TAIPEI, Taiwan -- A Taiwanese judge has used a Google map showing an unleashed dog to hold a man responsible for his neighbor's bicycle accident.

A defendant surnamed Lee denied being the dog's owner and causing injury through negligence.

The victim surnamed Peng testified that he became scared after the dog began pursuing him while he was riding his bicycle last July. He said he fell off the bike and injured his forehead.

Judge Song Kuo-chen said Thursday that a two-year-old Google Street View picture showed the dog standing in Lee's yard which meant that Lee was its owner. Police had earlier said there were no other dogs in the rural neighborhood in Miaoli County south of Taipei where Lee and the victim live.

The judge fined Lee 59,000 Taiwan dollars ($2,000).

The most common way to transfer files between an android smartphone and a computers is using a data cable or Bluetooth. To get added flexibility, some people use app that provide wireless synchronization between computer and the phone over a Wi-Fi connection.
All the above methods solve the purpose but have some disadvantage associated with them. While Bluetooth is very slow, data cable needs a wired connection. Wi-Fi sync apps do a fair job, but provide limited functionalities.
Today I will show you how you can access your Android device using a FTP connection and ease up the file transfer between the smartphone and the computer.
Using SwiFTP on Android
1. Download and install SwiFTP Server on the android device you would like to access as an FTP. SwiFTP is not available on Google Play Store, and you will have to install it manually by downloading the APK file from the developer’s page.
2. After the app is installed on your device, launch it. First, we will have to set up the connection parameters for the FTP connection. On the app welcome screen, tap the Setup button. Now configure connection settings like username, password, port number, mount location, etc. When you are done click on the save button to come back to the app welcome screen.

Nice step but I think the report is not well detailed.

What about a customer that has account with almost all the banks in the country? Is there a form of synchronization? I mean what happens when Bank A just captured my biometrics, next door is Bank B, who there be a pop on the screen to show that my biometrics have been captured by Bank A. Like I said, the report is not detailed. No investigative journalism in our country.

Luckily for me, I called GT help line, they said to wait for 24 hours to see if the transaction would be reversed, 48 hrs later nothing. I called them again, the dude says I need to come into the bank physically, I hung up, 5 minutes later, I had been credited. Never made it to the bank, Nothing.

capital city of Douala has been halted after the indigenous peoples accused the government of colluding with the Dangote Group to expropriate their land. The local population has also expressed strong reservations about the environmental and noise pollution that will accompany the construction of such a plant in the heart of the city.

The indigenous peoples through their chiefs have advised the Nigerian billionaire magnate, Alhaji Aliko Dangote to hands off their land and have vowed to use all necessary measures including witchcraft and occultism to resist what they consider an invasion into their ancestral land, which hosts the sacred annual Ngondo celebrations. To wade off what was possibly an imminent crisis reaching breaking point, the Government Delegate to the Douala City Council, Dr. Fritz Ntone Ntone issued an administrative injunction stopping work on the site.

The construction of the cement plant, worth about FCFA 55-billion, was expected to be completed in 18 months. The site is located in an area called Base Elf on the shorelines of the River Wouri off the Atlantic coastline.Huhuonline.com was told by a source at the Douala city council that although the land in question has been the traditional venue of the annual Ngondo celebrations of the coastal Douala (aka Sawa people), “all land in Cameroon is government land” and that part of the appropriated land will be used to construct an ultra-modern public park to be offered the city council by the Dangote group.

But the Sawa chiefs are not impressed by this misinterpretation of Eminem domain laws, arguing that state authority is not a license for government to confiscate native land. Rising from their traditional Ngondo General Assembly last March 10, the Sawa Chiefs and elite resolved not to give up the place for whatsoever reason.

Aliko Dangote himself has given no immediate comment but Huhuonline.com learnt from sources in Douala that he has expressed the desire to negotiate with the chiefs. Reacting to the vexing issue of pollution, a staff of Dangote Industries Cameroon Ltd explained that they are shipping in ultra-modern and pollution-free equipment. "The equipment can be set up even in the heart of the city, and no one would suffer from noise or smoke. Our machines are environment-friendly, the official explained.

Huhuonline.com understand that the demand for cement in Cameroon and other neighboring Central African countries has been on the rise in recent years with an annual increase of 8%. Cameroon reportedly imported about 500,000 metric tons of cement in 2010, according to government data, indicating that the yearly demand for cement is estimated at four million metric tons.

Efforts by the government to boost domestic production saw supply increase from 1.6 million metric tons to an estimated 2.2 million metric tons leaving a deficit of 1.8 metric tons. To which end, the government invited private sector investments in the sector. It was within this context that two companies from Korea and the Dangote Group, signed investment agreements with government.

In September 2011, an agreement was signed between government and the Dangote Group, authorizing the latter to build a FCFA 55-billion cement plant in Douala with a capacity of one million metric tons of cement a year. The 2,000-metre piece of land that lies close to the Ngondo River Wouri banks cultural ground and Douala Ports Authority complex, was contracted from the government through a 30-year lease, a Dangote company staff explained, adding that Aliko Dangote has already dispatched a high-level delegation from Nigeria to open negotiations with the indigenous peoples.

So, Imo State will engage in massive rice production under the agricultural transformation programme. While speaking at an event in Arondizuogu recently, Governor Okorocha disclosed that the government had entered into negotiations with experts from Thailand to commence massive production and processing of rice at a location in Arondizuogu, Ideato North. He further stated that the goal was to ensure Imo produced enough rice for local consumption and commercial purposes.

Governor Okorocha also disclosed that the Arondizuogu Rice Mill had been taken over by the State government and with the aid of the experts, Imo will begin cultivation and processing of rice in commercial quantity.

Gov. Okorocha added that similar steps had been taken to ensure that each community in the state plants at least 20,000 improved palm seedlings. He noted that the ongoing Agricultural transformation would aid the state in becoming economically independent and create job opportunities for the unemployed youth.


In closure, the Governor restated the commitment of his administration to remain focused in the bid to rebuild Imo into a model state with vast investment opportunities.

It will be recalled that a few months ago, the Federal Executive Council (FEC) approved the setting up of 100 large scale integrated rice mills across the country in the next 12 to 18 months. The Minister of Agriculture, Dr. Akinwumi Adeshina disclosed that a team of Federal Government delegation to China led by the Minister of Finance, Dr. Ngozi Okonjo Iweala, and four other cabinet ministers including himself, had sealed a deal with the Chinese government on the setting up of the rice mills.

According to the Honourable Minister, the decision was taken in line with the Federal Government’s fiscal policy of achieving self-sufficiency in rice production by 2015.

World music icon Youssou Ndour named Senegal’s minister for culture, tourism in new government

DAKAR, Senegal — Senegalese state television reports that world music icon Youssou Ndour has been named the West African country’s minister for culture and tourism.

The announcement of President Macky Sall’s new government was made late Wednesday, two days after his inauguration ceremony.

Earlier this year, Ndour himself launched a failed bid for the presidency and later threw his support behind Sall.

Senegal’s new president won a runoff election by a large margin, ousting an incumbent of 12 years.

Ndour, a Grammy-winning singer who is enormously popular in his home country, had turned in an application to run for president but was disqualified due to a lack of valid signatures.

Tickets are currently on sale for Australia’s first commercial biofuel flight, which is slated for April 13 from Sydney to Adelaide, not from Melbourne to Adelaide as some news agencies have been reporting.

The 300-seater Airbus 330 will use U.S.-imported biofuel in one of its two engines -- the same cooking oil that was previously used by Lufthansa in a six-month trial (the world's first) during which 1,200 biofuel-flights were completed between Hamburg and Frankfurt.

"Our ticketing website has not been updated to show that the April 13 flight will be run by biofuel," said Chung Kyung-rok, a representative for Qantas. "But it should be changed shortly."

One last thing for superstitious flyers -- the 13th is a Friday. But Qantas isn't worried, and you shouldn't be either.

TOULOUSE, France (AP) — The French interior minister says the suspect a killing spree has died after jumping from his apartment window after police stormed his apartment following a 32 hour standoff.

Claude Gueant says the suspect, who claims links to al-Qaida, jumped after police entered the apartment and found him holed up in the bathroom. Police and the suspect exchanged fire before Mohamed Merah died.

Gueant says two policemen were injured.

Ngozi Okonjo-iweala Among Candidates For World Bank President

WASHINGTON (Reuters) - Nigerian Finance Minister Ngozi Okonjo-Iweala and former Colombian Finance Minister Jose Antonio Ocampo are set to be nominated to lead the World Bank, sources with knowledge of emerging market efforts to find candidates said on Tuesday.

The candidacies of Okonjo-Iweala and Ocampo, who have credentials as both economists and diplomats and according to sources the respective backing of Brazil and South Africa, pose a challenge to the United States, whose hold on the top post has never been contested.

But with its majority of votes and the expected support of European countries, the United States is still likely to ensure that another American will succeed Robert Zoellick, who plans to step down when his term expires at the end of June.

The fashion industry has long debated the use of ultrathin models. Now lawmakers in Israel are attempting to ban them.

A new law passed on Monday requires that male and female models in Israel must have a body mass index (or BMI, a measure of weight proportionate to height) of no less than 18.5—a standard used by the World Health Organization—or a note from a doctor saying they are not underweight before they can be hired for a modeling job. A six-foot-tall model, for example, must weigh no less than 136.5 pounds.

The legislation also bans use of models who "look underweight," and creators of ads must disclose whether they used Photoshop or graphic programs to manipulate images to make the models look skinnier.

Lawmakers are hoping the measure encourages a healthier body image among teens and fights the spread of eating disorders like bulimia and anorexia. According to a study cited by the Associated Press, 2 percent of girls aged 14 to 18 in Israel have eating disorders.

‎"Beautiful is not underweight," Rachel Adato, one of the lawmakers who voted for the bill, told Reuters. "Beautiful should not be anorexic."

Adi Barkan, a top modeling agent in Israel who helped Adato craft the law, described underweight models favored by the fashion industry a bit more bluntly.
"They look like dead girls," Barkan told the AP.
