Very good, it is very stupid to pardon terrorists or killers, only a stupid people will accept that in their laws, it is suicidal to pardon terrorists, killers and bandits.

Southern governors should use their rights, give the forest rangers and vigilante automatic AK 47. Governors have this right, if northern governors can release bandits and pardon them, southern governors should be able to give automatic weapons to it's vigilante and forest rangers to protect it's people.
