Legitimacy of a constitution is very important because it represents the agreement of the people themselves on how they wanna be governed and not some people deciding for them!

If the military subverted the wishes of the people and took over using the barrel of the gun, that makes them illegitimate. I'm sure you know they're illegitimate but it seems you're going somewhere. If they're illegitimate,
how can the states they created be legitimate? Was there a referendum to create these states?

The 1999 constitution is illegitimate because there was no referendum by the people to adopt it, apart from not emanating from the ethnic nationalities

I talked about democracy unable to create one state in 25yrs even though there are clamours for it. If a military govt takes over today, they'd create the states people are clamoring for within a month and the people would rejoice.

My point is 32 states were created and they were done by the military which makes them illegitimate but the legitimate democratic govts do nothing!

The 1999 constitution never went through a referendum by the people rather it was imposed by the military. 'We the people' never did the constitution. A people's constitution must involve the round table negotiations of the ethnic nationalities.

What I think Tinubu intends to do is to decentralize the National minimum wage by transmitting an executive bill to the National Assembly.
When the bill is passed and signed, each state will have the freedom to determine what it can afford to pay .
This would naturally catch organized labour unawares but it would also end the seemingly endless agitation for a single National minimum wage.
