Thursday night President Cyril Ramaphosa announced an easing of the nationwide lockdown in response to the Covid-19 outbreak in South Africa. He said a phased reopening of the economy will begin on May 1. Ramaphosa noted that although a lockdown remains the most effective way to limit the spread of the virus, the prosperity of South Africans would be at risk with a continued lockdown.

“Nationwide lockdown cannot be sustained indefinitely,” he said. “People need to eat, earn a living and companies need to be able to produce and trade, need to generate revenue and keep people employed.”

The president, however, noted that the lockdown has worked and the need to save lives and prevent the country’s health system becoming overwhelmed remains paramount. In consultation with scientists and other experts, the government has introduced a tiered system of response to the virus — South Africans may find some echos in the tiered system to that used for load-shedding, with level five signalling the most strict response.

Ramaphosa said the National Command Council had developed an approach that determines measures we should have in place based on the direction of pandemic in the country.



There will be five alert levels:

Level 5 – drastic measures required to contain spread of virus to save lives
Level 4 – Some activity allowed, subject to extreme caution
Level 3 – Easing of some restrictions including on work and social activities
Level 2 – Further easing of restrictions but maintenance of physical distancing and restrictions on leisure
Level 1 – Most normal activity can resume with precautions and health guidelines followed at all times
On Friday May 1, South Africa will enter alert level four.

This means that some activity will be allowed, but with extreme caution. Further details will be provided in the coming days. The president, however, highlighted that some businesses would resume operations only under specific health and safety protocols to protect the workplace and employees.

Plans to prevent further infections

Businesses will be allowed to resume activity in a phased manner, but only after preparing the workplace for the return to operation. Only a third of the workforce would be allowed to return during level four, with the result that some businesses would not be able to reach full production.

Businesses were encouraged to adopt a work-from-home strategy where possible.



Ministers will provide details of phased reopening of schools and other educational institutions.

Ramaphosa also said that sectors would still be able to negotiate with the relevant departments on opening.

Borders will remain closed to international travel, except for the continued repatriation of South African nationals and foreign citizens. No travel between provinces will be allowed, except for funerals, the transportation of goods and in exceptional circumstances. Public transport can continue to operate, with a limit on the number of passengers and extreme hygiene requirements.

Although the new level meant a relaxation of regulations, Ramaphosa did not compromise on activity that would foster people gathering, saying in no uncertain terms that, with the exception of funerals and for work purposes, gathering remained prohibited.

He said the public is encouraged to stay at home, other than for essential personal movement, essential work, or work in sectors under controlled opening.

Exercising will also be allowed, but under strict conditions. The elderly and people with underlying health conditions are urged to remain at home.

“If people do not travel, the virus does not travel,” Ramaphosa said.

“We know, for example, that just one funeral in Port St Johns, and one religious gathering in Mangaung contributed to a spate of infections in their respective provinces … It is therefore essential that we do everything in our means to restrict the movement of people — although it runs counter to our very nature — to reduce the contact that each of us has with each other.”

Given the amount of public pressure regarding the sale of cigarettes, it was not surprising that Ramaphosa specifically mentioned lifting this ban, and that the range of goods permitted to be sold will also be extended, with further details expected from addresses by ministers.

Several restrictions will remain in place — bars and shebeens will remain closed. Conferences, events, concerts, cinemas, sporting events, and religious and social gatherings will also not be allowed.

Details of SANDF role

Ramaphosa confirmed that he had employed more than 70 000 South African National Defence Force (SANDF) personnel to assist in combating the pandemic, but said that their role would go further than supporting the police. Although the army would continue to support the police, troops would also focus on providing assistance in other areas — such as the provision of water, infrastructure maintenance and health services.

This is in line with the letter sent to Parliament this week, which referred to section 18 of the Defence Act, which provides for the employment of troops to preserve life and health in an emergency and to provide humanitarian relief, to ensure essential services, to support economic upliftment and for border control.

This is different to section 19, which provides for joint operations with the police for maintaining law and order and combating crime. The letter to Parliament indicated that this employment would last until June 26.

In a national address on Thursday evening (23 April), the president said a lockdown remains the best way to prevent the spread of the coronavirus, but it cannot be sustained indefinitely.

To aid in this measured approach, the country will adopt a risk-adjusted strategy made up of five levels, that will determine the risk and infection rate nationally, and in each province, district and metropolitan area.

The approach has been guided by scientists and experts, who have warned that a sudden end to the lockdown will lead to a massive increase in the number of infections, the president said.

The levels, which denote the level of action needed to stop the spread of the virus, are as follows:

Level 5 – drastic measures are required;
Level 4 – some activity can be allowed, subject to extreme requirements;
Level 3 – the easing on some restrictions on work and social activities;
Level 2 – further easing of restrictions, but the maintenance of social distancing;

South Africa is currently in ‘level five’ of the lockdown, which is the strictest level government will introduce. The level will be reduced to ‘level four’ from Friday, 1 May.

“This means that some (economic) activity will be allowed subject to extreme precautions. Some business will be allowed to resume operations subject to strict conditions,” Ramaphosa said.

They will need to adhere to health and safety protocols. The president said that workplaces will need to develop a strategy around cleanliness.

He added that companies will have to develop strict plans for the return of their workforce – including a limitation on the amount of the workforce that is allowed to return. He said that all staff that can work remotely must be allowed to do so.

“Businesses will be encouraged to adopt a work-from-home strategy where possible,” Ramaphosa stressed.

The president said that government ministers will provide more information on the opening of schools and other institutions at a later date.




Restrictions under ‘level four’ of the lockdown include:

The continued closure of borders;
No travelling between provinces;
People may exercise under strict conditions;
All gathering aside from funerals and for work are prohibited;
Those that are elderly and with underlying conditions must remain at home;
The range of goods which may be sold will be expanded – including the sale of cigarettes;
Bars and shebeens will remain closed;
Conference and convention centres, entertainment venues, cinemas, theatres, and concerts will remain closed;
Concerts, sporting events, and religious, cultural and social gatherings will not be allowed until it is deemed safe for them to continue.


Coronavirus cases rise

Health minister Zweli Mkhize has confirmed that there are now 3,953 positive Covid-19 cases in South Africa, with the country experiencing its biggest daily climb in numbers to date.

This is up from 3,635 Covid-19 cases announced on Wednesday by the minister, meaning a rise of 318 cases over the past 24-hours.

According to Mkhize, while the large jump in numbers is concerning, it also comes as community screening and testing has ramped up significantly. So far, over 3.6 million people have been screened for the virus, with 24,174 sent for testing.

The total number of tests done to date are at 143,570, with total recoveries at 1,473.

The number of deaths has also increased, with 10 more people losing their lives to the virus, taking the total to 75.

On 18 April 1983, in a well planned operation, Chadian troops invaded and seized 19 Islands in the Lake Chad axis in Borno State of Nigeria. This deliberate territorial violation happened with the then younger Idriss Deby as the head of Chadian armed forces and Hissene Habre as President.

In reaction, Nigerian armed forces led by then GOC 3rd Division of Nigerian Army, Muhammadu Buhari countered the invading Chadian forces. Determined to make a bold statement to the Chadians and teach them a bitter lesson, General Buhari's troops did not just flush out the invaders.They crossed the border into Chadian territory and continued its pursuit. Orders from Nigeria’s President to halt his advance fell on deaf ears. Nigerian troops continued its advance until they were 50 kilometres from the N’Djamena, the Chadian Capital. Facing possible court marshal General Buhari stoped the advance and withdrew his forces.

Thus, while it was a humiliating defeat for Chad, it was was a sad experience and personal humiliation for Idriss Deby as head of Chadian armed forces. It was a dent on his career as a military commander. He never forgot that event. Eventually, he fought his way to become the President of Chad Republic, unseating Hissene Habre.

Consequently, when Boko Haram insurgency escalated in 2014 necessitating the formation of a Multinational force by Nigeria, Cameroon, Chad and Niger , President Idriss Deby of Chad played hide and seek game with Nigeria under former President Goodluck Jonathan. Chadian forces often fought independently and habitually whine about Nigerian Army being absent on war against Boko haram. He seemingly nursed a complex about Nigerian Army. He obviously had not forgotten the humiliating way Nigeria army repelled the Chadian army under his command back in 1983. Eventually, when President Muhammadu Buhari took over in 2015, President Deby became completely non-committal, deliberately frustrating every attempt to make the multinational force work. Meanwhile, Nigerian forces remained helpless about about terrorists that routinely cross border from Chadian territory to attack Nigerian communities and then ran back. Obviously, for President Deby, it was payback time for the man who once humiliated him and his soldiers.

Fortunately, something happened recently and the Boko haram terrorists attacked and killed Chadian soldiers. This sent a dangerous signal to President Idriss Deby and woke him up from from his pretentious slumber. Working with some Israeli mercenaries who had mapped the Lake Chad area, he simply gathered some of his elite soldiers and attacked the terrorists' camps and bunkers where the terrorists usually run back to and hide as safe haven after attacking Nigeria soldiers. Having decimated the terrorists and in the process putting a big question mark of the attacking efforts of Nigerian Army's Operation Lafia Dole, which he indirectly frustrated, President Deby is prancing around sneeringly with braggadocious attitude to emotionally hurt the man who once humiliated him: General Muhammadu Buhari the Commander-in-Chief once feared Nigerian armed forces.

I hope this new-found sense of pride in him will make him not to relent but to make good his words to continue his offensive and if possible kill the loquacious and blood-thirsty Abubakar Shekau.

I also pray that this recent successes will not get to his head and drive him to attempt another invasion of Nigeria territory as it happened in 1983. Any such attempt will add another humiliation to his military career.
