Do not be a rich idiot. Mobilise vigilante youths, strictly to engage kidnappers and bandits, and deploy them into the bushes. Imagine what thousand well armed state forest rangers can do...pay them well and give them mountain bikes, and off roads. We can overrun these animals from the bushes. Stop spending your money and the state's money on nonsense, invest in security.
