Further clarification concerning the distribution from the Excess Crude Account (ECA) has been made to the effect that the Federal, State and Local Government councils shared a total of $42.02 billion between 2011 and 2015. A breakdown of the account shows that total inflows to the ECA from 2011 to 2015 was $44.09 billion, while total outflows amounted to $42.02 billion, leaving a balance of $2.07 billion as at May 2015. Further breakdown of the ECA distribution, according to a document obtained from Budget IT, a Non-Gvernmental Organisation that educates citizens on how the national budget allocates resources to stakeholders, showed that $18.14 billion including opening balance of $1.95 billion accrued to the account in 2011. Other inflows are: $13.59 billion in 2012, $6.54 billion in 2013,$5.72 billion in 2014 and $107 million in 2015. It also showed that outflows (distributions) in the account was as follows: 2011-$13.57 billion, 2012-$9.5 billion, 2013-$12.9 billion, 2014-$5.4 billion and 2015-$93 million. In its analysis of distribution according to states, the document further showed that Akwa Ibom State with its 31 Local Goernment Areas (LGAs) got the highest allocation of N265.1 billion, followed by Rivers State with its 23 LGAs taking home a total of N230.4 billion. Edo State appeared in the 15 position with total allocation of N67.6 billion for its 18 LGAs. Similarly, Ebonyi State with 13 LGAs got N44.3 billion, making it the lowest beneficiary, followed by Ekiti State which got N46.8 billion with its 16 LGAs. While the Budget IT, which relies on information from the federal Ministry of Finance, wants the public to know that it is the right of every citizen to access the budget, it observed that most State Governors were hiding information concerning their allocations. “Raise your voices. We believe that in a democracy, every citizen has the right to know how his/her taxes are expended in the delivery of public infrastructure and services. “Equality and open access to governance is entrenched in democracy and its institutions and as such, budgetary information as a vital asset needs to be understandable and accessible to all Nigerians,” the NGO stated in its website. Meanwhile, the verbal clash between the immediate past Minister of Finance, Ngozi Okonjo-Iweala and the Edo State Governor, Adams Oshiomhole, over the management of Nigeria’s finances, may not end any time soon, as the exchanges between the duo continued Wednesday. On Monday, after the National Economic Council (NEC) meeting in Abuja, Mr Oshiomhole and his Kaduna State counterpart, Nasir El Rufai, had said about $2.1 billion had been withdrawn from the $4.1 billion left in the Excess Crude Account (ECA) last November “without authorisation.” Source http://tribuneonlineng.com/content/eca-%E2%80%98fg-states-shared-4202bn-5yrs%E2%80%99 |

By Olasunkanmi Akoni lagos—Lagos State Government, yesterday, assured traders in Ladipo Market that it has no plan to demolish the market. Reports were making the rounds early in the week that the state government partially demolished some parts of the structures for the commencement of demolition plan by the government. Executive Secretary of the Council, Mr. Jide Bello, at a media briefing in his Mushin office, said, “Governor Akinwunmi Ambode has no plan to demolish the market, the local council developer only moved in to take ownership of the market, but we have no plan to demolish the market.” According to Bello, the council’s plan as contained in an agreement earlier reached with the traders, was to redevelop the market in phases which construction is to last a period of three to five months. “Therefore, to commence the redevelopment plan, bulldozer of the developer moved in on Tuesday, business activities had continued in the Ladipo market unhindered and the traders are presently at their stalls carrying out their business transactions.” He explained that the Local Government decided to redevelop the market, which had become an eyesore due to the unwholesome activities of some of the traders and the degradation of the surrounding which did not fit into the megacity plans of the state. He said the Mushin Local Government intended to undertake the development of the market in phases and because of that, had not collected any form of rent from the traders in the market since the beginning of 2015. He assured traders that current owners of stalls would be given priority as long as they can provide valid ownership papers once the construction is completed Source http://www.vanguardngr.com/2015/07/no-plan-to-demolish-ladipo-market-says-council-boss/ |

Igbos in Lagos state may be on the verge of settling their differences with the Yorubas in the state and move on. According to a Lagos-based Igbo group, ‘the Igbo Conscience’, both tribes have to resolve every issue that had been brewing up since the last gubernatorial election, when the Oba of Lagos, Rilwan Akiolu, allegedly threatened the Igbos if they did not vote for Akinwunmi Ambode, the then candidate of the All Progressives Congress (APC). A statement issued by the group’s spokesmen, Onyekachi Ubani and Peter Oparah, noted that the call had become necessary because of the bad blood generated during the elections, which it stressed could lead to conflicts in the state if it is not settled. The Igbo indigenes in the state had reportedly voted en masse for the Peoples Democratic Party during the last general elections, while the All Progressives Congress won in areas dominated by Yoruba, which showed that tribal affiliations determined the outcome of the elections. “The Igbo Conscience has noted, with grave concern, the increasing negative fallout of the last general election, which, if not checked, may lead to much more unsavoury developments in the country. Of particular concern to us is the increasing spate of hate messages that have now taken over the once cordial and fruitful relationship between Ndigbo and the Yoruba. We note that the cordial relationship between the two great races has been greatly soured by the process leading to the last general election. “We note that the events that are tragically spiralling into a dangerous exchange of hate messages have now gone to the extent of some Yoruba groups mobilising some Yoruba indigenes to mount anti-Igbo protests in Lagos.” According to The Punch, the group also stated that the rivalry even transcended the borders of Nigeria as some Igbo in Texas, the United States, have been picketing the hospital of a Yoruba doctor, Dr. Ayo Ariyo, for defending the comments made by the Oba of Lagos. The lawmaker representing Amuwo Odofin federal constituency in the House of Representatives, Mr. Oghene Egoh, says his victory at the general election has dismissed the myth that non-indigenes can’t win elective posts in Lagos State. Egoh, a Peoples Democratic Party member, defeated the All Progressives Congress candidate, Mr. Ganiyu Olukolu, in the National Assembly elections. He, therefore, called on non-indigenes in the state to fight for relevance and seek elective posts. The lawmaker, who hails from Delta State, spoke in Lagos on Saturday during a victory party held in his constituency. He said, “Let me say that my victory is dedicated to the good people of Amuwo Odofin and with this victory, the road is open for non-indigenes to contest elections wherever they may live in Nigeria. If I can make it, you can also win. Another lesson learnt from my victory is resilience. Never give up on your pursuits. “This is the third time I am contesting election to represent the good people of Amuwo Odofin at the federal level in the last 16 years. I could not succeed in my first and second attempts. But with determination and God’s help, I made it in my third trial. “To the young ones, I say, don’t give up on your dreams. If I can make it after 16 years, you too can do it with perseverance. I promise the people of Amuwo Odofin that I will not disappoint them. You have elected me to make laws for the betterment of Nigeria and I will do it to your satisfaction.” Egoh said that Britain and Poland had broken the barrier against non-indigenes seeking elective positions, Nigeria should learn from such countries. The PDP lawmaker maintained that there was no genuine reason why a Yoruba, Igbo or South-South indigene could not contest elections in Kano, Kaduna or Abuja. “In the same vein, a Yoruba person should be able to win elections in Port Hacourt, Onitsha or Warri,” he said.
