They are the most senior civil servants. And the most senior was requested to take over in Acting capacity. If he bypassed the most senior now, it will lead to another uproar.

Why did Buhari not allow d most senior officer to take over in customs and DSS?

But stop disturbing Nigerians about a crime that is committed by a very very tiny minority(agents/importers) WITH THE ACTIVE CONNIVANCE OF THE SAME CUSTOMS OFFICIALS.
Any smuggled car inside d country is as a result of Ur men taking bribes to let it in or laxity in their job of securing the borders.
To go about harrasing end users who bought d cars in car stands is an act of gross irresponsibility.

bro,this is a sensational lie from newsmen.
What actually happened was that d mopol commander was in a convoy wt his officers inside d state capital and a civilian car breached d convoy.
D policeman in d convoy blocked d car and when the occupants came out,they found out it was an army captain and a lieutenant.
They disarmed both but when d mopol commander came out and realised who were involved,he ORdered his men to return their arms and free them.
Meanwhile,all d while,d lieutenant was 'gingering' but d captain was restraining him.
The following morning,d lieutenant unknown to d captain mobilised men and went and kidnapped d mopol commander in his private residence after shooting dead his 3 exotic dogs and took him to their base in his boxers shorts.
A policeman who was a member of a joint patrol team recognised him and alerted other policemen who mobilised to d military base where d soldiers promptly deployed their anti aircraft guns and killed d policemen.
That said,d saving grace was that d mopol commander survived though wt gunshot wounds,cos he is an indigene of d state ad d son of a retired AIG.
