The man may not want the gift… he might feel it’s a conflict of interest; to get your friend a job and to accept a gift is a thin line between bribery and gratitude. Maybe he should leave it at that. Read between the lines because he can’t refuse a gift outright (to not offend) but he also doesn’t need anything from your friend.

Also, some people are superstitious and don’t accept gifts from people they don’t know for whatever reasons they believe in. I would ask one last time and emphasise that I want to appreciate him and give him a Christmas gift.
