The Inspector-General of Police, Mr Solomon Arase, has said that henceforth, all policemen will undergo snap urine tests to ascertain signs of drug abuse before they could be issued firearms.

Arase disclosed this at the launch of drug testing kits and campaign against sudden death of police officers in Abuja on Wednesday.

The programme was organised by the Nigeria Police Force in collaboration with the Hypertension and Diabetes Awareness Foundation.

He said that apart from denying officers who failed the test access to firearms, the force would wean them from drugs or other psychological problems.

Arase noted that the killing of Nigerians from misapplication of firearms by policemen had made the public to cast aspersions on the police.

“After an in-depth study, my team and I have found out that some of these fatal cases could be due to mishandling of firearms by police officers who are psychologically unfit to handle firearms at that time.

“We have therefore decided that the medical assessment of persons we recruit into the police Force will include a psychological assessment,” he said.

He said that some of these psychological problems could also have resulted from drug abuse by few of the officers.

Arase said that the police had also initiated a policing strategy that would witness the transition of the police from relying on firearms to manage social disorders.

“Orders have been placed for this weaponry and adequate training framework is being put in place.

“My long term vision is to effectively address issues that engender misuse of firearms and give true meaning to our mandate of safeguarding the lives of our citizens,” he said.

He said that the Force had also decided to address the issue of frequent sudden death of police officers from preventable or avoidable health challenges.

Arase said that medical personnel had attributed such deaths to chronic non-communicable diseases like diabetes mellitus and hypertension.

He said that following this discovery, the medical department had been directed to screen all officers for the diseases.

“I encourage all men to come forward for health screening.

“Our medical section is well positioned to manage any health problems our officers and men may have,” he said.

Earlier, the Force Medical Officer, AIG Adenike Abuwa, said that the initiative was aimed at further protecting the lives of Nigerians from accidental discharge by police officers.

Abuwa said that a three-day capacity building workshop for medical officers would hold at all police health facilities nationwide to improve mental care delivery services in the police.

She said that the sudden death programme was part of the police collective response to the growing prevalence of sudden death in the police community and Nigeria at large.

“In line with global best practices, this programme has been organised to educate police officers on healthy lifestyle and regular medical checkup.

“This initiative will ensure prompt identification and management of conditions that lead to non-communicable diseases among the police community,” she said.

She said also that the programme would be held at zonal and state commands to ensure that no police personnel were left out.

The high point of the occasion was the launch of the drug testing kits by Arase.

Three-year-old Darasimi Ogunwunmi still lies in the Ward E4 of the Lagos University Teaching Hospital in Lagos being fed through a tube, a feeding that costs his impoverished parents N800 per day.

The boy clings to life barely as his parents run from one point to another pleading with sympathetic ears for any amount of money they can spare. So far, the N100, N500 they are getting have just been drops in the ocean of the N2.5m needed for major surgeries that would allow the boy to start a new life.

Saturday PUNCH reported on January 30 that Darasimi drank caustic soda left carelessly around his classroom by teachers of his private school, Fahsal Children’s School, Ilupeju Estate, Idiroko, Ogun State, on November 19.

The boy had reportedly complained of thirst but when his teachers did not listen to him, he went to a bowl, which he thought contained water and drank from it. He was only discovered when he was crying and vomiting blood.

Doctors said the boy’s stomach and throat were severely damaged making it impossible for him to eat normally in the last three months.

When our correspondent visited the boy at LUTH on Wednesday, doctors were preparing him for another round of test, which was to be conducted at a laboratory in Oshodi.

A doctor told Saturday PUNCH that the boy was to be taken for barium swallow test which is an X-ray imaging test used to visualise the structures of the oesophagus.

“The test involves him swallowing liquid barium in the process of taking the X-ray images. This would allow us to determine what kind of reconstruction is needed. This is a preparatory test. After this, the issue of money would determine when the major surgeries the boy still needs would be done,” the doctor said.

Darasimi’s father, Owolabi, said only the magnanimity of members of the public can save the child now.

The family has opened a bank account in the boy’s name to help raise money for his surgery – FCMB account no: 3528300017; account name: Darasimi Ogunwunmi.

Owolabi’s agony about his son’s state was immediately obvious when our correspondent met him.

He said looking at his son suffer has been the most agonising thing in his life.

The father said, “I cry like a baby anytime I look at my son and see what he has become. Sometimes, when we are at home, my wife and I just cry for the boy because we are helpless. For the last three months, such a young child has been suffering every minute of every day.

“Our child had always been a healthy boy before the incident. We never took him to the hospital for any problem since he was born. Some children would develop fever when they are growing teeth, this never happened to Darasimi. That was how healthy he was. Now he is at the mercy of drugs.

“Right now, there is nowhere for us to turn to. Getting money from our other family members has been a dead end. If I had a house somewhere, I would gladly sell it off to pay for my child’s treatment. I just want my child to be normal again.

“Unfortunately for us, I cannot abandon my child to continue my usual work, which is where I could have got some little amount of money. This has further worsened our financial situation.”

Owolabi said their desperation has led them to some churches to plead for money and prayers for the boy.

“I am sure it is the prayer that is still keeping him alive. Because if it is just about medical treatment, he would have died because we cannot afford the treatments,” he said.

According to Owolabi, Darasimi was enrolled in Fahsal Children’s School for safety reasons in the first place.

He said he thought because the school is closer to where they live, the danger of going to school daily for such a young child would be minimised.

“We wanted to keep him close. How would we have known that it is that same school that he would nearly be killed?” he said.

Call for proprietress’s prosecution

The report about Darasimi has drawn the ire of members of the public, many of whom have called for the prosecution of the proprietress of the school, Mrs. Fausat Abubakar.

The proprietress has so far shunned every attempt by our correspondent to get her reaction about how caustic soda was left carelessly around children in the premises of her school.

One of the online readers of Saturday PUNCH with profile name Benbella, believes the Ogun State Government should even pick up the tabs for the boy’s treatment while taking an action against the school proprietress.

“Ogun State should pay for the medical treatment and arrest the proprietress. No doubt, it is the school’s mistake. The state must help urgently. I hope the good citizens should help too, N2.5m is not that much, alright,” she said.

Another comment from a reader named Ekwu followed the same trajectory, as he said, “How can they allow this proprietress to still roam free after the reckless endangerment and attempted negligent homicide of a minor? And no help for the said minor?”

Another reader named Olujeda had the same opinion. “By now, the Ogun State Government should have arrested the proprietress and closed down the school as this may likely be just example of the lawlessness around in the school. This is pathetic,” his post stated.

Ogun commences investigation

Our correspondent contacted the Ogun State Commissioner for Education, Mrs. Modupe Mujota, again on Wednesday to get updates on the steps which have so far been taken on the matter.

She told our correspondent that a team was already working on the case to investigate the circumstances surrounding what befell the boy.

“I expect the report on the findings when I get back to the office,” she said.

The police in Lagos have arrested two undergraduates for allegedly raping a job-seeker, identified only as Nike, and robbing her of valuables in the Igando area of the state.

PUNCH Metro learnt that the suspects, identified as Valentine and Kusimo, allegedly took turns to rape their victim after luring her into a hotel.

Valentine, an indigene of Imo State, was said to be seeing off the 27-year-old with the hope that she would not raise the alarm when Nike suddenly called for help.


The suspects were subsequently arrested and taken to the Igando Police Division.

The incident happened on Thursday, January 14, 2016, on Idowu Ibiyemi Street, in the Igando area of Lagos State.

A police source told our correspondent that Valentine and Nike had met on a dating site.

He said, “Valentine is a 400-level Civil Engineering student of a university in Imo State. He chatted up the lady on the dating site and from there, their conversation shifted to Whatsapp, a mobile messaging application.

“The suspect told his friend, Kusimo, about the girl and they decided to trick her. Kusimo, a student of a polytechnic in Ogun State, would sometimes take Valentine’s phone and be chatting with Nike, without the girl knowing that it was Kusimo.

“Having done that for some days, they decided to invite her to Lagos.”

It was gathered that Nike, an indigene of Osun State, travelled down from Ibadan, the Oyo State capital, where she was based, to the Igando area.

Our correspondent learnt that the victim and Valentine scheduled to meet at his house.

It was like madness had come over 50-year-old Dayo Kamorudeen, a taxi driver in the Lekki area of Lagos, when he heard the most shocking secret his wife of more than 20 years had been keeping from him.

According to Kamorudeen, it appeared that a spell had been placed upon his wife when she told him on Sunday, January 17 that she was visiting Akute, a border town between Ogun and Lagos states.

Kamorudeen said he lived with his wife and three children in Akute for many years until two years ago when he relocated to his new house in Oke-Ogun area of Ibeju-Lekki, Lagos.

But what happened on January 17 opened a Pandora’s box of a big secret that his wife had been forced to keep for two years.

“My wife told me he was going to Akute that day and she was really adamant as usual. Anytime she said she wanted to go to Akute, there was nothing anybody could say to stop her.

“But this last Sunday, I had to ask her what exactly she was going to do at Akute since we had left the place two years ago. Even if she had a relation there that I did not know about, shouldn’t the person too visit her once in a while?

“She then started crying, mentioning the name of Alfa Shehu Lukman, the Islamic cleric that was teaching my children Qur’anic studies before we left Akute. I remembered that before we left the community, my last daughter suddenly said she was never going to attend the Alfa’s Qur’anic class anymore.

“I asked my wife what the Alfa did and by the time she was done, I was too shocked to even know what to say. I was looking at my wife and she suddenly seemed like a stranger to me, like she was not the same woman I married in 1996. I just could not believe what she was telling me.

“She was crying and said if I did not allow her to visit Alfa, he would kill me and our children and she too would run mad.”

What Kamorudeen narrated that his wife confessed to was too shocking to be believed at first, so our correspondent asked his wife to explain what happened herself.

Kemi told our correspondent that while they were still living at Akute, she had a dream one day. Since her husband was away at work at the time, she said she had to turn to Alfa Shehu Lukman for help.

She said, “The dream was frightening. I narrated the dream to him and he told me that a spirit husband was behind my problem. He said the problem required an urgent solution so that the spirit husband would not be able to kill me.

“He told me that after I had taken my bath the following day, I should call him and he would come with the medicine. The following morning, I took my bath and called him.

“When he came, he brought out a razor and some medicine he had prepared and said he would need to make an incision on my private part. I asked why he couldn’t just explain how it would be done so that my husband could do it for me when he came back from work but he said that it was a taboo for husbands to handle such medicine.

“He told me that to ward off the spirit husband, the incision was just the preliminary treatment. He said the medicine would be rubbed on the incision after it had been made.

“I agreed to it and he was making the incision when he suddenly grabbed my neck and forced himself on me. He raped me on the three-seater couch in our sitting room.”

Kemi explained that after Lukman had his way with her, he brought out some drugs and a Qur’an and told her that if she dared to disclose what he did to anybody, her husband and children would die while she would run mad.

She said as she was visibly shaking in fright, he made her swear to secrecy with the Qur’an.

The 45-year-old artisan told Saturday PUNCH, “He told me not to worry and that the spirit husband would leave me alone so far as I heeded his instructions. I asked why he would do such a terrible thing to me when he knew my children and husband.

“He said what was done was done. He said he used a medicine on me while raping me and that he would leave me to my problem if I decided to make a scene. He said I would simply run mad.

“He said another condition that would make me to retain my sanity was that anytime he needed sex and he called me, I must always heed his call wherever I was and that I must not tell anyone.”

“I have been his sex slave for the past two years because of this. He calls me anytime he wants sex. Sometimes he sleeps with me in our house when my husband is away, sometimes he demands that I should come to his house in Akute.”

Asked if Lukman’s wife and children were not usually around when he slept with her, she said he has a dedicated room where he slept with her.

Asked how she did not summon the courage to tell her husband in the last two years, she said she was just too afraid that Lukman might make good his threat.

Kemi said she was also afraid that Lukman could reverse a spiritual help he rendered to her youngest child, who is now 22 years old.

“There was a time my daughter woke up and was complaining of some problems. I took her to the Alfa and he said she needed a spiritual bath. That was before he first forced himself on me. He took her for the spiritual bath and she became well,” she said.

Asked if she followed the spiritualist and her daughter to the spot where the spiritual bath took place, she said Lukman forbade her from following.

Kemi’s husband said he simply could not believe that his wife was going through such a thing without telling anyone.

“I told her that she must not go that day and that if he was indeed as powerful as he claimed to be, he should kill me before the next day,” Kamorudeen said.

Kamorudeen said one of their children, a university undergraduate, was travelling to school and had accident that affected her legs few years ago.

He said, “My last born, who introduced the Alfa (Lukman) to us, was undergoing Qur’anic studies under him at the time. While we were in Ife for her elder sister’s treatment, she was alone at home.

“She said she was sleeping in the sitting room one afternoon when the Alfa came visiting to sympathise with us on the accident. She said when she told him that we were not around, he suddenly grabbed her neck and attempted to rape her but she quickly raised the alarm.

“Our landlady at the time came out when she heard the noise but the Alfa quickly told the woman that he was just trying to continue the Qur’anic studies and she was proving stubborn. He used that opportunity to escape that day. My daughter too could not tell the woman what actually happened.”

Kamorudeen said he could recall that since they left Akute two years ago, his wife had visited the place more than 30 times.

On Thursday, our correspondent tracked down Lukman in a remote community of Otun Abule, few kilometres from Akute area of Ogun State where he carries out his spiritual consultations.

Lukman, who started to sweat when our correspondent mentioned Kemi’s name, said he is 52 years old and an indigene of Abeokuta, Ogun State.

When all the allegations against him had been related to him, he said he was really shocked about everything the woman had said against him.

He said, “There is no quarrel between us, so I don’t know where all these rape allegations are coming from. I am really shocked but truly, they consult with me regularly on spiritual issues.

“I am a spiritual doctor to the woman and her children. It is true that I made incisions on her, but it was not on her private part. It was just beside her private part, on the inner part of her thighs.

“I have been a spiritualist for more than 30 years and I do not lie. It is true that I also did a treatment for her daughter which required a spiritual bath. There is nothing strange in that. There is a stream not far from here where she had the bath.

“I knew the girl first when she was my pupil. She then introduced me to her parents. Her mother consults me all the time and so do the children. But I never slept with or raped the woman before. I also never attempted to rape her daughter.”

Asked if he ever called Kemi in recent times, he said he only called her about two weeks ago to find out if she was visiting the area.

“She had told me before that she was attending an event around here. So, I called two weeks ago to know about the event,” he said.

And why did he have to do that, he was asked, Lukman said he was just checking on her welfare.

“Before that last call, I had not even spoken with her for about four months.”

Kamorudeen, who reached out to activist, Esther Ogwu, of the Esther Child Rights Foundation, for help, said he wants justice but does not know the appropriate step to take.

The case has yet to be reported to the police, but Ogwu said the authorities would be notified when necessary.

She said, “People should be careful the kind of people they turn to for help. At this point, I can only advise people who may be in a similar situation to always confide in a third party.

“I believe Kemi. He probably simply preyed on her fears. It is also possible that this Alfa might be doing the same thing to other people in that community. They should seek help because whatever he is feeding them is just lies to keep them enslaved.”

As if it was in a literary plot, award-winning writer, Chijioke Amun-Nnadi, on Tuesday, apologised to a lady who accused him of forcefully kissing her.

An Abuja-based freelance writer, Miracle Adebayo, had on Monday accused Amun-Nnadi of harassment, saying the incident happened in November 2014, during the Ake Arts and Book Festival held in Abeokuta, Ogun State.

Amun-Nnadi, who works with the Niger Delta Development Commission, is a prolific and popular writer whose collections of poems, including Through the Window of a Sandcastle and A Field of Echoes, are well acclaimed. Apart from winning the Association of Nigerian Authors prize, he has also been a finalist of the Nigeria Prize for Literature.

Adebayo noted that the Port Harcourt-based poet had committed the act while she was in his car.

She wrote, “I was in his car with two other people. He specifically asked that I sit in the front seat while we drove to get food and I didn’t object because I saw no big deal in it.

“Along the road, we stopped for the other occupants to get something from a shop. In those few minutes, Amun-Nnadi, a man I thought I could trust, forcefully kissed me. I was so stunned and repulsed I couldn’t speak.”

While some people wondered why it took Adebayo two years before speaking out, some two other ladies also later posted messages narrating similar experiences with the writer.

It was, however, a sober Amun-Nnadi that, on Tuesday morning, apologised to the accusers in a Facebook message.

He wrote, “My dear friends and colleagues, I have read and heard a lot that has been said about how my manner of interaction with some younger female writers within our literary commune has been quite inappropriate. With sincerity, I accept responsibility for the hurt a writer’s excesses have caused you all. I wish to humbly seek a lasting healing for all affected and all concerned because it was not my intention to hurt anyone. I truly regret this. I am deeply sorry and I apologise without reservation to all affected. Do forgive. Thank you all for reading and for your understanding.”

The five governors of the South-West states that owe the Odu’a Investment Company Limited on Tuesday said a five-year plan had been approved to grow the revenue of the company from N4bn to N20bn.

The governors made this known after their meeting with the board and management of the company at the Cocoa House, Ibadan, Oyo State.

Speaking on behalf of his counterparts at the end of the meeting, Ondo State Governor, Olusegun Mimiko, approved in principle was also approved by the governors that Lagos State should be admitted as a member of the group.

Mimiko said, “The new target is to position Odu’a Investment Company Limited as the engine room of economic growth and development of the South-West. We have approved a five-year strategic plan to grow the revenue of the company from N4bn to N20bn by 2019.

“We have agreed in principle also to admit Lagos State into the Odu’a Group. Because of this renewed interest in Odu’a as the engine room of economic growth of this region, we have also resolved that we will now meet the board and management of the company every quarter.”

Also present at the meeting were the governors of Ogun and Osun states, Ibikunle Amosun and Rauf Aregbesola, while Oyo and Ekiti states were represented by the deputy governors, Moses Alake and Kolapo Olusola, respectively.

The Chairman of the company, Isaac Akintade, said that as part of efforts to reposition it for growth, profitability and sustainability, the board proposed the payment of a gross dividend of N167m at the last Annual General Meeting, which was approved and paid to all the owner states.

“The feat came after six years without dividend payment and we are here affirming our commitment to continue to pay dividend on a yearly basis as we have charted a course for the Odu’a Group. At the AGM, we requested for the input and approval of shareholders on our ambitious five-year strategic plan to grow from N4.5bn to N20bn, which is the outcome of a board-management strategic retreat,” Akintade said.

A former Governor of the Central Bank of Nigeria, Prof. Chukwuma Soludo, has accused former President Goodluck Jonathan of turning the CBN into the Presidency’s Automated Teller Machine to produce cash for the government.

He also said the Jonathan administration ran the bank like a movie plot from Uganda under the late dictator, Idi Amin Dada.

Idi Amin ruled Uganda with an iron fist between 1971 and 1979, and has been described as one of the most corrupt African rulers.

In an interview in the current business edition of The Interview, Soludo described the CBN as “the ATM of the Presidency,” under Jonathan.

He said it was regrettable that in spite of the bank’s statutory independence, it continued to be a victim of high wire politics, often “electrocuting” its leadership.

Soludo said, “Recent revelations regarding the ‘arms-gate’ (short for the $2.1bn scandal involving the former National Security Adviser, Sambo Dasuki) and the apparent abuse of the CBN as an ATM by the Presidency should get reasonable people thinking.

“Imagine a scenario where a President can order the CBN to create an intervention fund for national stability and the CBN literally ‘prints’ say, N3tn, and doles it out as cash to the President to prosecute an election campaign, or for just about anything he fancies. It is a scary thought.

The former CBN governor, according to a statement by the Managing Director/Editor-In-Chief of The Interview, Mr. Azu Ishiekwene, is one of the 10 leading business lights featured in the current edition of the magazine, which provides insights into opportunities and threats in business this year, ranging from manufacturing and power, to banking and investment, small businesses, advertising and jobs.

In the same edition of the magazine, the President, Manufacturers Association of Nigeria, Dr. Frank Jacobs, identified foreign exchange restrictions, infrastructure and high cost of business as the three biggest challenges to the nation’s economy.

The way forward, he said, “Is to look inwards for the supply of raw materials, prudent management and professionalisation of the workforce.”

Jacobs advised against increased taxes, recommending instead a “widening of the tax net” to improve government revenue.
