National carrier take off feasible by December, says NCAA Posted By: Kelvin Osa Okunbor On: June 13, 2018 THE Nigerian Civil Aviation Authority (NCAA) says the December 24, for the proposed take-off of national carrier is feasible, its Director General, Capt Usman Mukhar, said yesterday. Usman said if promoters of the project are properly guided to follow through with regulatory requirements, the process of getting an Air Operators Certificate (AOC) only takes 90 days. Usman assured that with that timeline in mind, the possibility of national carrier scaling through is quite feasible. The DG also stated that government decided to involve aviation agencies in the presidential taskforce because they want the national carrier project to succeed. He said: “The presence of the agencies inside the task force is to ensure that the right things are done, they are not midwifing in the real sense of the national carrier but they are guiding the process to ensure that it is done in line with the international standards and best practices in the area of safety, security and also comfort of the passengers”. Emphasising government’s readiness for the national carrier, Usman said: “This time around, government says we should go and ensure that even before take-off that nothing is short-circuited, process followed so that they can come, start and stay. The same service we have rendered to every operator that came from the time the operator came at the first phase, coming with the intent that they want to start operating, it is one of the stages in the issuance of the Air Operators Certificate, to the time somebody want to do formal application”. He added that NCAA also guides operators when it comes to documentation and preparations of the manual, which they produce, stressing that if there were errors and corrections to be made, NCAA works to see that everything came out clean. He stated that the NCAA extends these services to all the operators because they came through the five stages of obtaining an AOC. He said it was the same process for all the operators and that there was no special treatment given to any operator. He, however, said for the national carrier, the government wants to make sure that it was done properly. Capt. Why should I resign? I love this country. What I do not like is the way the country is being run, it is wrong. If they start doing well tomorrow, I will be the first to commend. “What you write on a daily basis, there are people who do not like it. Mr Nnanna said he has been a columnist for over two decades, and Vanguard is one of Nigeria’s largest dailies. The paper had distanced itself from Mr Nnanna and said he would be investigated, the outcome of which Mr Adedayo and many others are anxiously anticipating.. “While we are carefully interrogating the circumstance that led to that comment, with a decisive response to the author, we wish to acknowledge that the statement was made entirely as part of a private conversation,” the Vanguard said in a statement Saturday. “Vanguard dissociates itself totally from such unwarranted but careless, private outburst.” The paper said Mr Nnanna’s outburst contravened its institutional values, adding that an investigation would be conducted and a “decisive response” would be meted out to the columnist. Nigeria shines at EMEA (Europe, the Middle East and Africa) finance awards June 8, 2018 Agency Report Nigeria was celebrated recently as it won awards in three categories for its securities issuance activities in the domestic and international capital markets. A statement issued on Friday in Abuja, by the Communications Department of the Debt Management Office (DMO), said the awards came from the EMEA Finance (Europe, the Middle East and Africa), a well-respected institution in the international financial markets. The awards were for Best Sovereign Bond in Africa – three billion dollars Dual-Tranche (10 and 30 year) Eurobonds issued in Nov. 2017. It also won awards for Most Innovative Bond – 300 million dollars Diaspora Bond issued in June 2017 and Best Naira Bond – ₦100 billion seven year Inaugural Sukuk issued in September 2017. According to the statement, the awards have properly positioned Nigeria to attract foreign capital flows and also confirm the robustness of Nigeria’s DMO in packaging and offering products that appeal strongly to local and international investors. “Even more significant for Nigeria is that awards by EMEA Finance are made after evaluating several transactions, each of which is unique, using clearly defined criteria. “That three transactions by Nigeria won awards from a competitive process, is a huge plus for Nigeria.” Nigeria issued its first Diaspora Bond for $300 million in June 2017, and was selected for the award for the uniqueness in the manner in which it was structured. The Bond is also the first security issued by Nigeria that is registered with the U.S. Securities and Exchange Commission. “With the three billion dollar dual-tranche (1.5 billion dollars for 10 years and 1.5 billion dollars for 30 years), Nigeria recorded several firsts, making it a landmark transaction. “Firstly, it was the very first time that Nigeria raised an amount that large at once in the International Capital Market (ICM). “Secondly, it was the first time a Sub-Saharan African country other than South Africa issued a 30-year Bond in the ICM. “For Nigeria, the significance of the tenor lies in the fact that it could now access stable long term funds necessary to finance infrastructure. “Indeed, Nigeria is proud to have opened the 30-year window as some other African countries such as Kenya subsequently issued 30-year Bonds”, it said. The statement added that the N100 billion Sukuk which won the award of Best Naira Bond, is perhaps in a class of its own, given that it was issued in the domestic market. It said that for the DMO, the use of the proceeds was the most significant aspect of the product as they have been deployed to the designated 25 Road Projects across Nigeria’s six geo-political zones. It recalled that a recent inspection of the road projects, confirmed that a silent transformation in infrastructure had begun through Sukuk financing, adding that it was also significant that Sukuk had opened a window for financial inclusion. According to the statement, the Director-General, Patience Oniha, says that the DMO’s primary responsibility is to manage public debt. She also said that in executing this mandate, it would introduce initiatives and products to support the development of the domestic market. This, she said was to position it as a veritable source of funds for the private sector to enable them contribute to Nigeria’s economic growth and development. Police recruitment: PSC speaks on candidates ‘writing exam in Arabic Published on May 30, 2018 By Seun Opejobi The Police Service Commission, PSC, has reacted to rumour that candidates participating in ongoing recruitment into the force wrote examination in Arabic. Outgoing PSC Chairman, Mike Okiro insisted that the assessment was only based on aptitude and language test under the heading, “English Language test for 45 minutes”. He explained, in a statement, that JAMB customized platform contained skeletons of other 22 subjects offered by the board. The statement, which was signed by Okiro, read, “The instructions were that candidates should answer the questions in that section alone. “On completion of the 45 minutes test, any candidates who rolled down would come across subjects listed in alphabetical order of the 23 subjects with the first 3 being Agriculture, Arabic and Arts.” He dismissed as false the claim that “180 questions (instead of 60) were to be answered in English, Agriculture, Arabic and Arts in 45 minutes!!! “The only Nexus among the three is letter ‘A’. FG rescues Abia community from erosion menace ON MAY 30, 2018 By Anayo Okoli UMUAHIA—SUCCOUR has come the way of erosion ravaged Amachara community, Umuahia South Council of Abia State, as the Federal Government, last week, commissioned a N400 million flood erosion control project built to check the menace of rampaging erosion problem in the community. The massive erosion project was attracted by the member representing Ikwuano/Umuahia Federal Constituency, Chief Sam Onuigbo through the Ecological Fund Office and handled by the Ministry of Agriculture and Rural Development. According to Onuigbo: “There are still over 40 massive erosion sites within Ikwuano/Umuahia Federal Constituency that need urgent attention. The topography of our place is such that one of the greatest ecological challenges is erosion and this has continued to affect farming, development projects and even led to displacement of people from time to time.” While commending the Federal Government for allocating two projects that cost the Federal Government over N700 million, the Federal lawmaker called for more assistance to rescue his constituents. Speaking at the commissioning ceremony, the Minister of State for Agriculture, Senator Heineken Lokpobiri, who represented President Muhammadu Buhari, explained that the project was one of the 26 projects approved by the President in the first quarter of 2017,as part of the intervention initiated by the Federal Government to check flood and erosion in the community. “The president gave approvals based on availability of funds to tackle some of the ecological problems, but this time, in 2017, amongst the 1000 ecological problems we had across the country, Abia was the only state that had two. “These ecological funds projects are very important, these are the only projects that the President personally approves which means that the problems in Umuahia South were specifically brought to the attention of the President and he decided to solve them by giving approval”, Lokpobiri said. He expressed joy at the conception and timely completion of the project, saying it is in line with the promise of this administration not to neglect any part of the country regardless of its geographical location or party affiliation. He promised that the Federal Government would ensure that other erosion site projects across the country are completed for the benefit of our people as the projects would enhance the living standard of the people of these communities and environs. “It will also check the risk to life and property associated with erosion and persistent flooding; the socio-economic outlook and general well-being of the people will also be enhanced by this intervention. “It is on this note that I urge you to cherish this laudable project by preventing indiscriminate dumping of refuse in the drainage and take responsibility to own and maintain the project by ensuring its sustainability”, the Minister urged. Budget padding: Court orders Buhari to prosecute indicted lawmakers MAY 30, 2018 A Federal High Court sitting in Lagos has, in a landmark judgement, ordered President Muhammadu Buhari to “urgently instruct security and anti-corruption agencies to forward to him reports of their investigations into allegations of padding and stealing of some N481 billion from the 2016 budget by some principal officers of the National Assembly.” President Muhammadu Buhari The court also ordered President Buhari to direct the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, SAN, or appropriate anti-corruption agencies to commence prosecution of indicted lawmakers without delay. The judgement was delivered, Monday, by Justice Mohammed Idris, following a mandamus suit no: FHC/L/CS/1821/2017 brought by Socio-Economic Rights and Accountability Project, SERAP. The court also ordered President Buhari to “direct the publication of the report of investigations by security and anti-corruption bodies into the alleged padding of the 2016 budget.” In the suit brought against the President and Attorney-General of the Federation and Minister of Justice, Justice Idris further held that President Buhari in the exercise of his executive powers, has a duty to ensure compliance with the provisions of article 22 of the African Charter on Human and Peoples’ Rights. It held further that the President was expected to use his executive powers for the public good of Nigeria. The court also granted an order directing Buhari to “urgently halt alleged attempt by some principal officers of the National Assembly to steal N40 billion of the N100 billion allocated by his government as ‘zonal intervention’ in the 2017 budget.” Buhari was also ordered “to closely monitor and scrutinise the spending of N131 billion (accrued from increased oil bench mark) allocated for additional non-constituency projects expenditure, to remove the possibility of corruption.” The court held that “SERAP, being a human rights non-governmental organisation, has sufficient interest in the way and manner public funds are being utilised in this country.” Reacting to the judgement, SERAP’s Deputy Director, Timothy Adewale, said: “This judgement confirms the pervasive corruption in the budget process and the prevailing culture of impunity of our lawmakers as well as the failure of the authorities to uphold transparency and accountability in the entire budget process and implementation. ‘’The judgement is an important step towards reversing a culture of corruption in the budget process that has meant that many of our lawmakers see the budget more as a ‘meal ticket’ to look after themselves than a social contract to meet people’s needs and advance equity and development across the country. “This is a crucial precedent that vindicates the right to a transparent and accountable budget process and affirms the budget as government’s most important economic policy document, which is central to the realisation of all human rights, including the rights to health, water, and education. “We are now in the process of obtaining a certified copy of the judgement. That night I was inspired to reach out to the organisers of the event to volunteer my services in Media. “I got an email address from the email and I sent them the mail shown below: “‘Hello, Good morning and I hope this email meets you well. As the labour market is competitive, bringing your extra is expedient. “Though I have a B. Eng and an MSc from reasonably good schools, these things, though very important, became secondary. As it appeared, I had already demonstrated useful and valuable competence. “We can be lucky, favoured or blessed, we may never know or experience these if we don't take the initiative to make moves, shoot shots, place some calls, and send some mails.
