Could be caused by many factors, the most likely of which is genetic mutation from environmental assault. As in from stuffs the mother took in her first trimester which inhibited the proper development of the baby. Those stuffs could include unprescribed medications, herbal concs, alcohol, overexposure to radiation and industrial chemicals etc
Could also be caused by infections in utero which weren't treated properly.
On the surface, only the skin appears affected but on proper evaluation, it's go'nn be a multisystemic problem.
In summary, this condition isn't compatible with life and the baby wouldnt survive beyond a day or two
