No, it's not and it doesn't come with any uniform. It's a position fit for any Nigerian to occupy as desired by the president of Nigeria as dictated by the Nigerian constitution.

Mr Ali is a political appointee, not a customs officer and there is no law within the Nigerian constitution that says Mr Ali or any political appointee must wear uniform regardless the agency they head or direct.

Well, not everyone attends graduation ceremony. I for one was a corper wen called upon for the graduation ceremony. I didn't bother attending, so didnt see no ckassmate after my last paper, but I ve my certificate.
I believe Dino should have his copy. He should just put it up for all to see except he's trying to hide his grade.

That's the head of customs/Homeland security John Kelly in the USA where you get democracy from, he's a former military general and a former military man like Mr Ali in Nigeria and also a political appointee just like Mr Ali in Nigeria.
