BEINGS There are indications that the federal government may increase fuel price to address the problem of fuel scarcity which has lasted for over three months now. Bauchi State governor, Mohammed Abubakar gave the hint yesterday while briefing state House correspondents after the National Economic Council meeting presided over by Vice- President Yemi Osinbajo at the Presidential Villa. He said the Group Managing Director of the Nigeria National Petroleum Corporation ( NNPC) ,Maikanti Baru briefed council on the reason why the fuel scarcity still persists. According to him , a NEC committee headed by the Gombe State governor, Ibrahim Dakwambo will interface with NNPC with a view to determining the correct price for PMS considering the price of the product in countries bordering Nigeria. He said “The second issue that was discussed was the issue of the scarcity of petroleum product. The problem was addressed by the Group Managing Director of the NNPC. “The issue is of course caused by an inter-play of the change rate of the Naira and the Dollar and the price of crude oil at the international market which affects the landing cost of refined products in Nigeria. “And in the process makes the operation of the current price regime almost impossible without some measure of nile return for whoever is in the process. “As at today, most of not all independent marketers have stopped importing, refine products into Nigeria. It is only the NNPC that has been doing it. And the NNPC has been suffering a lot of set backs. The highest amount of under recovery. “By under recovery it means the inter-play between the landing cost of a liter of the PMS in Nigeria and the love-vendor price of that product. If the product lands at N170 for example and you sell at N145, immediately you know that you have an under recovery of about N25 for each liter of fuel. “So submitted his report and the National Economic Council has a committee that has been interfacing with all revenue generating agencies of the federal government under the chairmanship of the governor of Gombe State. That committee has been charged with the responsibility of interfacing with NNPC with a view to determining the correct price for PMS considering the price of the product in especially countries that are bordering Nigeria. The South-South states would have come out with a group that will also put serious pressure on the government on either forming a nation or restructuring. If the pressure is half as much as it is from Nnamdi Kanu's end, Nigeria will be forced to do what is right or we all split. As it stands now, the only economic security of the West is Lagos and they will rather join forces with the North to make sure the status quo in the Nigerian Port Authority is retained than support any move to decentralise importation routes. Many people are resident in Lagos because of the port there. Get other ports working in places like Calabar, Oguta, Port-Harcourt, Asaba area and watch the population of Lagos drop with businesses relocating. If that happens, Lagos IGR will drop. The cost of properties in Lagos and it's surroundings will reduce, embassies will start having branches. The argument will now be why would the south south blessed with water ways now have ports and oil as means of generating IGR. Na only dem dey? I am from Etche and aside ONELGA, no LGA in Rivers is endowed with oil like Etche( I stand to be corrected ) but what do we have in Etche and how has the oil benefited our lives. As much as I believe that Rivers State cannot be forced to join Biafra, I also believe that is important that we key into this unrest and start pushing for sincere discussion. The Ijaw Peoples Development Initiative, IPDI, Delta State, has declared that Ijaw people had settled in the present-day Edo State before the Bini. The group, backing their claims with historical facts, said that what was called Edo State today, belonged to the Ijaws. They claimed that the Binis had come from Egypt after short stay in Sudan and Ile-Ife to occupy the Edo where they met original owners of the land, the Ijaw people. In a statement by the National president of the group, Austin Ozobo, the IPDI challenged the Edo Forum of Patriots and Bini Solidarity Movement, both of which it said alleged that Bini owned Gelegele, an Ijaw community, with misleading information, to prove their case with historical facts. The statement reads, “Our attention has been drawn to statements credited to Edo Forum of Patriots and Bini Solidarity Movement, where they alleged that Gelegele, an Ijaw community, belonged to the Bini, citing some distorted and contorted black market court judgments. It is imperative to state that Bini is laying false claim to Gelegelegbene community. “The community is owned by Ijaw of Gelegele. They are neither Benin visitors nor strangers. History has it that Ijaw first landed in Benin before the arrival of Edo- speaking people from Egypt after a short stay in Sudan and Ile-Ife.The aborigines of that land before the arrival of the Bini are the Ijaw of Olodiama, Egbema, Gbaraun, Okomu, and Furupagha clans in the present-day Ovia North, South-West and Ikpoba-Okha Local Government Areas.” The group further quoted a renowned Benin traditional historian and member of the royal society of the House of Iwebo, Chief Jecob U. Egharevba of blessed memory, as saying unambiguously in his book, titled, A Short History of Benin (1968), Page 1: “Many, many years ago, the Bini came all the way from Egypt to found a more secure shelter in this part of the world after a short stay in Sudan and Ile-Ife, which the people called Uhe. Tradition says that they met some people who were in the land before their arrival…” IPDI contended: “This implies that the Ijaw are the original natives of the current Edo State and not the Bini, who are non-natives of Edo state. Ijaw have their kingdoms which are different from Bini Kingdom. No Benin settlement is found among these aforementioned places. Ijaw are older than the Bini in current Edo State, but are being oppressed by the Bini for a very long time. “Perhaps, another historian, who bore witness to the invasion of Ijawland by the Yoruba new visitors is E. Alademomi Kenyo, who in his book titled The Origin and Title of Yoruba Rulers (N.D) Page 3, stated: ‘Up till time, the Oba (in Benin) and his people were pure Yoruba and did not understand the language of the aborigines, who usually salute themselves and the new people (the Bini) Adoo, Dolo. “Going by the above author, the land they refer to as Bini land today belongs to the Ijaw people.No amount of distortion of history or documents of Benin will deter Ijaw from being focused. “In the same book, the author stated: ‘About 1170 AD, Prince Oranmiyan, one of the sons of Oduduwa of Ife, the father and progenitor of the Yoruba Obas………succeeded in reaching the city after much trouble at Ovia River with the ferryman (ibid) Page 6. About a century later, another Oba, Ewedo, had to undergo similar troubles to those which his great-grand father, Prince Oranmiyan, had from the ferryman at Ovia River, (ibid page 9). “These are clear facts that Benins are occupying Ijaw land and should be grateful to Ijaw for accommodating them. No wonder, the ferryman in Ovia River was fighting them, we concede that he knew their expansionist and land rustling agenda, hence he was fighting and resisting the Yoruba visitors. “It is wrong for Edo Forum of Patriots, Benin Solidarity Movement and other Benin people to have stated that Gelegelegbene is under the kingship of Oba of Benin, we make bold to challenge them to support their claims with historical facts. “Prof. Alan Ryder, a British national and former professor of history at University of Ibadan in his book, ‘Benin and the Europeans 1485-1897,’ Page 27 writes, ‘Whichever of the slave rivers the Portuguese frequented, the people they first met and traded with, would have belonged to Ijo (Ijaw) tribe, which at that time dominated the coastal belt of the swamp forest, extending inland to a depth of 30-40miles in the region. “It is shocking for Benin Solidarity Movement to equally say that government and oil companies should not have direct dealings with Gelegelegbene community, what a disappointment. We should respect our individual rights. It is Ijaw’s right to benefit whatever is emanating from their land. “The Bini cannot decide for them, Ijaw cannot cede Gelegele to Bein, it is on record that up till now, Israel is still fighting for their lost lands. Such inflammatory utterances by the Binis will do nobody any good, but will only propel Ijaw to continue to fight like the Israelite to reclaim its lost lands. “Ijaw are not greedy people, the proposed EPZ and seaport projects in Gelegelegbene community will benefit everybody, including the Binis. They do not need to unlawfully claim Gelegelegbene to benefit. His followers from his father's Kingdom in Benin are the today's Awori people who settled in Eko now called Lagos. “In the 1300, the King of Benin-Empire heard from one of his traders who was a settler in Eko on how the Bini's were treated by the Awori's who lived in their area. Upon hearing this, the King of Benin commanded the assembling of a war expedition, led by his son, Prince Ado, which headed the settlement of the Awori's and demanded explanation. “On arriving Eko, Prince Ado and his Army were more than received. The Aworis asked the Bini Prince to stay and become their leader. Ado agreed on the condition that they surrender their sovereignty to the Oba of Benin, to which the people agreed. Hearing this, the King of Benin gave his permission for Prince Ado and the expedition to remain in Eko. “The Oba of Benin sent some of his chiefs including the Eletu, Odibo, Obanikoro and others to assist his son, Oba Ado in the running of Eko. "From the crowing of Prince Ado as the first Oba of Lagos (then called Eko), Lagos served as a major center for slave trade from which the Aworis, the Oba of Benin and his son the Oba of Lagos and all the children/descendants who took over as his successors for over four centuries supported the trade. “The Oba of Benin was the head of the Benin Empire which are the present day Western, Southern and Eastern modern day Nigeria. The King never obliged anyone to speak the Bini language as he believed everyone was entitled to their own choice of language. “The name Eko was given to it by the first king of Lagos, Oba Ado, the young and vibrant Prince from Benin. Eko was the land now known as Lagos Island, where the king palace was built. In practical terms, however the British influence over the Benin Empire had become absolute, and then years later in 1861 Lagos was formally annexed as a British Colony. “This led to the fight of the British and the Bini King, the leader of the Benin Empire for years, which finally led to the fall of the Empire and the capturing of Oba Ovonramwen. “Oba Akintoye of Lagos was the first Oba not to be buried in Benin. Prior to this, all the Kings of Lagos were buried in Benin. They passed on taxes to the Oba of Benin until the British settled in. Our correspondents Some delegates of the 2014 National Conference, groups and human rights activists on Friday countered President Muhammadu Buhari’s stance on calls for the independence of Biafra and other secession agitations. They asked him to allow a referendum that would give agitators the chance to decide their fate on the matter. There have been agitations by the Indigenous People of Biafra and some other groups to secede from Nigeria but the President has repeatedly described Nigeria’s unity as non-negotiable. Also on Thursday, during a meeting with the South-East Council of Traditional Rulers at the Presidential Villa, the President reiterated his stance that Nigeria should remain united. However, a delegate to the 2014 Confab and National Publicity Secretary of Afenifere, a pan-Yoruba group, Yinka Odumakin, berated the President’s stance on the issue, saying “there is basically nothing that is non-negotiable about Nigeria.” Odumakin said, “At this stage, there must be a referendum in the South-East in line with the United Nations’ instrument on self-determination to determine if the people want a separate country or if they want to stay within Nigeria and on what terms. It is only a poor student of history that cannot see where all this will end if we fail to deal with it in a civilised manner. “Soviet Union, with all its might, broke up in days without a gunshot being fired. Various countries sprouted from its ruins and are now fulfilling their manifest destiny. You cannot keep people in a forced marriage in this age of self-determination.” Likewise, another 2014 Confab delegate, Prof. A.B.C. Nwosu, who said Nigeria was practising “fake federalism”, also called for a “referendum throughout Nigeria for us to decide on the decisions we took at the 2014 National Conference.” “If there is a thorny issue that is likely to pull at the basic fabric of the nation and we want to determine it with a referendum, it is alright with me, that is democracy. I have nothing against referendum. And nobody is good enough to preside over a people without their consent,” Nwosu said. In his view, one of the delegates at the last Confab, Dr. Junaid Mohammed, who called on Nigerians to learn to build the nation and not marginalise any region in the process, however, added that “in modern political life, everything is negotiable.” Mohammed, who is also the Convener of the Coalition of Northern Politicians, Academics, Professionals and Businessmen, added, “So, I don’t believe in Buhari telling us that anything is not negotiable. You do not make a nation by enforcing your world view on the nation. Uthman said, “Constitutionally, Nigeria’s unity is not negotiable. But by convention, Nigeria’s unity can be negotiated to create room for understandable cohabitation and peaceful coexistence to strengthen the country’s unity. “Referendum is a globally recognised mechanism for secession, but our constitution does not support secession. But if a zone or region in Nigeria feels cheated or is not comfortable with the treatment it is receiving from the Federal Government, it is morally right to get the government and the international community to listen to it through a referendum.” The National Secretary of Anioma Youth Forum, Mr. Bath Ozah, who spoke with one of our correspondents in Asaba, Delta State, said, “If the President wants the youth to stop the agitation for Biafra, he should treat all religions, social groups and states equally. But if he continues with his old method, there is no reason the unity of this country called Nigeria is not negotiable.” The spokesman for the Edo State Civil Society Organisations, Osazee Edigin, said, “A referendum should be carried out as it has been done in Sudan and other countries of the world.” A human rights activist based in Minna, Niger State, Chijoke Ike, said, “You cannot force a person or group of persons to belong where they don’t want to belong; they have the right of choice, according to the UN charter.” According to Mohammed Dalami, another activist, the constitution of Nigeria gives every citizen the right to associate. “The fight for sovereignty is through referendum. Referendum is the only tool in a civilised society to get sovereignty. “Just recently, Britain pulled out of the European Union after a referendum. The same thing happened in South Sudan, so Nigeria cannot be an exception,” he said. Also, human rights activists, Dagana Haske and Mr. Inibehe Effiong, said they did not believe in Nigeria breaking up, but faulted the approach being used by the President to deal with agitators. “The Federal Government lacks the requisite constitutional enablement to convoke a referendum. The 1999 Constitution does not provide for a framework for holding a referendum. It will take a constitutional amendment for such a referendum to hold. But there is nothing wrong in holding a referendum,” Effiong said. The Chairman, Ohaneze Ndigbo in Delta Central and South area of Delta State, Mr. Jude Chiedozie, said dissolution was not the answer to the many challenges confronting Nigeria as a country. The Igbo leader, however, said “referendum is not a bad idea if our leaders are sincere.
