THE constitutional court of South Africa has sentenced Jacob Zuma to 15 months in jail for failing to appear at an inquiry into the corruption cases linked to his time as president. Zuma has been asked by the court to hand himself over to the police in South Africa’s capital Johannesburg or Nkandla, his hometown, within five days or be arrested. The judgment was delivered by Acting Chief Justice Sisi Khampepe, who ruled that Zuma’s refusal to honour the summons was in contempt of court and “nobody is above the law, regardless of rank or condition.” The judge noted that “an act of defiance in respect of a direct judicial order has the potential to precipitate a constitutional crisis She also said that Zuma, instead of showing up, had resorted to actions and remarks that “constituted a calculated effort to impugn the integrity of the judiciary.” The allegations of corruption against Zuma had been met with refutations. The former president had reportedly denied any wrongdoing and called out the judiciary as being biased against him. Zuma made an initial appearance in 2019, after which he repeatedly refused to return and testify at South Africa’s Judicial Commission of Inquiry into Allegations of State Capture, also known as the Zondo Commission. Following Zuma’s refusal to provide evidence at the Zondo Commission, a “Contempt of Court” charge was filed against him. Zuma had risen to become the fourth democratically elected president of South Africa in 2009. After spending nearly a decade in office, he stepped down in 2018. During his presidency, which has been described as “plagued with corruption”, Zuma survived a series of no-confidence votes. Since the resumption of voter registration on a continuous basis in 2017, the Commission has been looking at ways to make voter registration easier, more accessible, and user-friendly not only to the multitude of prospective registrants, but also to registered voters who may wish to transfer their registration or have had their Permanent Voters’ Cards (PVCs) missing or defaced. This is one of the Commission's innovations to enhance voter experience by making the registration exercise faster, easier, and less crowded than before. Given the lingering COVID-19 situation, the new registration solution will help decongest registration centers, reduce delays, and allow prospective registrants to schedule appointments and monitor their applications from the comfort of their homes. The portal allows a two-step registration process in which first, prospective registrants login to pre-register by providing their basic biodata and some biometrics and second to complete the registration by physically presenting themselves at a designated registration center of their choice. This considerably eases the process as a substantial part of the exercise would have been completed online before physical contact with registration officials. The camera that caught Matt Hancock kissing his aide has been disabled, new health secretary Sajid Javid says. Mr Javid said the device has been "disabled by the department", adding that he does not believe ministers' offices should have cameras fitted. Asked about the device on Monday morning, Mr Javid said: "I haven't disabled the camera that you are talking about, but it has been disabled by the department. "I think for security it is just common sense… I don't think, as a general rule, there should be cameras in the secretary of state's office. "I've never known that in the other five departments that I've run and I am not really sure why there was one here. Earlier on Monday, Justice Secretary Robert Buckland told Sky News he had asked for his office to be swept for "unauthorised devices" following the recording and leaking of footage of Matt Hancock from within the Department of Health and Social Care. "I've never seen any camera facilities. I know there is CCTV in the building for obvious security reasons, but I am sure that many of my colleagues will be asking the same question and making sure that the offices are swept just in case there are unauthorised devices in there that could be a national security breach," the justice secretary said. "I think that is the sensible thing to do." Quizzed on when he asked whether there are cameras in his office, Mr Buckland added: "I asked on Friday, so I expect to have those answers later today." Ministers should have a "safe space" to work, he said. And Conservative peer and former health secretary Lord Lansley said there should be "a whole range" of measures in place to stop ministers being bugged. Lord Lansley told Sky News he believed there was a "regular sweep" of official offices for electronic devices. Later in the morning, Mr Buckland revealed he had since learnt that there were no devices in his office. Ministers will be questioned further about "security arrangements relating to ministerial offices and communications" in the Commons on Monday afternoon. Conservative MP Peter Bone has been granted an urgent question by Commons Speaker Sir Lindsay Hoyle following the leak of CCTV footage which triggered the health secretary's resignation. Mr Buckland told Sky News he is "confident" that "due process" was followed in the appointment of Gina Coladangelo to a £15,000 role on the Department of Health board. "Everything that I understand so far leads me to believe due process was followed in the appointment of this person and any declarations that should've been made were made," he said. The landing cost of Premium Motor Spirit being imported into Nigeria surged by more than 60 per cent between December 2020 and mid-June this year, although the pump price of the product remained unchanged, ’FEMI ASU reports From an average of N143.60 per litre in December, the landing cost of petrol rose to N231.98 per litre on June 16 this year on the back of the rally in global oil prices and the depreciation of the naira against the dollar. The Petroleum Products Pricing Regulatory Agency had in March this year released a pricing template that indicated the guiding prices for the month. The template, which showed that petrol pump price was expected to range from N209.61 to N212.61 per litre, was greeted with widespread public outcry and was later deleted by the agency from its website. The pump price of petrol has remained at between N162 and N165 per litre at many filling stations in Lagos since December. The template, which was based on an average oil price of $62.22 per barrel for February and an exchange rate of N403.80 to a dollar, showed that the landing cost of petrol was N189.61 per litre. Last month, the Central Bank of Nigeria devalued the naira as it adopted the NAFEX exchange rate of N410.25 per dollar as its official exchange rate, days after removing the N379/$ rate from its website. The price of crude oil, which accounts for a large chunk of the final cost of petrol, has continued to rise in recent months, with Brent, the international oil benchmark, closing at a record high of $76.18 per barrel last Friday, up from $73.88 per litre on June 16. The Group Managing Director, Nigerian National Petroleum Corporation, Mele Kyari, said on March 25 that with the current market situation, the actual price of petrol could have been anywhere between N211 and N234 per litre. He said the Federal Government was subsidising petrol with about N100bn to N120bn monthly (N3.3bn-N4bn daily) as it was being sold for N162 per litre. The PUNCH had in an April 20, 2021 report estimated that the subsidy on petrol would gulp N500bn in the first five months of this year as the Federal Government decided to leave the pump price of petrol unchanged in the period despite the increase in global oil prices. Based on the PPPRA template and Platts data, the expected pump price of the product stood at N254.90 per litre as of June 16, up from N239.31 per litre on April 16. The expected retail price of N254.90 per litre and the current pump price of N162 per litre indicate a subsidy of N92.98 per litre as of June 16, compared to N77.31 per litre on April 16. With daily petrol consumption put at about 60 million litres by the NNPC and a subsidy of N92.98 per litre, daily subsidy increased to N5.58bn on June 16 from N4.64bn on April 16. The rising price of crude oil pushed the cost of petrol quoted on Platts to $691.25 per metric tonne (N211.47 per litre) on June 16 from $642.25 (N193.39 per litre) on April 16. The PPPRA, in its March template, used an average cost of $561.96 per MT (N169.22 per litre) and an average freight rate of $21.63 per MT (N6.62 per litre). Other cost elements that make up the landing cost include lightering expenses (N4.81), Nigerian Ports Authority charge (N2.49), Nigerian Maritime Administration and Safety Agency charge (N0.23), jetty throughput charge (N1.61), storage charge (N2.58), and financing (N2.17). The pump price is the sum of the landing cost, wholesaler margin (N4.03), admin charge (N1.23), transporters allowance (N3.89), bridging fund (N7.51), marine transport average (N0.15), and retailer margin (N6.19). The NNPC, which has been the sole importer of petrol into the country in recent years, is still being relied upon by marketers for the supply of the product despite the deregulation of the downstream petroleum sector. The Federal Government had in March 2020 removed petrol subsidy after reducing the pump price of the product to N125 per litre from N145 following the sharp drop in crude oil prices. “The recent introduction and implementation of an automatic fuel price formula will ensure fuel subsidies, which we have eliminated, do not reemerge,” the Nigerian government had told the IMF in the letter of intent dated April 21, 2020 with respect to its request for emergency financial assistance of $3.4bn. In February this year, the IMF said in a report after its Article IV consultation with Nigeria that the Nigerian authorities expressed strong commitment to prevent fuel subsidies from resurfacing and to fully eliminate electricity tariff shortfalls by mid-2021. But petrol subsidy re-emerged earlier this year as the government did not allow the pump price of the product to reflect the significant rise in oil prices. “The mission expressed its concern with the resurgence of fuel subsidies. It reiterated the importance of introducing market-based fuel pricing mechanism and the need to deploy well-targeted social support to cushion any impact on the poor,” the IMF said on June 17. Deregulate price to curb smuggling of product – IPMAN The National Operations Controller, Independent Petroleum Marketers Association of Nigeria, Mr Mike Osatuyi, in an interview with our correspondent, noted that the Group Managing Director of NNPC, Mallam Mele Kyari, had said last week that the pump price of petrol should be about N256 per litre. He said the subsidy being spent on the product had increased significantly, saying, “The best thing is for the government to deregulate the price of petrol to curb the smuggling of the product outside Nigeria to neighbouring countries. “As long as the price of crude oil continues to rise and the pump prices of petrol remain the same in Nigeria, subsidy will increase and petrol smuggling will continue.” Subsidy payment increases reduce funds for infrastructure development – Rewane Analysts at the Financial Derivatives Company Limited, led by economic expert Bismarck Rewane, said they expect the positive sentiment of rising global demand to continue to impact the oil market in the next four to six weeks, keeping oil prices elevated above $70 per barrel. They said in a new report, “While this is good news for Nigeria in terms of increased government revenue and dollar cash flows, it also has its downside. “Since Nigeria imports all its refined crude, higher oil prices amid an exchange rate adjustment implies that landing costs have increased. “Since fuel prices remain unchanged at N165/litre, it could mean that subsidy payments have increased, reducing the funds available for infrastructure development. Or, it could signify another petrol price increase in subsequent months. Urges investigation beyond Chidinma Worried that the murder of the late Michael Ataga has inundated all strata of the media with inconceivable stories, his family appealed to Nigerians to allow them grieve in privacy. In statement, the family said: “The more false information is disseminated in the press and on social media, the harder it is for the Nigerian Police to do their work and fully solve this case. “The harder it is for a grieving family to recover from the loss of their beloved son.” In a statement signed on behalf of the family by Dr. Isi Ataga , they appealed to Nigerians to allow them to grieve in privacy. The statement expressed shock over the incident and commended the police for the job done so far. They also appealed to members of the public to avail the police with more information that could assist in getting to the root of the killing. They are of the opinion that some fact might still be missing. The family seeks the cessation of various narratives in public domain through the social media capable of putting the family and loved ones in more grief. It stated further: “His children will grow up to read unkind, thoughtless words from thousands of people who have joined the lynching party in the press and the blogosphere. “Our aging parents must now struggle to pick up the pieces amid a cacophony of misinformation propagated by strangers. “A suspect has been arrested and paraded before the press. We, the Ataga family, are grateful to the Nigerian Police for pursuing this investigation. However, like you, we have many unanswered questions. Some things don’t add up,” it added. Similarly, the family demanded an in-depth investigation of the murder of Usifo Ataga by asking the police to go beyond the arrest of the suspect and get to the bottom of the case. In the statement entitled: “Libelous Publications In Respect of Murder Of Michael Usifo Ataga: Demand For Restraint By Social Media Practitioners/Persons”, by Rickey Tarfa & Co, solicitor to the family, on Saturday night, the family urged those behind the social media publications to refrain from publishing falsehood that impinges negatively on the integrity of the deceased, wife and children or face lawsuits. The statement signed by Olusegun Jolaawo, a Senior Advocate of Nigeria (SAN), on behalf of the law firm, urged Nigerians to allow the police to conduct its investigations without any distraction or interference. “We hereby admonish the publishers of these stories to employ whatever shreds of decency and decorum they can find in themselves to desist from their false and misleading stories and let the investigating authorities carry out effective investigation in the hope of apprehending the perpetrators of this heinous crime and their accomplices. “Yes we know that Chidinma Adaora Ojukwu has been arrested and yes we know that investigation is continuing. Our client is however convinced that there is much more to this than is already apparent from the police investigation,” Jolaawo said in the statement. He added: “It has become apparent even to the most undiscerning reader that from the variety and inherent malice in most of the said publications that they are planted to embarrass and malign the Usifo Ataga, Brenda Ataga and family, and to serve as a smokescreen to enable the perpetrators of the heinous crime cover their tracks. “Our client appreciates the efforts of the law enforcement agencies in their investigations thus far, and will not descend into particulars with respect to any of the said false narratives so as not to inadvertently aid the perpetrators of the murder in covering their tracks,” he further stated. Obviously the guy before you has inserted a cover to block the money from coming out. The cover is purse-like.He would just remove it and retrieve all trapped cash. I would advice that you back to Stanbic and lodge a complain. They should be able to see what happened with their cctv camera. You just have to state the date and time of transactions. It's might be stressful but I think it's worth it. That security man should be held accountable. |
