I'm a manutd fan so I'll post from a neutral view. Fabregas has way better stats than iniesta, does that make him better than iniesta. Hazard is not a stats guy, his dribbling attracts defenders to him and opens up other areas of the pitch helping to cause overloads.
If we look at their strengths they both are fast, can dribble, have good technique, are agile and have good first touch (none of them come close to Isco in first touch though). The only difference is that hazard is a better playmaker and passer while neymar is a better finisher and goalscorer. Hazard operates from deep starting and making plays while Neymar is always on the shoulder of the last defender.
Truth is that they're different players who offer different qualities to the team so it basically depends on what the coach is looking for.
Personally if I was a coach I'd prefer hazard because I expect the goals to come from my strikers.
