They are the contractors. They will do the project and tell you what it is worth. The cash is not given most time.
China will say what they want from Nigeria or policies they want that will benefit them and such, if Nigeria agrees, China will do projects as their own end of the bargain.
It is a shame sha, after all these years of looting and pillaging Nigeria is now reduced to selling herself for favours. The prince who once fed fat has been reduced to a beggar.
