Yes, you can. You need to prove beyond reasonable doubt why you don't need to go back to Nigeria to apply. It is easier through a lawyer. People have done it on their own. Personally, i will recommend you go back to nigeria and apply.
Regardless of what people say, always follow your guts.

Its more difficult to convince the USCIS that returning to your country to apply will pose social,religious, sexual discrimination including political crisis (war, eg: syria). Besides how many can afford the legal fee.

Am sorry is not possible. Is not possible to adjust from one class of non-immigrant visa to the other, adjustment is only possible when adjusting from non-immigrant to immigrant visa. So you have to come back to Nigeria to apply for your F1 visa.

You may not have issue since you re travelling as a family rather than as an individual, but if asked, you can defend yourself.

Last year my family (myself, wife & 5yr, 3yr children) got our b1/b2 visa but we couldn't make the trip due to my busy schedule. During interview we mentioned Disney World Florida as this is has been my children's dreams.

Now, we're scheduled for the vacation in less than two weeks we already booked return ticket Lagos/NY (instead of return ticket to Disney World mentioned last year). Myself & wife would love to visit NY (booked hotel accommodation already) and after a week head to Disney World Florida (also hotel booking) because of our children.

My question: Do you think this may be an issue at PoE as to why return ticket Lagos/NY instead of return ticket Lagos/Florida?

what you wrote in the visa application when filling is what the cpb looks at the port of entry. Why not land there, and book a connecting flight to where ever you want to go.

I think this issue is still open to debate.
It has not really been ascertained which is best, some may say A cement is good for concrete works, B cement for block work & so on....But no outweighing reason so far why one should be the best. I will say dangote is widely accepted & used because of its availability, not necessarily because it is the best.

Dangote is the first 42.5R that set faster than other with much long lasting durability. If you observe, contruction companies prefer dangote to other cements.

They make decision based on documents you submitted unlike the us but ensure, I repeat, ensure you don't forge documents except you won chop 10years ban. They verify every single information including your place of work, bank statement, landed document and so on. But e beta pass us because permanent residence dey wait for you as you dey graduate.

I believe the reason you were refused visa was because you didn't obey the "90-days-rule" which means one ought to apply for us visa within 90days to the date of travelling for most non-immigrant visa including f1 and b1/b2. You applied too early and that seems to the vo that you want to elude, us visa is wait and take (apply and book appointment online, get interviewed and get your visa) not like canada or uk visa that takes 3months or more to process. Try again and never up.
