The coup led by Nzeogwu and Ironsi's unification decree No. 34 destroyed Regionalism. Gowon just finished off what Ironsi started with creation of the 12 states under decree No. 14.

Now that he is president(illegitimate), whats stops him from creating those local governments?

We already know that Gowon created smaller states to replace the regions.

The truth of the matter is once the military took over with the Ironsi government, the regions already lost their powers with the unitary decree of the same Ironsi government.

The question is should we have expected anything less from the 1st military regime even if it wasn't headed by Ironsi?

Why would they work together? Every state in Nigeria is bigger than the smallest countries so they should be self sufficient.

Depending on Niger Delta oil made the stares to be extremely lazy.

Smaller states in principle should be more agile and efficient versus coming together which brings lethargy and slow decision making progress because all must agree to move forward.

It will be a very hard nut to crack, if the entire 17 southern states supports the return to Regionalism, it will be difficult getting the support of an additional 7 Northern states to make up for a total of 24 states required for the constitutional change.
