Adelani Adepegba, Abuja

The Federal Government has approved the review of the case of 2,000 applicants who were dismissed during recruitment training into the Nigeria Immigration Service in February, 2015.

The applicants had on many occasions staged protests over their dismissal at the Ministry of Interior in Abuja, prompting the government to hold several meetings with the aggrieved youths during which they were informed that the FG would review their case.

Following an emergency meeting of the Civil Defence, Fire, Immigration, and Prisons Services Board on August 11, 2016, the board issued a guideline for the screening of the applicants, according to a statement on Monday in Abuja by the NIS spokesman, Ekpedeme King.

It said that the guidelines include security clearance, drug test, certificate verification and implementation of CDFIPB policy on “Age on Rank.”

“Consequent on the above, applicants whose names are listed in the NIS website, www.immigration.gov.ng are requested to report to the NIS Headquarters, Abuja with their academic certificates, birth certificate, previous employment records (if any), indigene certificates (originals and photocopies), two passport photographs, and in batches,” the statement said.

It directed the applicants on rank, Assistant Superintendent of Immigration II, (CONPASS 08) from Abia and Jigawa states to report on August 29, while those from Kaduna and Zamfara States were asked to come for screening on August 30.

Assistant Inspectors of Immigration (CONPASS 6), from Abia-Jigawa were to report on August 31 and those from Kaduna-Zamfara, September 1.

The statement directed those on CONPASS 3,4,5, from Abia-Edo States to come for screening on September 2; Ekiti -Kwara, Sept. 3 and Lagos -Zamfara, Sept. 4.

“The general public should please note that the exercise is not a call for fresh recruitment, therefore, no application for recruitment should be forwarded to the NIS,” it added.

Cases as such, we do hear of arrests made, but no follow up.

It won't be surprising if one or more of them have been arrested more than 10 times for the same offence.
Name checkers are naturally, a tribalist set of people and are not to be taken seriously.

As it is, crime has no religion nor ethnicity, so, we should always condemn it irrespective of which tribe is involved.

Five suspects, who posed as businessmen, have been arrested by the Lagos State Police Command for allegedly abducting and gang-raping a woman.

Five suspects, who posed as businessmen, have been arrested by the Lagos State Police Command for allegedly abducting and gang-raping a woman.

PUNCH Metro learnt that the suspects – Ugochukwu Eso, Gabriel Obinna, Chinedu Ezechukwu, Akubueze Nnadozie and Godwin Balogun – used a hotel, which the police did not disclose, in the Agege area of the state to perpetrate the crime.

Our correspondent gathered that 18-year-old Obinna allegedly used a Magic Voice application on his mobile phone to change his voice to that of a woman while communicating with the victim on the telephone.

Using a pseudonym, Vanessa, he allegedly invited her to inspect some non-existent goods in his house.

A police source said the gang’s mode of operation was to lure female customers into their midst, gang-rape them and threaten to blackmail the women with video recordings of the rape unless some money was paid to them.

In the latest incident on Tuesday, August 2, the gang members allegedly lured their female victim through telephone calls to their apartment, which was a hotel, before gang-raping her.

The suspects reportedly demanded N2m to release her, but she later parted with N50,000.

Our correspondent gathered that the victim reported the matter at the Isokoko Police Division and the Lagos State Domestic and Sexual Violence Response Team, Alausa, after leaving the hotel.

The suspects were, thereafter, trailed to the hotel and arrested.

Speaking with PUNCH Metro while being paraded at the Lagos State Police Command headquarters, Ikeja, on Wednesday, Eso said his gang collected N20,000 from the lady and she willingly had sex with him and Obinna.

He said, “The lady came into the hotel to meet another woman. When she saw us, she became nervous. We calmed her down and told her we were just looking for money to eat and she should give us whatever she had.

“She gave us N20,000 and we began to talk freely in the room. She used some drugs and willingly had sexual affair with me and Gabriel (Obinna). After the sex, we accompanied her to the taxi and we parted amicably. It was not a rape.”

Obinna said, “The lady and I had been discussing on the phone; we were friends. I have a Magic Voice application on my phone which I used to discuss with her. We did not rape her. She did not make any noise during the sex; she was just smiling. We were the ones who put her on a bus. Only two of us slept with her.”

The DSVRT Coordinator, Lola-Vivour Adeniyi, said, “One of the suspects, named Vanessa, chatted with the victim on Instagram. She claimed that she was a graduate and she sold clothes. According to the victim, the fake businesswoman called her from time to time to discuss business with her.

“On the day of the incident, the victim came from Oshodi to the address Vanessa gave her in Agege. As she climbed into the house, reportedly owned by Vanessa, three men pushed her into a room and increased the volume of the television so that no one would hear her voice.

“After the rape, the suspects said she should provide N2m before she would be released. She called some friends and was able to raise N50,000, which they withdrew from her bank account using the ATM. She was held hostage from 12pm to 7pm.

“The DSVRT has directed her to the Mirabel Centre, Ikeja, for a checkup. We worked with the police to ensure the arrest of the suspects and the victim has identified three of them.”

The state Commissioner of Police, Fatai Owoseni, who paraded the gang, said the police would charge them to court at the end of investigation.

BusinessSouth Africa Ranked As Africa’s Biggest On Rand by dont8(op): 9:06pm On Aug 10, 2016
South Africa’s economy regained the position of Africa’s largest in dollar terms more than two years after losing it to Nigeria as the value of the nations’ currencies moved in opposite directions.

Based on gross domestic product at the end of 2015 published by the International Monetary Fund, the size of South Africa’s economy is $301 billion at the rand’s current exchange rate, while Nigeria’s GDP is $296 billion. That’s after the rand gained more than 16 percent against the dollar since the start of 2016, and Nigeria’s naira lost more than a third of its value after the central bank bank removed a currency peg in June.

Both nations face the risk of a recession after contracting in the first quarter of the year. The Nigerian economy shrank by 0.4 percent in the three months through March from a year earlier amid low oil prices and output and shortage of foreign currency. That curbed imports, including fuel. In South Africa, GDP contracted by 0.2 percent from a year earlier as farming and mining output declined.

“More than the growth outlook, in the short term the ranking of these economies is likely to be determined by exchange rate movements,” Alan Cameron, an economist at Exotix Partners LLP, said in e-mailed responses to questions on Aug. 2. Although Nigeria is unlikely to be unseated as Africa’s largest economy in the long run, “the momentum that took it there in the first place is now long gone.”

The South African rand rallied as investors turned to emerging markets with liquid capital markets to seek returns after Britain voted to leave the European Union on June 23, even as the central bank forecast the economy won’t expand this year and the nation risks losing its investment-grade credit rating. The ruling African National Congress’s lowest support since 1994 in the Aug. 3 local government vote led to further gains on speculation that it will pressure the party to introduce economic reforms that will boost growth and cut unemployment.

In Nigeria, investors didn’t flock to buy naira-based assets after authorities removed the peg of 197-199 naira per dollar. The Central Bank of Nigeria raised its benchmark interest rate to a record in July to lure foreign money, even as the IMF forecast the economy will contract 1.8 percent this year.

Nigeria was assessed as the continent’s largest economy in April 2014 when authorities in the West African nation overhauled their GDP data for the first time in two decades. The recalculation saw the Nigerian economy in 2013 expand by three-quarters to an estimated 80 trillion naira.

The rand gained 1 percent to 13.2805 per dollar at 4:03 p.m. in Johannesburg on Wednesday. The naira weakened 2.7 percent to 320 per dollar.

White Sand community

Some residents living in White Sand community in the Ijora Badia area of Lagos State have abandoned their houses after a clash between hoodlums led to the death of two persons.

PUNCH Metro learnt that the clash, which started on Monday and continued till Wednesday, was between hoodlums from both Hausa and Yoruba dwellers in the area.

The deceased were identified as Ahmed Tijani and Ojo.

The hoodlums from both tribes were said to have clashed during a demolition being carried out in the area by the National Emergency Management Agency.

Our correspondent learnt that on Tuesday, the Hausa community claimed that NEMA officials were demolishing houses belonging to them only, and some Hausa hoodlums tried to stop the officials from continuing with the exercise.

Some officers of the Nigeria Customs Service were said to have come to the aid of the NEMA officials, during which they allegedly shot sporadically to disperse the hoodlums.

Three persons were said to have been hit by bullets, including Tijani, who later died.

The Yoruba community was said to have been aggrieved by the customs officers’ actions and consequently, some hoodlums chased and injured one of the customs officers.

PUNCH Metro learnt that policemen from the Ijora Badia division came to the scene and the residents handed over the customs officer allegedly responsible for the shooting to the police.

Violence was said to have erupted shortly afterwards between the hoodlums from both Hausa and Yoruba groups.

Our correspondent learnt on Wednesday that some residents had fled the area.

A resident, who gave his name only as Akinsile, said two persons died and three other persons were injured by the bullets.

He said, “There had been tension between the Hausa and Yorubas, which became an issue on Tuesday when NEMA officials came to demolish unapproved structures. Some Hausa hoodlums resisted them and they stabbed a boy, Ojo, to death in the process.

“Some Yoruba hoodlums also attacked the Hausa community in retaliation and it became an ethnic clash. On Wednesday, all the Hausa started fleeing the community. The Seriki Hausa is nowhere to be found. The customs officer, who shot at Tijani, was caught by angry residents and handed over to the police.”

Another resident, who spoke on condition of anonymity, said, “Four persons were injured. Two persons died. After the shootings, the customs men wanted to run, but the Yoruba people chased them and one customs officer was shot. He was rushed to a hospital.”

Our correspondent learnt that policemen from the Area B Command, Apapa, patrolled the area on Wednesday to prevent further breakdown of law and order.

Efforts to get the Seriki of the Hausa community on Wednesday were unsuccessful.

The Public Relations Officer, NCS, Federal Operations Unit, Ikeja, Uche Ejesieme, said the customs officers were on routine patrol when the hoodlums mounted a roadblock and attacked the operatives.

He said, “Our operatives were on routine patrol and they ran into a roadblock mounted by some hoodlums. Our men also saw that some NEMA officials were carrying out a demolition in the area, but they were being attacked by hoodlums. So, NEMA officials called on our men to rescue them.

“Customs men cannot shoot sporadically. We have rules of engagement. We have subjected this matter to a thorough investigation. One of our men was injured by the hoodlums during the rampage.”

The Lagos State Police Public Relations Officer, SP Dolapo Badmos, said the police did not arrest any customs officer, adding that normalcy had been restored to the area.

Asimiyu Agboola

He used to be a famous herbalist, whom some people, both far and near, ran to for help at his shrine at No. 8, Oloti area in Iragbiji, Osun State, since he took over from his father in 2006.

But at the moment, 37-year-old Asimiyu Agboola, known as Alhaji, is cooling off in the custody of the police in Osun State for being the brains behind the killing of the Managing Director of Todays Prints, Olalekan Ogunranti, 45, who was kidnapped on May 16, 2016 in the state.

Ogunranti’s family had alerted the police when they lost contact with him on May 16 when he travelled to Osogbo on a business trip. They said an unknown person picked his call and claimed to have picked the SIM card on the floor at Iragbiji. Thus, they informed the Osun State police command and the Lagos State Investigation Bureau.

A police source told journalists that the Inspector-General of Police’s Intelligence Response Team moved in on the matter after weeks of “fruitless search” for the deceased, which led to the arrest of Alhaji and four other suspects, including Adesina Muyideen, 27, Ramoni Afolabi, 37, Akeem Akorede, aka Jaruf, 32, and Coker Daniel, 28.

In his exhaustive confession to reporters, Alhaji pointed out that Ogunranti was his client before his death but that he duped the deceased of about N3m, thus, he had to send his boys to kill him to prevent him from spilling out the beans.

Alhaji, seen as an expert in the cure of diabetes and fibroid, said the deceased was brought to his office sometime in March by two of his customers, Ramoni and Akorede, for help, which he rendered.

He began, “Five days after they mentioned him to me, they came with Ogunranti and after listening to him. I gave him a bill of N90,000 and gave him drugs and he left.

“Normally, we assess customer’s financial status before giving them bill. So I asked him to pay that amount because the people that brought him said he was rich. I removed N20,000, which is the real cost of the drugs, and shared the balance of N70,000 into two.”

Perhaps that was the beginning of their business relationship. Alhaji, who is married with children, recalled that 20 days after their first meeting, Ogunranti called back and sounded excited, because the drug he gave him worked and that his situation had improved.

“He requested to come and see me again and I said no problem,” Alhaji continued, “As soon as he came, he was so excited and promised to bring more customers. After the discussion, he said he wanted something that would make him rich. I told the people who brought him and they suggested that he must be a good victim to extort. So, I had to play along.

“I told them that I could do it, and that there were two categories of money ritual. The first was to get money and put it in a bag after some important rituals, and the money would multiply. The second would be to construct a big box and keep it in a room. After several days of prayer, he would be picking money from the box endlessly.

Alhaji said Ogunranti chose the first option; the one that had to do with the bag, because he said he did not have a place to hide the box. Then, he gave him the needed instructions.

“Two weeks later, he called that he had gathered N2.5m. I took the money and put ordinary paper and other stuffs in the bag and tied it up. I warned him not to open the bag until he was instructed to do so. I told him to return in four days with the bag. I told him that he was to bathe in a river which could be very close to where he was living. I gave him options and he chose Ijebu area. I also told him to come with N500,000 to buy more ingredients for the rituals.”

Notably, Ogunranti complained to his herbalist that he wouldn’t be able to afford to give out more money because he didn’t have money again. Alhaji assured his client that his money was on the way as they would soon conclude the preparation.

He continued, “I told him not to worry, and that he would soon be rich because what remained was not much. I told him to go back to Lagos that as soon as I got signal from the gods, he would open the bag. After 10 days, he called back, threatening to involve the government. He said he would arrest us. Then, I knew it was time to shut him up, so I called Akorede and Afolabi and we agreed to shut him up.”

That was how Ogunranti’s journey to the bottom began. Alhaji told journalists that he invited the deceased to come with N150,000 and a goat for the final sacrifice and that he would be able to use the money the moment they finished the sacrifice.

Unknown to the former MD, his herbalist had already initiated plans to eliminate him, as he had alerted and paid two cultists, Daniel and Biggie, to do the job, having helped them in the past.

“I did some incantations for them to become powerful when they were in school,” he said, adding that “I contracted them to eliminate the man. They suggested that he should be lured to a remote place where they would ambush him and kill him. “I gave them N120,000 to do the job.

“I knew the fastest way was to lure him to a river to bathe. So, we selected a river in Obokun in Osun State and I asked Olalekan (Ogunranti) to go the river and bathe as part of the final ritual. We assigned a motorcycle rider to take him to the location that we chose, while we were hiding in the bush at a distance.”

Meanwhile, Alhaji had instructed his client not to look back while having his bath and that if he did, the charm would no longer work. Painfully, that was his end.

“Ogunranti removed his cloths and started bathing when Biggie and Coker attacked him. They came to tell us they had killed him and cut off his head. I asked them where the head was and they said they had thrown it away,” he explained.

After the incident, Alhaji said his informant in the police told him the police were looking for him, thus, he had to run. He left his office and stayed in a hotel where he and his driver, Adesina, were later arrested by the police.

He however blamed the economic situation in the country for his action, saying his patronage had dropped because of the poor economy. “I’m a legitimate herbal doctor. It’s just that the situation of the country is very bad. People do not have money to buy drugs again, that is why I decided to take advantage of the situation to make money. It was when he requested for money ritual that I knew that he would be an easy prey,” he concluded.

In his own confession, Coker, son of a pastor, who hails from Auchi in Edo State and a graduate of Ondo State University, said he took to crime since he could not get a job after his National Youth Service Corps programme in 2011.

A statement by the Force Public Relations Officer, Don Awunah, said the suspects were arrested in Lagos and Ondo States respectively, while one of them, Coker Daniel, who is a 32-year-old graduate, led IRT operatives to Ibukun River in Ibukun local government area of Osun State where the mutilated body of the late Ogunranti was recovered. He said the body had been deposited at the Ladoke Akintola University of Technology Teaching Hospital, Ogbomoso.

The statement added, “All suspects confessed they kidnapped, killed and mutilated the body of the late Olalekan Ogunranti to stop him from disturbing them over the huge sums of money they duped the deceased.

“They led the police to a bush near a river where his headless body was found. It was also discovered that his manhood were cut off. Investigation is ongoing to fish out the remaining suspects who are still at large.”

Nigerians love events and ceremonies. The engine of governance in fact runs on this special fuel, which in many ways has become an occasional excuse for waste and idleness. I have in the course of work attended and compered many of such events; one thing that I find curious is the obsession with acknowledgements. If you are the compere at any typical Nigerian event, the organizers are bound to give you what they call a protocol list, usually a long list of persons whose presence must be acknowledged. You are also expected to recognize persons, especially if they are government officials, according to an established ranking order.

This means you can’t recognize a Member of a State House of Assembly before a Member of the House of Representatives, and you can’t “acknowledge the presence (as it were) of” a Minister before a Senator. Any slight mix up is likely to fetch you a reprimand and complaints about how you are such an insensitive compere who wants to ruin an event that had been so well planned. Getting the pecking social order right is not even enough, you must be politically correct when you deploy such egoistic phrases as Your Excellency, The Distinguished, The Most Honourable, Your Honour, Your Worship, My Lord, Your Grace, Your Eminence…Only God knows what these honorifics do to the Nigerian big man or big woman’s mind. When you get it right, you can see the person actually believing the myth about he or she being so excellent, distinguished or honourable. Some would even rise and wave to the crowd.

The institutionalized flattery involved, is of course not limited to the special guests, sorry special guests of honour (!) who occupy the high table, or the top table, or better still, the reserved table. Other guests also have to be introduced. The rule is never to overlook any important person. If it is a government or corporate event, nearly everybody is important. If certain persons are mistakenly overlooked, they would insist on sending their personal assistants to the compere to remind him or her of how a grave error has been committed. Some would send their business cards, or a note or summon the compere to their table to register not a complaint but a protest!

Indeed, being a master of ceremony at a Nigerian event could be the ultimate test of humility and human patience. I once introduced a certain VIP as Chief XYZ. I was summoned and reprimanded. “He is not a Chief, but a High Chief”, he said. Correction taken, apology offered. “It is now my pleasure to introduce once more High Chief XYZ, the whatever 1 of anywhere.” The man grinned cheerfully. His retinue of assistants applauded so loudly, you would think the event was all about him. There certainly must be something special about being a High Chief; ordinary Chiefs, I guess, must be less human. But consider this: on another occasion, I mistakenly referred to another VIP as a Chief. The man sent for me, and whispered into my ears: “next time you call me a Chief, I’ll sue you, only unserious people go about saying they are Chief this and Chief that. I have never taken a chieftaincy title in my life; I am simply Mister. You understand? ” Yes, sir!

Again, apologies tendered. I went back to the microphone to introduce the Mister properly, cleverly leaving out his anti-chieftaincy commentary. But how do you deal with royalty? Now that many Nigerians act and behave like Republicans, traditional rulers and the royalty have also learnt to leave the comfort of their palaces to hustle like other Nigerians on the streets, and so, you can’t miss royal presence at most events. But there is a challenge, acknowledging them. You have to know who is His Royal Highness or which traditional ruler is better addressed as His Royal Majesty.

To play safe, it is always advisable to refer to every traditional ruler as His Royal Majesty. It doesn’t matter if the man is a common village head. The word “Royal” is where the magic lies. Leave it out, and you’d have palace jesters rushing to you to insist you emphasize that special phrase. To get the protocol right, the titles of female guests of honour must also be properly mentioned, the problem is knowing who is what: Yeye, Erelu, Lolo, Alhaja, Hajia, Dame, Mrs, Miss or Ms. And there is at least one female VIP who objects to any young compere mentioning her first name: she says that is rude! “I am old enough to be your mum, and you know my dear, we are Africans!” Etiquette lesson taken: “Sorry Ma.” Not to talk of the Igwes. the Knights of numerous Saints, the Otunbas and holders of honorary degrees who insist on being addressed as “Dr.”

By the time a Nigerian compere struggles with these imposed standards, half of the time is wasted on absolutely unimportant niceties. And wait a minute, most of the guests would arrive late anyway and insist on being seated close to the high table, at a visible location, preferably in full view of the television cameras. Important guests like to be noticed; they want to appear on television and have their photographs taken by photojournalists who criss-cross the floor, blocking people’s view, blinding guests with camera flashes, thus constituting extra nuisance. But the real notice-me tactic often adopted is when in the middle of a programme or a speech, some really self-important guest arrives noisily and holds everything up, making a song and a dance, sashaying across the hall. The compere is expected to suspend the programme and massage the ego of the latecomer: “Announcing the arrival of….” I imagine it is precisely because of this elevation of bad conduct into a side event, that nobody is allowed to arrive late at any event where the President of Nigeria is already seated. The security people will not allow such breach of protocol. And if anyone at all must be allowed in, he or she would have to sneak in quietly and no official compere would dare announce such rude arrival. That is another delicate protocol matter, though.

Then, the speeches: no event is complete without speeches and do Nigerians love to make speeches? Oh yes. Most of the time, many of the speeches are unnecessary. Those who are not supposed to say a word are invited to say a few words and they take an hour. There is so much repetition, with some speakers not having enough sense to leave out what has already been said. You are also likely to find someone who starts with “I don’t have much to say” only to go ahead and bore you silly. Or, some would start with: “I’ll try to be brief.” When you hear this, it’s better to be on your guard. Be prepared to listen to a rambling sermon. Even when time is allotted for every speech, this is usually ignored. I have been at events where the microphone was deliberately muted when the speaker started wasting time. Some speakers would still insist that they should be allowed to finish whatever they believe they are saying and they’d go on rudely, without the microphone!

Then, the acknowledgements: Every speaker begins with a long list of acknowledgements: Your Excellency, the President of the world, Your Excellency the Governor of this, Your Excellency the Governor of that… (if ten or twenty governors are in attendance, some speakers will mention each one of them by name!), and the Distinguished Senator whatever, The Right Honourable somebody, My Lords, spiritual and temporal….this alone may go on for close to five minutes. Before then, the compere would also have taken about five minutes giving the biography of the speaker. And he does that with every speaker, who again takes the microphone and repeats the same protocol list, only to end it all with “All protocol(s) observed.” Sometimes, all protocols are not just observed but “duly observed”, followed by the ritual of time-wasting salutations.

And in some cases, the protocols are “respectfully and fully observed.” The truth is that speakers don’t have to worry about protocol being “duly, respectfully or fully” observed. Career diplomats often protest that these phrases are incorrect and offensive. But this has not stopped speaker after speaker adopting similar short cuts: “Madam Chairperson, permit me to stand on existing protocols”. Or: “Ladies and Gentlemen, allow me to adopt existing protocols.” On one occasion, a speaker said: “I am sitting on existing protocols, Mr. Chairman.” That was something novel except that it didn’t stop the next speaker from standing on the same protocols that someone had just sat upon.

Elsewhere, in Britain, United States, Canada, and Europe, when speeches are to be made, people don’t sit or stand on protocols and there are no long introductions and acknowledgements. The speeches are delivered in a pre-arranged order, promptly, briefly and to the point. And of course, the guests arrive on time. Prefacing a speech with “Ladies and Gentlemen” is considered adequate. Here and in other African countries: Kenya, South Africa, Uganda, Namibia, Ghana…the reverse is usually the case. We should perhaps begin to worry about African protocol, very much like African Time (!). Our public events and ceremonies could become more purposeful and business-like, however, if we dispense with lengthy introductions of titles and biographies. I once embarked on the onerous task of measuring the time spent on protocol at a particular event: two full hours. The main business of the day – an award ceremony – was just a little under an hour!

Sultan of Sokoto and President-General of the Jama’atul Nasir Islam, Sa’ad Abubakar lll

The Sultan of Sokoto, Alhaji Sa’ad Abubakar lll, has condemned the brutal killing of the traditional ruler of the Kulere people, in Bokkos Local Government Area of Plateau State, Saf Ron Kulere, Sir Lazarus Agai.

Agai, who until his gruesome murder on Monday by some yet-to-be identified persons, was a first class traditional ruler and Chairman of the Bokkos Traditional Council.

He was killed while returning from his farm in his village, Sha, along with the son, orderly and wife.

He spoke while paying a condolence visit to the Gbong Gwom Jos, Da Jacob Gyang Buba, in his palace in Jishe, on Wednesday.

The Sultan described the act as abominable while calling for religious peace and harmony.

He cautioned the media against jumping into conclusion over the recent killings of Nigerians, by linking it to herdsmen.

He described the action as barbaric, adding that those who committed the heinous act of brutality against humanity should know that every human being is equal before God.

Abubakar urged residents to live peacefully with one another in respect of their diverse ethnic and cultural differences.

He said, “You don’t take somebody’s life, because life belongs to God; and it is only He that determines when and how a human being would die.”

Abubakar called on Nigerians to expose the killer of Saf Ron Kulere, stressing that “there are people whether herdsmen or farmers who don’t love peace and would do everything to foment trouble.

“We should go back to our cultural system and fish out the bad eggs among us by partnering security agencies.”

He regretted that the incident happened at a time peace was gradually returning to Plateau.

He said, “We are very delighted to see the return of peace and we pray for its sustenance. Without peace, there can’t be meaningful development in the state and the country.

“We want peace on the Plateau. As traditional leaders, we can go extra mile to bring peace to our communities. We are brothers from Adam and Eve; so we call on religious leaders to preach tolerance.”

Responding on behalf of the Plateau Traditional Council, the Chairman, His Royal Highness, the Gbong Gwom Jos, Da Jacob Gyang Buba, thanked the Sultan for responding quickly to the incident.

He asked the residents not to allow the incident to disrupt the hard-earned peace in the state.

Buba said, “Security is everybody’s business; we must not sit down and begin to accuse security agencies of lapses. What is happening is unfortunate, but the solution is collective and we must join hands with the security to fish out undesirable elements in our midst.”

Two lovers, Emem Asuquo and Olugbenga Yakubu, have been remanded in prison by a Tinubu Magistrate’s Court sitting on Lagos Island for alleged public disturbance.

Two lovers, Emem Asuquo and Olugbenga Yakubu, have been remanded in prison by a Tinubu Magistrate’s Court sitting on Lagos Island for alleged public disturbance.

They were arraigned on Wednesday on four counts of assault and conduct likely to cause breach of the peace before Magistrate A.A. Adefulire.

PUNCH Metro learnt that an altercation broke out after 31-year-old Asuquo insisted that Yakubu, 51, use a condom before having sex with her, but he reportedly declined the request.

PUNCH Metro learnt that Yakubu, while driving along the Lekki-Epe Expressway at about 7pm on July 6, had offered Asuquo, who was going towards Lakowe in Ibeju-Lekki, a ride.

They were said to have exchanged phone numbers and promised to meet each other later in the night.

Yakubu, a civil servant, was said to have picked up the hairdresser at her home in Ajah around 2am the next day and took her to his house on Adeyinka Oyekan Street, Abraham Adesanya Estate, Ajah.

“On getting to his house, he entertained me after which we went inside his room. He said he wanted me to have sex with him. I told him I would collect N30,000 and he agreed. I asked him to use a condom but he said he did not have one. So, I told him to take me back home in his car,” Asuquo said.

She explained that the man dropped her off at VGC Roundabout, saying he did not have enough fuel in his car.

She said she called a taxi driver to pick her up from the area.

It was learnt that a scuffle ensued when she requested Yakubu to wait for her until the taxi driver arrived for fear of being robbed.

“When he refused, I removed his car key. He was beating me when the taxi driver and two others arrived and they intervened. He injured me in the eye. I also used a stone to smash the windscreen of his car,” she added.

Our correspondent learnt that Yakubu later reported the incident at the Ajah Police Division, and Asuquo was arrested.

Yakubu, in his statement to the police, said Asuquo had called the driver and other occupants of the taxi to beat him up, adding that he sustained injuries.

He said, “She followed me to my house, but refused to make love with me after buying her drinks. At a point, she started screaming that I should take her back to her house. When we got to the roundabout, she removed my car key and held my shirt. Two men and a lady she called came in a Golf car and started beating me.

“I held Asuquo by the hair and began punching her while the two men did same to me. In the end, they injured me and broke the windscreen of my car.”

A police prosecutor, Inspector Philip Osijale, subsequently arraigned the duo before the Tinubu Magistrate’s Court on four counts of assault and breach of the public peace.

Osijale told the court that the charges contravened sections 54, 171, 349 and 409 of the Criminal Law of Lagos State, 2011.

The charges read in part, “That you, Emem Asuquo, and others now at large on July 7, 2016, at about 3.30am at VGC Roundabout, Ajah, in the Lagos Magisterial District, did willfully damage the windscreen of one unregistered Carina E with a stone.

“That you, Olugbenga Yakubu, on the same date, time and place, in the aforementioned magisterial district, did unlawfully assault one Emem Asuquo by hitting her with a fist blow in her left eye, which did her harm, thereby committing an offence punishable under Section 171 of the Criminal Law of Lagos State, 2011.”

The defendants pleaded not guilty to the counts.

The magistrate, Adefulire, admitted Asuquo to bail in the sum of N500,000 with one surety, while Yakubu was admitted to bail in the sum of N200,000 with a surety in like sum.

Adefulire held that they should be kept in prison until they perfect their bail conditions.

Yeah, but how do you define light loads, how will the system be managed. Typically in aviation this is determined at check-in. They will tell you what cannot go in the overhead bin and what goes into the cargo-hold. You will be informed about what will not even be admitted on an aircraft at all. These are the activities that take up huge amounts of time, the haggling. But metro trains donot have the time for that. They are not booked in advance and operate on a first come, first serve basis. The checking comes at the turnstiles by metro officials either before or after ticketing. As a matter of fact some of the turnstiles are built to ensure you cannot gain access with baggage. Will this be implemented here.

Then the question of what you can bring on board, a couple of shopping bags from 'game/shoprite' or a dripping carton of fish from 'Oshodi market'. These are socio-cultural questions but are serious enough to affect the operation of the system.
The question is this, how does the BRT works presently which I think would naturally answer your questions concerning how effectively it would be run when fully operational. Like I said, it's going to be tailored the way BRT is being run presently which to me is fair for now barring our maintenance culture and as time goes on, it can be improved.

grin You know this country na. If you allow Mama Ronke to bring on board a dripping carton of croaker or you don't allow Abdullahi to bring his smoking kettle of 'shai' and Chinedu a greasy half engine block of Nissan Pathfinder 2003, guess what, the metro will be in court for....marginalization.

(pls. bear with the stereotyping)...
I know that, bro!

More like a quota system cheesy cheesy cheesy which is sad to say the least.

I know one day, when my children are being ask where are you from within Nigeria, they would be able to say simply, I'm a Nigerian before any tribe which they belong to.

I sincerely hope this is not an all purpose rail network. Everywhere in the world the intra state movement of goods is done by trucking. Goods by rail only pays off when the distances are large because the turn around time for goods trains in loading and offloading is long, far longer than you just getting on and off a train. Goods and passengers do not mix at all. If you travel by air you will discover that 70 percent of the time you spend at the terminal or on the tarmac is spent related to luggage check-in, verification, sorting, loading and offloading. I often travel light so I know this.

It will be interesting to see what is permitted on these new trains as it affects our socio-cultural behaviour and socio-economic activities. Will it bear any semblance to the existing BRT system or will it be relaxed to accomodate traders, hawkers, artisans who typically commute to work with their articles of trade which they will ordinarily pla e in the trunk of a taxi or danfo or on the roof of a keke.....who knows.
You're right about everything you wrote especially, the loading/offloading time, I know it's going to be for light loads on board but at the same time, it'll definitely decongest the amount of vehicles on the road thereby reducing milleage. Concerning your fear about hawking and all that, surely this will be tailored after BRT where hawking or preaching is not permitted.
