We are talking of jihadists kidnappings started by bokoharam, that was started by a Sharia council member of the then Zamfara state government, based off ideology, you are talking of random criminality. The jihadists kidnappings and killings going on it the north, is backed by indoctrination albeit misled or whatever but the claim to follow Islam (bokoharam), hence is existential threatening in nature compared to random kidnapping syndicates in the south, but all kidnappers deserve death penalty regardless.

ECOWAS need to have a srong military wing, with good air capabilities, to go after jihadists and coupists, and all forms of terrorism. ECOWAS nations can contribute at least 10million dollars each in a space of one year, to build its capabilities...and of course member nations can contribute as well, but it needs it's independent strength, just like NATO.
