When I was in uni, part of the problem was that lecturers often protected one another. Many students were afraid to report misconduct because of the stories that circulated about lecturers covering for each other and the victimization that would follow from every angle.

This is not entirely accurate. Niger produces, refines and exports crude. Its has oil fields at Agadem Basin and the refinery at Zinder, operated by the Chinese. Cameroon has offshore oil reserves and even had a refinery that they burned down in 2019.
