Another round of investigations into the $2.1billion arms deals is to begin tomorrow, Economic and Financial Crimes Commission (EFCC) sources said yesterday.
Top on the agenda is how the Dr. Goodluck Jonathan Administration bought €3,654,121million vehicles for the Republic of Niger in October 2013 and April 2014. The cash was withdrawn from the Office of the National Security Adviser (ONSA) account in two installments of €1, 401,869 and €2,252,252.25. The commission is also seeking to verify whether or not the vehicles were bought and under diplomatic or bilateral security cooperation. The EFCC is to find out from the Republic of Niger if there was such assistance from Nigeria.
The agency plans to quiz some more public figures, including former Minister of Finance Dr. Ngozi Okonjo-Iweala, some former Service Chiefs and serving military officers in connection with the $2.1billion arms deals.
Some suspects may be taken into custody, it was learnt.
The EFCC,it was gathered, is through with the first phase of the probe, which led to the arraignment of ex-National Security Adviser (NSA) Sambo Dasuki and 10 others. The interrogation of the likes of Dasuki and the others now facing trial or about to be arraigned seems to have convinced the agency of the need to dig deeper than originally planned.
A top source said: “We are beginning the second phase of the ongoing investigation of the $2.1b arms deals on Monday. From the preliminary findings, the scandal is mind-boggling.
“We are going to question more high-profile serving and former public officers, including a former Minister of Finance, Dr. Ngozi Okonjo-Iweala, on the release of some funds.
“We want the ex-Minister to shed more light on how about $322million was disbursed to the Office of the National Security Adviser(ONSA).
“Some serving and former military chiefs will have to respond to issues which we have already isolated for clarification.”
The source said investigators had already obtained the list of military equipment which were bought and the inventory by the Armed Forces.
“This explains why some serving and former military chiefs will need to come and assist our investigators,”he said.
“Some of the companies which supplied these equipment have been contacted too.”
On the purchase of security vehicles for Niger Republic,the EFCC is said to have established that the money was withdrawn from the ONSA account in two installments of €1, 401,869 and €2,252,252.25,
The commission is keen to confirm whether or not the vehicles were bought and under what diplomatic or bilateral security cooperation. It was gathered that it will require finding out from the Republic of Niger if there was such assistance from Nigeria. The initial cash of €1, 401,869 was drawn from the Central Bank in an October 2013 through ONSA memo ACCT/87/VOL.1/384. The second tranche of €2,252,252.25 was got from the CBN in an April 1, 2014 via a memo ACCT/87/VOL.1/60
The first memo to the CBN Governor, “Transfer of foreign exchange”, said: “You are please requested to transfer the sum of €1, 401,869.00 only in favour of SEI Societe d’equipments Internanaux-Niamey-Niger BP 11737 as payment for the supply of security vehicles to Republic of Niger. The wire transfer details are as follows: Banque: SONIBANK (Republique du Niger-Niamey). Compete N025111123981/22. Code Banque:80064. Code Guichrt: 01001.
“The amount should be charged to National Security Adviser Account no. 0020172241019 with the Central Bank of Nigeris Abuja and all charges thereto.
“Please accept the assurances of the National Security Adviser.”
Magu, earlier in the day told the House of Representatives Committee on Financial Crimes that Okonjo-Iweala, former Minister of Petroleum Resources Mrs Diezani Alison-Madueke and one of her associates, Mr, Kola Aluko, are being investigated.
He also told the committee, why defending the EFCC’s 2016 Budget, that the agency should be supported to hire additional 750 employees in different cadres.
Magu also sought the backing of the committee to consider and approve “additional N500,000 million to assist in our operational activities as more sectors of the economy may likely come under investigative activities during the year.”
Magu said the agency’s estimate is made up ofN11, 422, 991, 540.00 for capital, and N2,999,245,761.00 as the overhead component of the recurrent. He requested that “the National Assembly should graciously support a planned recruitment of additional 750 employees of different cadres in 2016.”

The EFCC has intensified its collaboration with the National Crime Agency in the United Kingdom, with the ongoing probe of former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke.
The International Corruption Unit (ICU) of NCA on October 2 arrested Mrs. Alison-Madueke and four others.
The identities of the remaining four suspects are yet to be unveiled.
But all the suspects are being investigated for alleged bribery and money laundering.
The EFCC source, who is actively involved in the ongoing investigation, said: “We have been collaborating with NCA on Diezani’s case, which has reached an appreciable level.
“We have the details of others arrested with Diezani but we will not disclose until the matter gets to a convenient bend.
“So far, we have been comparing notes with NCA on a faster note in terms of tracking a few transactions and documents. There is no hiding place for the ex-Minister and her alleged accomplices.
“By the time the trial begins, the NCA and EFCC would have established a solid case against the ex-Minister and other suspects.”

To my own understanding, it's a welcome development, but it's really coming too late as our reasoning in this country has been undermined through corruption, my point is simply, when I was younger; under my primary school badge it's only read "work and Play" and NOT work and party. the school playing fields should strictly be where pupils go and play after much school work and not renting it out to political, religion and social purposes. Corruption has eating up our conscience. #WhichwayNigeria post=42361738: The Lagos State Government on Tuesday said it would no longer allow social functions and parties in public schools just as owners of private schools across the state have been warned to comply with rules and regulations guiding their operations.
The Deputy Governor of the State, Dr. Mrs Idiat Oluranti Adebule who disclosed this while briefing the media on the strategic focus of Governor Akinwunmi Ambode’s administration on education for 2016, said the Governor had directed that schools should no longer be used for social functions. She said:
“The Governor has directed that schools will no longer be used for social activities any longer. We want to implore members of the public to report any school that violates this directive and we would ensure that defaulting schools are sanctioned accordingly.”
Adebule, who also oversees the Ministry of Education, said the state government was putting a searchlight on the standard of education in the private schools, saying it will no longer be business as usual for such schools that undermine best practices. She said as a first step, the government will engage with private school owners and proprietors to intimate them on the action plan of the present administration towards improving the standard of education, saying that though government is willing to partner with private schools, they must also be willing to adhere strictly to the acceptable standard.
“Much as private schools are partners in the sector, we would not fold our hands and watch the standard flopped. Some schools even operate without registering with the government. We want to urge such schools to do the right thing or government will have no choice but to do what it has to do,” she said.
Earlier, Special Adviser to the Governor on Education, Mr. Obafela Bank-Olemoh, while giving a detailed presentation on the policy thrust of Governor Akinwunmi Ambode’s administration for the education sector, said the state government intends to construct the biggest digital library. He said the government was already at the planning stage of the library, while the actual establishment of the project would commence in the next quarter of the year. He said the state government will build 10 new model schools with state of the art facilities, while two new technical colleges will be built in the course of the year in areas where such facilities are urgently needed. On the Ibile Tablets, Bank Olemoh said 324,000 tablets to Senior Secondary School students, adding that plans have been concluded to register all students in both public and private schools in the state under the Lagos State Student Personal Administration Number (LASPIN) project to aid proper planning. On the free meal in schools project, he said the state government is currently perfecting its framework for the eventual take off, saying that the project is expected to on the one hand, enhance the learning capacity of the pupils and on the other, boost the economy of the state. Take our mobile lines for example....when mtn used charge us 50naira per min...even if u spoke for just 2sec you will be billed 50naira....but when the other service providers came into the market....e.g. glo....came in and started billing per sec....mtn and econet now airtel had to crash their prices too....As a result many tariff plans started coming up from all the different service providers in other to encourage their subscribers and to keep them as customers. This is what will eventually happen to the oil sector when it is fully privatize and govt takes hands off the subsidy....After all these marketters are not honest...some don't even bring in the amount of oil they get subsidy for....some adjusts der pumps in d filling stations....They hold the country to ransome and go on strike at will...some are selling for 150 naira per litre yet they collect money for subsidy at 87 naira per litre...If subsidy is removed you get value for your money and all dis fraud will stop or be reduced |

I don tire abeg... presentley: President Muhammadu Buhari has commenced the process of identifying a few fearless and courageous judges who will be saddled with the responsibility of prosecuting persons who have been found to have stolen national resources, THE PUNCH has learnt.
Buhari had while granting audience to members of the National Peace Committee led by Gen. Abdulsalami Abubakar in the Presidential Villa, Abuja on Tuesday disclosed that the prosecution of the indicted persons would commence in a matter of weeks.
“Those who have stolen the national wealth will be in court in a matter of weeks and Nigerians will know those who have short-changed them,” the President had told his guests.
Our correspondent however learnt on Sunday that the prosecution would not be open to “just any judge.”
It was learnt that the President was committed to ensuring that only judges who would expedite action on the cases and would be fearless in discharging their duties would be enlisted for the prosecution.
A source confided in our correspondent that that was one of the assignments Buhari gave to the Prof. Itse Sagay-led Presidential Advisory Committee Against Corruption which he set up on Monday.
The source said it would not be necessary to set up special courts to try corruption cases since efforts were already underway to identify judges that would key into the President’s dream of ensuring that no looter was left unpunished.
He said, “We do not need to entertain any fear that the prosecution of corruption-related cases will not be fast enough because many of our courts are already weighed down by many cases.
“The truth of the matter is that not all judges will be considered to take up the cases of those who have stolen our commonwealth.
“As a matter of fact, one of the assignments the President gave the Presidential Advisory Committee Against Corruption led by Prof. Sagay is to identify fearless and courageous judges that will handle the cases.
“The idea is to ensure that the judges who will handle the cases will not be just any judges. They must be those who will expedite actions on the cases and discharge their duties with courage.
“You can see that with this development, the issue of special courts for corruption cases may not come. It is about special judges.”
Our correspondent also gathered that Buhari was already considering withdrawing national honours from any individual found to have looted the nation’s treasury.
It was learnt that the President’s position was that the nation should not be seen to be honouring any fruadulent person.
“The President will not hesitate to strip any corrupt person of national honour. Can you honour a person for milking the nation dry? It is irrelevant how long such persons have been bestowed with the national honours, they will be stripped of them,” the source said.
When contacted, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said it was reasonable that anybody found to be corrupt should be stripped of national honours.
Adesina however said such withdrawal of national honours would not be done until affected persons had been convicted by competent courts.
“Although it has not been considered, it is reasonable that those found guilty of corruption should be stripped of national honours bestowed on them. However, this will not be done before conviction,” the presidential spokesman said.
While announcing the establishment of the Presidential Advisory Committee Against Corruption on Monday, Adesina had said its brief was to advise the present administration on the prosecution of the war against corruption and the implementation of required reforms in Nigeria’s criminal justice system.
He said the committee was also saddled with the responsibility of developing comprehensive interventions for achieving the recommended reforms.
