JAMB PUBLISHES STEP-BY-STEP PROCESS OF THE ADMISSION EXERCISE TO TERTIARY INSTITUTIONS FOR THE 2017 / 2018 ACADEMIC SESSION AND INVITATION TO SENSITISATION FORUM ON THE CENTRAL ADMISSIONS PROCESSING SYSTEM (CAPS)

A. Introduction
The Board in the discharge of its mandate has developed the CentralAdmissions Processing System (CAPS) to automate the admission exercise starting with 2017 / 2018 Academic Session. CAPS will, among other benefits:
§ refocus JAMB on its founding ideals as a Clearing House for the Admissions Process
§ ensure operational efficiency
§ promote transparency, accountability, inclusiveness and equity
§ restore the autonomy of the tertiary institutions with respect to admission
§ expand admission opportunities
§ make candidates the Central Focus of the Admission Exercise, and
§ provide credible and easily accessible Data for Research & Planning.

CAPS introduces some innovations to achieve the above objectives, particularly the active participation of candidates in the Admissions Exercise. It is in the light of this, that the Board provides below the Step-by-Step Process Flow of the Admission Exercise for the education and information of general public and the stakeholders, particularly the Candidates.

Furthermore, JAMB invites interested candidates to participate in an optional Sensitisation Forum on CAPS. Details are also provided below.

B. Step-by-Step Admissions Process on the Central Admissions Processing Systems (CAPS) (Candidates should note, in particular, steps 8, 16 and 18 that require their Actions and Decisions)

1. After successful completion of the Unified Tertiary Matriculation Examination (UTME) and release of results, lists of Candidates were forwarded to their First Choice Institutions

2. JAMB thereafter requested all Institutions to use the Lists to determine their respective Cut off Marks and forward same to JAMB ahead of the Policy Meeting and programme (course).

3. JAMB received and collated Individual Institution and programme (course) Cut Off Marks as determined by their respective Senate / Academic Board

4.Three (3) Representatives of Institutions- (Vice Chancellors / Registrars / Provosts), Registrars and Admissions Desk Officers were trained on the Central Admissions Processing System (CAPS)

5. Policy Meeting was held with Heads of Tertiary Institution and Regulators to determine, among others, the General Cut Off Marks for categories of institutions, based on earlier submissions of individual Cut Off marks by the Institutions. At the meeting, which was held in Abuja on Tuesday, 22 August, 2017, the institutions decided that the lowest submissions from Institutions would also be Minimum Cut off Marks and these were 120 (for Universities) and 100 (Polytechnics, Monotechnics and Colleges of Education). It was further agreed that the Cut Off Marks as determined by each Institution’s Senate / Academic Board and submitted would be maintained and applicable for Admissiont o the Institution.

6. Based on requests at the Policy Meeting, JAMB requires each Institution to reconfirm its Cut Off Marks and Sets the Cut Off Mark and other Institution specific parameters such as other Admissions Criteria (e.g. Post UTME Screening) and carrying capacity on CAPS. This is on-going.

7. Institutions download (from CAPS) details of Candidates that meet the Institution’s and programme’s Cut Off Mark and had selected them as First Choice Institutions. JAMB additionally provides soft copy of the same information on CDs to Institutions

8. Awaiting Results Candidates upload their results to JAMB Portal

9. Institutions may conduct Post UTME Screenings for downloaded candidates

10. Results of Post UTME where applicable are uploaded to CAPS to obtain aggregate scores for the candidates

11. CAPS ranks and suggests candidates that meet the Institution’s Admissions Criteria as configured on the system by the Institution.

12. The Admissions Desk Officer of the Institution reviews the List of the Suggested Candidates and makes the decision as to which candidates to select for further processing. The Admissions Desk Officer generates a List of Proposed Candidates for review and approval of the Head of the Institution

The Head of the Institution reviews the List of Proposed Candidates as appropriates and push the list of recommended candidates to JAMB

The JAMB (Admission Officer) reviews the Recommended Candidates to confirm they are from those initially sent to the Institution; met the Admissions Criteria as advertised in the brochure and as set on CAPS by the Institution, including upload of and confirm that no qualified candidate has been unjustly denied Admission. No candidate will be considered without the upload of his/her O’Level and/or A’ Level results.

15.JAMB generates a List of Provisional Admissions

16.JAMB notifies Candidates to Accept / Reject Admission

17. Candidate Accepts / Rejects Admission on the JAMB Portal or through USSD or Short Service Code within 72hours.

18. If Candidate Accepts Provisional Admission, JAMB updates Admission Status and forwards List of Confirmed Admissions to the Institution

19. Candidate prints Admission Letter and Proceeds to the Institution for further internal Admission Processing

20. If Candidate Rejects Admission, s/he becomes available in the Market Place for further possible consideration for Admissions

Market Place Operations
The Market Place feature in CAPS provides flexibility for the Institutions to source for candidates who may not have earlier chosen the institution for Admission consideration. Institutions may specify various selection parameters such as UTME score, State/ Local Government, Gender, preferred programmes / course of the Candidates. The List of Candidates so selected from the Market Place are then pushed to JAMB who then notify the Candidates of Market Place consideration by Institutions. Candidate may Accept / Reject Market Place consideration, subject to a maximum of three (3) Market Place considerations at a time. The Candidates could also approach the Market Place to announce availability for Admission consideration from any institution or for any programme different from those earlier indicated during the UTME Registration, provided s/he has requisite O’ Level Results and wrote the required subject combination in the UTME.

Any agreement or understanding on Admission consideration between the Institution and candidate based on Market Place operations will have to be effected with a requirement for the Candidate to effect a Change of Institution on the JAMB Portal to be available for Download (Step 6 above) by the new Institution to follow the subsequent steps in the Admission Process. Notes and Important Dates It should be noted that: the existing window for candidates to change Institution or Programme in addition to the Market Place is still available through the e-Facility.  Institutions can download (Step 6 of the Admission Process) list of additional candidates who have changed to the institutions since the last download  Admissions of candidates can be processed instantly or in batches by Institutions
C: Invitation to Participate in Sensitisation Forum for Interested Candidates on Central Admissions Processing System (CAPS).
As part of the Board's efforts to familiarise the candidates with the Admissions Process on the Central Admissions Processing System (CAPS), particularly their rights to fair treatment and active involvement in decisions about choice of institutions and programmes, a Sensitisation Forum has been planned with windows of participation: physical attendance at the venue, through online steaming, webinar and the phone-in segment of the Live Broadcast on the NTA Network.

The Live Broadcast on the NTA Network is to allow candidates watch the event at home from any location in the country and participate through phone calls to the dedicated lines that will be provided on the TV screen during the live coverage.

All interested candidates are required to visit www.jamb.gov.ng to register for participation, which is only open to candidates qualified for Admission consideration in the 2017 / 2018 Admission exercise. Limited spaces are available for candidates that desire physical attendance at the ICC, so requests will be treated on the basis offirst-come-first-served.

The Joint Admission and Matriculation Board, JAMB, has fixed the minimum cut off marks for Nigeria’s tertiary institutions.

The minimum cut off marks for admissions into universities in Nigeria was set for 120, polytechnics and colleges of education pegged at 100, while that of innovative enterprising institutes was pegged at 110.
Institutions are, however, at liberty to raise their cut off marks for admission above the minimum set by JAMB.

Also, admissions into public degree awarding institutions for the 2017 UTME examination will end on January 15, 2018 while for private institutions, it ends on January 31, 2018.

Also, decisions on first choice candidates by universities will end on October 15, and second choice candidates will end on December 15; after which the remaining students will be available in the market place for other institutions till the January closing dates.

These decisions were taken at the 2017 Combined Policy Meetings on Admissions into Tertiary Institutions in Nigeria which ended on Tuesday.

The Registrar of JAMB, Ishaq Oloyede, said a Central Admission Processing System, CAPS, will be used to streamline admission processes among institutions, as it addresses challenges associated with the former approach.

Mr. Oloyede also said that Institutions could conduct dual mode system which involves both manual and the newly introduced CAPS. He advocated a dynamic educational policy as related to admissions.

“All over the world, there is agitation for dynamic educational policy,” he said. “JAMB only admits for National Diploma, not Higher National Diploma; so why should we use the same requirement for ND and BSC, that is unreasonable parity.”

“We should not be sentimental in fixing our cut off mark; we need not over-dramatise issue of cut off mark.”

He said candidates’ applications to study agriculture was very low while applications to study medicine and health sciences increased.

Speaking on illegal admissions, he said the process is now automated because the Registrar of JAMB must approve all candidates.

“About 17,160 students were admitted without JAMB across institutions in Nigeria,” he said.

The Minister of Education, Adamu Adamu, also formally announced a lift of the ban on the conduct of Post-UTME examination as a prerequisite for admission into tertiary institutions.

“Cancellation of Post- UTME is a mistake,” he said.
He noted that banning of post-UTME led to a lot of irregularities by candidates and some institutions.

The minister explained that with the lifting of the ban on the conduct of the examination, institutions are now at liberty to conduct, while adding that fee for the examination should not exceed N2000.

He explained that the 2016 admission process was a huge success, while expressing optimism that government is working assiduously to make that of 2017 better.

Mr. Adamu noted that government is also making efforts to expand access and ensure equality in the education sector.

He expressed optimism that a substantial number of candidates who sat for the 2017 UTME would gain admission into tertiary institution.

“Over 1.6 million candidates applied for degree courses, over 17,000 for ND as well as NCE,” he said.

The Joint Admission and Matriculation Board, JAMB, which began a meeting on Monday, is expected to formally announce a new holistic policy on Tuesday when the body is expected to conclude its ongoing deliberation.
The meeting, which involves admission officers of Nigerian tertiary institutions, is taking place at the National Judicial Institute in Abuja.
Issues discussed at the meeting include the introduction of Central Admission Processing System (CAPS) to ensure quality control, transparency and credibility of the admission process, PREMIUM TIMES learnt.
An attendee at Monday’s meeting explained that the new policy is expected to make provision for a ‘market place’ in the JAMB portal where institutions can go and ‘request for students in Nigeria who score their cut off points.’
These institutions will write to JAMB to request for the students and also give them (students) three days to respond. Also, only three universities can request for a candidate if the policy is adopted.
The new policy is also expected to allow institutions in Nigeria peg their cut off point after meeting with their respective senates.
PREMIUM TIMES learnt that the new policy will also give the academic board or senate of an institution the power to ‘allocate percentages to JAMB, the school and O’level results as these will be calculated to get the students’ cut off marks for post-UTME.’
It was also learnt that JAMB wants to ensure there is a unified time for closing admission in all universities.
If the policy sails through, there will be a portal for admission which will be based on cut off points, quota system and catchment areas.
“The new system is such that institutions can only admit those who meet their cut off points,” an admission officer for a tertiary institution who was at the meeting told PREMIUM TIMRS. “If a candidate does not meet the cut off, no matter whom he or she knows, such person cannot be admitted.”
The official said the system was demonstrated to all the attendees at Monday’s meeting, most of whom expressed satisfaction with it.
Also, the policy intends to make provisions for candidates to accept and reject any admission being offered to them.
The intended policy also looks out for candidates who are unable to go for National Youth Service, NYSC, because they do not have JAMB admission letters. This set of students could be asked to pay a fee, about N10,000 for regularisation and would be able to go for the youth service.
JAMB is expected to formally brief journalists on these new policies on Tuesday afternoon.

In a letter written officially by the Bishop in response to the purported resignation of Rev Fr. Patrick Edet, a great attitude copy of which has been forwarded, with an attachment of the said resignation letter to the Pope in Rome, the Uyo Catholic Bishop says, he awaits further reaction from the Pope on the matter.

In the meantime however, Bishop Ayah announced the withdrawal of all privileges and disssiciates the Catholic Church from the activities of Rev Fr. Edet and forbade all Catholics from associating with him.

The Joint Admission and Matriculation Board, JAMB, will hold the policy committee meeting on August 21 and 22 that will determine cut off points for admission this year into various courses in Nigerian tertiary institutions.

A press statement by JAMB today said the Minister of Education, Adamu Adamu, had given the Board approval to hold the policy committee meeting on 2017 admission.

It said the meeting will kickstart the 2017 admission exercise.

The policy committee will announce the cut off points at the end of the meeting.

“All stakeholders including vice-chancellors of universities, rectors of polytechnics and mono-technics and provosts of colleges of education would be in attendance,” the statement said.

JAMB disclosed that it has sent to all institutions a soft copy of printout of candidates who chose them.

“This year, the Board has sent candidates who scored 100 and above in their JAMB to the institutions in its flexible admission policy for institutions to determine the suitability of the candidates in compliance with all laid down rules and regulations as determined by the proprietors of the institutions and approved by Senate of the various schools.

“The Board will ensure that criteria set by Senate are strictly adhered to by the institutions’ admission officers and no shifting of goal posts in the middle of the admission exercise.

“This is to guarantee fairness and equity to all candidates.”

The Joint Admissions and Matriculation Board (JAMB) has commenced the sale of Direct Entry application form for candidates who have A-level results and wish to gain direct admission to degree programmes in Nigerian tertiary institutions.

JAMB spokesperson, Fabian Benjamin, said this in a statement on Tuesday.

The board has equally commenced the sale of UTME application for Nigerians abroad and foreign candidates who desire to attend tertiary institutions in Nigeria.

He explained that the process is as it was with the UTME, where you create a profile and obtain the PINS and proceed for biometric capturing at the CBT centres for Direct Entry candidates.

The board urged all candidates wishing to register through direct entry to obtain the PINS at Interswitch, Remita or any of the commercial banks approved earlier for the vending of UTME PINS.

According to him, “the Board wishes to state that it has not commenced the change of course and institutions as all the approved CBT centres nationwide will be informed about when to start“.

He said candidates need not necessarily come to the Board’s centres for the change. It can be done in any of the CBT centres in order to avoid overcrowding.

“The delay has been occasioned by the Board’s preparation to ensure that the system is smooth and without encumbrances,” Mr Benjamin said.

He said the public should note that every candidate desirous of a change of course or institution will be allowed to do so as the platform will be open until the close of admission.

“Candidates need not panic or get desperate as it will not be closed as being speculated by those who want to use the opportunity of candidates desperation to defraud them”.

The board advised the candidates not to patronise fraudulent individuals or organisations but to visit approved CBT centres and cross check any information they are not too clear about.

“Again, we will continue to enjoin candidates not to be victims of fraudsters who claim to have the capacity to inflate candidates scores, as they do not have such ability.

“When caught, the Board will prosecute both the fraudsters and the candidate who patronise them,” Mr. Benjamin warned.

He added that the board has not determined the cut off marks for 2017.

“This is only done at a policy committee meeting with all stakeholders chaired by the Hon Minister of Education which is yet to hold,” he stressed.

By a unanimous voice vote, members of the House of Representatives at plenary today jettisoned the government policy which subsumed Christian Religious Knowledge, CRK in Civic Education as a compulsory subject in the Secondary School curriculum.

This followed a motion titled “Call to make Civic Education an optional instead of a compulsory subject for Senior Certificate Examination”, filed by Hon. Beni Lar from Plateau State. The members after an exhaustive debate on the motion agreed that the policy was incongruent with the spirit and letters of the 1999 Constitution (as amended) on the provision of religious liberties.

The members agreed that students with the inputs of their parents at formative years should be taught the religious subjects of their choice in school.

Essentially, the House while pointing out that the policy makers erred ab initio also agreed that Islamic Studies and CRK should be taught independently and separately in the spirit of the constitution.

It will be recalled that the issue recently became a subject of controversy whereupon tempers flared.
