There is nothing wrong in what he said. It takes an average of 13 - 24 months for some large breeds (especially Molossers which the dog being presented is) to reach sexual maturity. It is certainly not a factor of how the dog looks. The OP cannot name any other quality he's seen to advertise his dog for studding. I don't think there are any.
