The Federal Government’s daily spending on petrol subsidy
may have risen to N2.06bn as the pricing template for the
product by the Petroleum Products Pricing Regulatory Agency
on Sunday put the subsidy at N51.61 per litre, the highest
level this year.
The landing cost of Premium Motor Spirit, otherwise known
as petrol, was put at N123.12 per litre as of Thursday, June
11, up from N119.66 per litre on June 2, while the Expected
Open Market Price was N138.61 per litre.
Based on daily petrol consumption of 40 million litres, a
figure supplied by the Pipelines and Products Marketing
Company, the total subsidy cost on the product as of June 11
would amount to N2.06bn at N51.61 per litre, up from N48.15
on June 2.
Subsidy refers to the money paid, usually by the government,
to keep prices below what they will otherwise be in a free
market system.
Nigeria, which relies on importation for most of its fuel needs
as the country’s refineries are in a poor state, has seen a drop
in importation of refined petroleum products in recent
months, leading to acute scarcity of the products across the
country.
The global benchmark Brent crude lost almost half of its
value between June 2014 and January this year, plunging
below $50 per barrel, but has rebounded in recent months. It
traded between $63 and $65 last week.
The landing cost of petrol was put at N75.15 per litre on
January 23, with a subsidy of N3.64 per litre, almost a week
after the Federal Government reduced the pump price of the
product by N10 per litre.
The landing cost is the cost of the product plus freight rate at
N107.66; trader’s margin, N1.47; lightering expenses, N4.19;
Nigerian Ports Authority fees, N0.77; financing cost, N1.68;
jetty depot throughput charge, N0.8; and storage charge, N3.
The addition of the distribution margins to the landing cost
gives the Expected Open Market Price (total cost). The
distribution margins, which comprise retailers, transporters
and dealers’ profits as well as bridging fund, marine transport
average and admin charges, were not stated.
Retailers get N4.6; transporters, N2.99; dealers, N1.75;
bridging cost is N5.85; marine transport average, N0.15; and
the admin charge, N0.15. The sub-total margin stands at
N15.49.
When added to the landing cost of N123.12, the EOMP of
N138.61 per litre is arrived at. But this is subsidised and a flat
official rate of N87 per litre is given.
The Federal Government had on January 18, 2015 announced
the reduction in the pump price of petrol from N97 to N87
per litre, attributing this to the decline in global crude oil
prices.
There have been calls in many quarters on the government to
fully deregulate the downstream sector of the oil and gas
industry to encourage private investments in crude oil
refining, as well as the privatisation of the nation’s existing
refineries, which are working far below their installed
capacities.

Buhari on Saturday said
he had directed that
$21m out of the pledge
of $100m which Nigeria
made to the
Multinational Joint Task
Force be released within the next one week.
Buhari disclosed this at the 25th AU summit in
Johannesburg, South Africa. He chaired the Peace Security
Council at the event.
He said he gave the directive based on the decision of the
recent extraordinary summit of the Lake Chad Basin
Commission and Benin that $30m should be immediately
made available to the MNJTF which is saddled with the
responsibility of fighting Boko Haram.
The President said although the sect had extended its reach
to Nigeria’s neighbours, its activities were not limited to them
because terrorism is a global phenomenon.
He said the global nature of terror required all countries to
act in partnership by waging war against agents of evil.
He said, “I am pleased to note that Cameroon, Chad and
Niger are already showing this attribute by fighting alongside
Nigeria under the umbrella of the MNJTF to defeat Boko
Haram.
“In this regard, the member countries of the Lake Chad Basin
Commission and Benin met recently where far-reaching
decisions were taken to immediately put into operations the
MNJTF.
“To this end, the summit approved the immediate provision
of $30m for the task force.
“Consequently, out of the pledge of $100m which Nigeria
made to the task force, I have directed that $21m be
released within the next one week.”
The President regretted that the continent was indunated with
conflicts of diverse forms in Burkina Faso, Mali, Libya,
Central Africa Republic, South Sudan, and more recently in
Burundi.
On the crisis in South Sudan and Burundi, Buhari regretted
that the people were suffering while their political leaders
were busy bickering.
He stressed the need for leaders to always place the interest
of their countries above narrow and personal interests.
Buhari expressed the hope that the PSC would come out with
a united message to call on all parties to act in the interest of
their people and the entire continent.
Calling for a change of the face of Africa, Buhari said leaders
must deliver a continent “that is at peace with itself,
prosperous, a global partner and a democratic showcase.”
He however doubted the possibility of achieving the desired
peace by 2020 as earlier planned by African leaders.
The President added, “As you are aware in 2013 during the
50th anniversary celebration of our union, we as African
leaders committed ourselves to the objective of silencing the
local guns in Africa by 2020.
“With just five years remaining, the prospect of realising this
objective looks doubtful with pockets of violence in individual
countries and the continent as a whole.”
He said Africans were witnesses to the rampant destruction of
homes, roads, communication lines, vital infrastructure and
displacement of persons and loss of lives on the continent.
This, Buhari added, is true of the North Eastern part of
Nigeria where the country is dealing with the scourge of Boko
Haram.
The ongoing AU Summit is Buhari’s first continental
assignment after he was inaugurated on May 29.
He was accompanied to the event by the Ogun State
Governor Ibikunle Amosun; Benue State Governor Samuel
Ortom and a former Chief of Army Staff, Lt.-Gen.
Abdulrahman Dambazau, among others.
The President is expected back in the country on Tuesday.

Wife of the President, Mrs. Aisha Buhari, on Saturday evening
warned politicians who may be picked to work with President
Muhammadu Buhari and all his political associates to be
careful the way they carry themselves.
She said such people should be wary of the fact that it took
her husband a journey of 12 years before getting to the
position he currently occupies and hence, they should tread
with caution.
Mrs. Buhari handed down the warning during an
“Appreciation Dinner” she hosted in honour of All
Progressives Congress’ women and youths at the old Banquet
Hall of the Presidential Villa, Abuja.
She admitted that it was not former President Goodluck
Jonathan that is bad but the people that surrounded him.
She said it was because of that situation that she was warning
those who will work with Buhari to know early enough that
they are coming to serve the masses and not the President.
Mrs. Buhari argued that the behaviour of the people around
her husband would go a long way in defining his Presidency.
She said, “There is nothing people did not say about the past
administration. It is not Jonathan that is not good but the
people around him.
“So, the people that are going to be around General Buhari
have to be very careful because this election ended
peacefully.
“We are praying and hoping that people around him should
know that it took him 12 years to get to that position and they
must know that they are coming to serve the masses, not
General Buhari in person.
“It is the people that are around him that will determine the
political health of our state.”
The President’s wife also promised that the current
administration would run an open government.
She said government under her husband would be run in
clear departure from what was obtainable under Jonathan
when people were allegedly asked to be paying huge amount
of money in foreign currency before they could see the
President or his wife.
“I will like to inform you that in the past regime, whether it is
true or false, only God knows, some people were going round
and parading themselves as Personal Assistants.
“If you wanted to see the First Lady, you will pay $30,000 or
$50,000 and if you are seeing the President, you will pay all
that you have gathered in your lifetime.
“This will not happen in our regime. Whoever asks you to give
a single penny in the name of coming to see the President or
his wife is not our staff. He is not an APC member, it is a lie.
Don’t be deceived,” she said.
Taking a look at her husband’s 12-year journey towards
returning as President, Mrs. Buhari said her active
participation in the last electioneering made the difference.
She said she did not take part in the campaigns of her
husband’s first three shots at the Presidency because that was
how those who surrounded him at that time wanted it.
This time, she said it was a national leader of the APC and
former Lagos State Governor, Asiwaju Bola Tinubu, who
encouraged her to play active role.
She also faulted claims that made the rounds ahead of the
elections on the gender-sensitivity of her husband, saying
they were mere fabrications.
Describing Buhari as the pillar of her success despite the
generation gap between the two of them, she said it was the
President who encouraged her to go to school.
Mrs. Buhari said, “Many people did not know why I was not
appearing for the last three campaigns. I appeared only this
time and I think it made a lot of difference. A lot of people
said my husband earned four million votes as a result of my
campaign.
“We were not sure but with the popularity of my husband, we
thought then that he needed female support to cancel the all
sorts of gender problems people have been attaching to him
like that he kept me under a purdah.
“He had never kept me under a purdah even for a moment
since I got married to him.
“Even now, by the recent campaigns, it was Bola Ahmed
Tinubu who insisted that I should come out and support my
husband. Not that I never like supporting my husband but it
all depended on the people around him, that was before.
“And now too, it is the people around him that showed that
they wanted me to participate, we did and we have seen the
difference.
“My husband is a gender-sensitive human being, having so
many girls as his own biological children and then having me
as a wife, then you can see the generation gap. He allowed
me to go to school. To cut the story short, he is the pillar of
my success.”
The President’s wife said when Tinubu continued pestering
her to join the campaign train, she talked to her husband who
gave his approval.
She said she knew from the beginning that the campaign
would not be easy, recalling that the greatest challenge she
faced was security.
She recalled how the wife of the governor of Zamfara State
had told her how supporters of the Peoples Democratic Party
stopped their convoy from returning to Gusau, the state
capital up until 4am at a point.
The President’s wife said she also had her own raw deal when
she joined the campaign train to Ilorin, Kwara State capital.
Those who attended the dinner included wife of the Vice
President, Mrs. Dolapo Osinbajo; wife of the President of the
Senate, Mrs. Toyin Saraki; wife of the Speaker of the House of
Representatives, Mrs. Gimbia Dogara; wife of the National
Chairman of the APC, Mrs. Victoria Odigie-Oyegun; wives of
APC state governors, APC female deputy governors; wives of
former governors on the platform of the party and other top
officials of the party across the country.
A national leader of the party, Asiwaju Bola Tinubu, was
represented by Senator Babafemi Ojudu.
