to the residence of the former Director General of the SSS, Ita Ekpeyong, to effect an arrest and the Directorate of State Security stopped the EFCC from arresting him. That created environmental brouhaha. The whole environment and neighbours were stopped from lawfully gaining entrance into their homes because of this confusion.
“Same yesterday, the EFCC wanted to arrest the former DG NIA, Mr. Oke. Also, the officers of the Nigeria Intelligence Agency stopped that arrest. We are not here to say who is at blame. We have been embarrassed before the international community. That two sister agencies will engage in fisticuffs, arrest and stoppage of arrests. Mr. President, this is a recipe for national disaster.”
Commenting on Mr. Melaye’s motion, Mrs. Olujimi said President Buhari had lost his authority as ‘nobody’ was in charge of the current administration.
“Right now, we have a situation whereby nobody is in charge of anything and we cannot honestly blame anyone for what is happening. The truth is that you cannot go to the house of a security agent, a man who had kept the secrets of Nigeria for so long, and just try to arrest him like chicken.
“Mr. President, there has to be someone that we can hold responsible when two brothers are fighting. The person that is supposed to be held responsible has not done anything, is not doing his work.
“This is the first time we’ll see gross irresponsibility in government whereby there is no arbiter. No one to come in between two agencies that belong to only one person. The two agencies report to one person, the presidency and now we find them fighting on the pages of the newspapers, it’s a shame. We are calling on the President, he has to sit up, he should be up and doing. Call these people to order.”
She questioned the president on why a new nominee for the position of Chairman of EFCC has not been sent to the Senate.
“Mr. President, you will remember that we rejected Mr. Magu as Chairman of EFCC and up till today nothing has been said about it. The Senate is divided. Nobody has come out to say we need to resolve the issue.
“After all, there are 170 million Nigerians, all of a sudden, we are saying only one person can do this job. Mr. President, something has to be done, the presidency has to be called to order. Nobody is in charge of this government. Nobody is in charge and somebody needs to be in charge.”
Mrs. Olujinmi’s statement threw the house into a rowdy session as senators on both the ruling and opposition raised their voices to defend their own.
Leader of the Senate, in response cautioned Mrs. Olujimi against making such statements, noting that President Buhari is in “full control of the government of the Federal Republic of Nigeria.’
“Even when Mr. President was away to attend to his health, the Acting President, Yemi Osinbajo, was in full control.
“The statement by our colleague is unacceptable. It’s not right, it is wrong,” he said amidst a roar of ‘Yes’ from senators who raised their voices in support.
“My opinion about what happened is that, could it be that EFCC did not get the right kind of document to arrest those people?
“If they did, then the security agencies are wrong. Only the investigation would reveal this.”
The senate resolved to set up an ad-hoc committee to investigate the clashes involving the SSS, EFCC, and NIA over the arrest of Messrs. Oke and Ekpeyong and to report its findings in two weeks.

The Senior Special Assistant to the President on Media and Publicity, Malam Garba Shehu, confirmed this to Daily Trust Newspaper.
The meeting will not hold at the Council Chambers of the Aso Rock Presidential Villa, where it was usually held because of “technical issues” as reported by the paper.
The meeting billed to commence by 11:00am is to be presided over by President Muhammadu Buhari.
