By Jaiyeola Andrews in Abuja In a determined effort at repositioning the Nigerian National Petroleum Corporation (NNPC) into a commercially driven entity, President Goodluck Jonathan Tuesday approved the creation of a new office of Deputy Group Managing Director of the corporation to be headed by Mr. Bernard O.N. Otti. Otti is the NNPC's current Group Executive Director (Finance and Accounts). He is now the new Deputy Group Managing Director/Group Executive Director (Finance and Accounts) of the corporation. Otti hails from Anambra State and has held senior positions in some of the largest financial institutions in Nigeria and internationally A statement by Jonathan's spokesman, Dr. Reuben Abati, said Otti had also served on the boards of numerous public and private institutions. The new office of Deputy Group Managing Director is expected to strengthen the corporate governance structure of the NNPC. By Gboyega Akinsanmi The Lagos State Government has explained the rationale behind its planned technical assistance to Sierra Leone to fight Ebola Virus Disease (EVD), saying the assistance is critical to avoid future outbreak in Nigeria. Nigeria was declared free of Ebola infections on Tuesday, by the World Health Organisation who called the outcome the triumphal result of “world-class epidemiological detective work.” The announcement came 42 days after the last reported infection in Nigeria’s outbreak, twice the maximum incubation period for the Ebola virus. The Lagos State Commissioner for Health, Dr. Jide Idris provided justification for the technical assistance at a session with journalists recently. At the session, the commissioner said the state government considered technical assistance to Sierra Leone to avoid future outbreak of the deadly disease. He explained that eternal vigilance should be the watchword as the country needed to be on the alert and ready to act in the case of any other outbreak. He said vigilance was expedient because if the cases in the United States of America were anything to go by, health workers needed to understand new challenges and adhere strictly to protocols and respond better. He assured that the state would not rest on its oars until the virus “is completely expelled from the neighbouring African countries.” He added that the state government was marching on to reassure the citizens, helping them to get back their lives, strengthening the schools’ capabilities to prevent the disease and giving support to businesses affected by the outbreak. He said the state government “has plan to give technical assistance to Sierra Leone with more than 1,200 death cases and detail of the plan has been sent to federal government and World Health Organisation (WHO).” He further explained that the state government had prepared its workplan for the Sierra Leonean operations, presented the plan to the federal government and sought collaboration of World Health Organisation (WHO). According to him, “we are waiting for response of the federal government and the World Health Organisation to enable the state government deploys the volunteers to Sierra Leone.” Idris said no fewer than 28 health personnel had indicated interest to go to the Western African country and provide health care service to victims of EVD. He added that the 28 health volunteers had worked on the containment of the Ebola Virus Disease in Lagos, noting that their experience would largely help in Sierra Leone and other West African countries. The commissioner urged private individuals and organizations wishing to join the mission to come on board, especially for those who have earlier indicated interest or made pledges. He, therefore, called for the participation of private organisations in providing technical assistance to such countries as Sierra Leone, Guinea and Liberia, noting that the role of private sector “is critical to getting rid of the virus.” He said the state government was able to contain Ebola because it had put certain institutional structures in place before the outbreak in Lagos, which he said, contributed to the success achieved in no small measure. He named the institutional structures to include the State Emergency Management Agency (LASEMA), Infectious Disease Hospital (IDH), Integrated Disease Surveillance and Response (IDSR), Lagos Waste Management Authority, cremation law, public health law and State Environmental Health Monitoring Unit among others, He said the institutional structures already put in place explained why Nigeria only contributed 0.22 per cent and 0.18 per cent to the global burden of suspected, probable and confirmed cases and deaths respectively The commissioner explained how the state government was able to contain the crisis of the deadly virus, noting that it spent the early part of the state intervention in containing the disease and reducing deaths. He said the state government “will not disband all the structure put in place, but rather hone their effectiveness and efficiency. Some of the success factors in the fight against Ebola include political will and support at the highest level of governance including the State Executive Council.” He also cited the adoption of incident management system with setting of five committees another success factor, which he said, met twice daily under the aegis of Ebola Emergency Centre during the active phase of the outbreak, basically to render the report of each day’s activities.http://www.thisdaylive.com/articles/ebola-lagos-explains-technical-assistance-to-sierra-leone/191946/ |
