The colonial masters left them with issues. used the minority Tutsi to govern the majority Hutu. Although prior to their coming the Tutsis were kinda masters over the Hutus who were slaves.

They widened the gap and by the time they left the Hutus sought of revolted, killing every Tutsi they could find. their aim was to wipe them out completly.
