The fact is that the majority of Nigerians will steal if given the opportunity especially if they think that they can get away with it. Most are stealing even though they know that there's a very good chance of getting caught.
No society is 100 percent corrupt or ethical but you need a vast majority of your people to be ethical to have the kind of institutions like police to be good. If the vast majority are corrupt then you cannot have a good police force and other institutions. It's not the top people that make your society run smoothly, it's the everyday police officer, civil servant, immigration officer, court clerk, petrol attendant, Nurse in the hospital, the Doctors at public hospitals, etc. If these are not ethical and are corrupt, you can have all the laws you want, but it will still be a messed up system. That's just the reality of life.
Compare the average Scandinavian to the average Nigerian or African. And most Scandinavians are not rich by the way but they are usually satisfied with what they have.
