The Senate yesterday moved to strengthen the nation’s democratic process as it amended the Electoral Act. The Senate recommended that in the case that the candidate of a political party dies before the conclusion of the election, the party shall within 14 days conduct a fresh direct primary to replace the dead candidate. It also recommended that in such circumstance, the commission shall continue with the election, announce the final result and declare the winner of the election. This amendment to the INEC Act puts to rest the controversy that arose at the November 21, 2015 Kogi State governorship election where the candidate of the All Progressives Congress (APC), Prince Abubakar Audu, died before the conclusion of the election. According to the report, a presiding officer, who wilfully and knowingly contravenes any provision of this section that applies to him, shall be guilty of an offence and shall be liable, on conviction, to imprisonment for at least five years without an option of fine. The debate on the recommendation of the committee on the use of card reader became controversial as some lawmakers kicked against it. Giving an insight into the committee’s report on card reader, the chairman, Senate Committee on INEC, Senator Abubakar Kyari, said that if the card reader rejects more than 10 percent of registered voters, the election should be suspended. The committee had recommended that in the case that the card reader malfunctions to the point of rejecting up to 10 per cent of the voters, the presiding officer should use manual accreditation. But some senators canvassed that the election be suspended for another day. Senate Minority Leader Godswill Akpabio insisted that it would lead to many cases of inconclusive elections which, according to him, had been the trade mark of the current Independent National Electoral Commission (INEC). He posited that the presiding officer should resort to the use of manual for the purpose of election. The amendment of the Electoral Act was sequel to a report of the Senate Committee on INEC, read out by its chairman, Senator Kyari (APC, Borno North). Laying the report at pleanery, Sen Kyari asked the upper chamber to consider the report on the INEC Act (Amendment) Bill 2016 (SB 231 and SB 234) Parts of the reports read: “If after the commencement of poll and before the announcement of the final result and declaration of a winner, a nominated candidate dies, the Commission shall, being satisfied of the fact of the death, suspend the election for a period not exceeding 21 days; the political party whose candidate died may, if it intends to continue to participate in the election, conduct a fresh direct primary within 14 days of the death of its candidate and submit a new candidate to the Commission to replace the dead candidate; and subject to paragraphs (a) and (b) of this subsection, the Commission shall continue with the election, announce the final result and declare a winner. On accreditation of voters, transmission of accreditation data, and issuance of ballot papers to voters, the report said: “A person intending to vote in an election shall present himself with his voter’s card to a Presiding Officer for accreditation at the polling unit in the constituency in which his name is registered. “The Presiding Officer shall use a Smart Card Reader or any other technological device that may be prescribed by the Commission from time to time for the accreditation of voters, to verify, confirm or authenticate the genuineness or otherwise of the voter’s card; that the voter’s card presented by the voter is registered at the polling unit in the constituency in which the card is presented; the biometric connection or otherwise of the intending voter with the voter’s card; and the number of duly accredited voters in the polling unit. “An intending voter shall not be accredited to vote in an election if the voter’s card presented by him to the Presiding Officer is not a genuine voter’s card issued by the Commission to the intending voter, registered at the polling unit in the constituency in which the card is presented, and biometrically connected to the intending voter. “Notwithstanding paragraph (3) (c) of this section, the Presiding Officer, on being satisfied that an intending voter is the owner of the voter’s card, may accredit the intending voter to vote in the election: “Provided that where the number of voters accredited under this subsection exceeds ten percent of the total number of registered voters in the polling unit, the Commission shall suspend the election in that unit and comply with subsection (3) (c) of this section at a later date, if the result of the election at that polling unit may affect the overall result in the Constituency. “The Commission shall continue the conduct of an election suspended under subsection (4) of this section within seven days of the suspension if the result of the election at that polling unit may affect the overall result in the Constituency.” Read More From Source: www.ebiraland.com/2016/12/kogi-news-senate-proposes-fresh-primary.html |

The establishment of Ajaokuta Steel Company Limited (ASCL) was conceived to be the driving force of the nation’s quest for technological advancement. The construction of Ajaokuta Steel Company commenced under the administration of Alhaji Shehu Shagari in 1979 and was commissioned in 1983, when the project had achieved about 95 percent completion rate. As at 1983 when it was commissioned, the following rolling mills of the steel plant were in operation: Light, Billets, Wire rod, medium section and structural mills. It was planned then that profits generated would provide the needed funds for the completion of the remaining five percent of the blast furnace. Alas, after President Shehu Shagari’s removal from office in 1983, the steel plant was abandoned, while most of its engineers trained in Russia to work in the plant, left to join other companies, others were retired. The four mills in Ajaokuta Steel Company between 1985- 1987 started optimal production, regrettably, international politics played a devastating blow to the dream of steel development in the country which led to short-down of the Steel Complex. Since then, successive governments, without political will and technological ideology have made effort in resuscitating the ailing industry but to no avail. The administration of former president Olusegun Obasanjo, in a view to revitalise the moribund industry concession it, despite criticisms from steel workers and labour leaders, to Global System Steel Holdings Limited (GSHL) in 2005 with yet, another disastrous outcome. Under the concession agreement, knowing full well that the future of the Steel Company is not effulgent, President Umaru Yar’adua terminated the agreement in 2008 and set up an Interim Management Committee to oversee it because the concession company GIHL was trading in iron ore and making billions of naira without showing commitments to revitalizing the company. Through the Ministry of Mines and Steel, the federal government said the steel plant would not be closed down after the speculation that the equipment are obsolete. In one of the company’s press briefing in 2012, Engr. Isah, debunked the insinuations that the steel company’s plant was obsolete. He said the plant’s facilities and equipment are in good conditions generally, adding that passion and nationalism have been the propelling force behind the workers, who have guarded the equipment against vandals in disguise. There was a technical audit report by the Ukrainians recently which states that the situation of the steel plant’s equipment and facility are satisfactory. “Technically, the Ajaokuta plant’s equipment and facilities are generally in good condition”. According to the Ukrainian Engineers, the blast furnace model which Ajaokuta steel plant has is the best in the world. “In 2010, the world statistical year book put the total crude steel rates produced globally at 1.4 billion tones, of which 74 percent of it was through blast furnace. This is the technology adopted in Ajaokuta steel plant, then how can a technology that produces such percentage of world steel be considered obsolete?” if vision 20-20-20 is to be realized President Muhammadu Buhari should disregard the report compiled by the Department of International Development (DFID) that said the economic value of Ajaokuta Steel Company was marginal and urged government to completely shut down the steel plant. Multiplier effects, social security and economic potentials of an enterprise are greater indices in measuring profitability.” Experts have said that the steel plant, if completed, has the capacity of producing 1.3 million metric tonnes of liquid steel as well as net provider of employment. “What is required in Ajaokuta is adequate funding and maintenance. There is a steel plant in Ukraine that is over 105 years old and still working perfectly with minimal maintenance,” President Buari should develop the will to reactivate the steel company. At optimal production level, the steel plant at Itakpe Iron Ore can generate over one million jobs for teeming youths if properly funded because many cortege industries that will make use of the by- products from the steel mill would be established. The federal government cannot create jobs through establishment and duplication of agencies which in many cases be scrapped due to policy’s inconsistency by successive governments. The surest means of creating jobs in developing countries like ours is true technological initiative and advancement which will lead to industrial revolution. India is a typical example; the TATA Motor Company of India was established the same period Ajaokuta Steel Company Limited was established, today, TATA is the major supply of military trucks and other heavy articulated vehicles to Nigeria. It is ridiculous that in the 21st century, the giant of Africa is still importing slabs, roofing sheets, simple agricultural tools such as hoe and cutlass, glass ware etc from countries which became independent after Nigeria. High cost of materials for the construction of distillation units, pipelines for feedstock and products transfer are the major claim why we cannot establish functional refinery as a country, but this are materials that could be gotten from Ajaokuta Steel Company Limited with no cost of importation. The neglect of Ajaokuta Steel Company is not just a neglect of Kogi state, but a grave neglect and marginalization of the middle-belt region of Nigeria and an attempt to endanger the future of the Nigerian youths in general. If a whooping thirty nine point four billion naira (N39.4b) can be approved for oil and gas exploration in the lake Chad basin by the administration of President Muhammadu Buhari as reported on the 12th of December, 2015 and at a time the present government is thinking of diversifying economy from oil to other sectors like solid mineral exploration and Agriculture due to fall in crude oil price, same amount with foreign loan and Public-Private-partnership initiative can reactivate the Ajaokuta Steel Company Limited which can create millions of jobs for Nigerian youth. Fatima Abubakar Audu, the wife of the late All Progressives Congress (APC) governorship candidate for the November 21 election in Kogi State, Prince Abubakar Audu, has said that life has not been easy for her since her husband died. Fatima spoke after a special prayer session held to mark the end of the 130 day mourning period (Takaba) in her late husband’s country home in Ogbonicha. She said the mourning period has been ‘therapeutic’, adding that it afforded her the opportunity to reflect on her life, the future and also come to terms with the reality that her husband is no more. “This mourning period has made me to come to terms with the fact that my husband is no more. I have used this period to reflect on my life, my late husband and the future. But I know that even though he is not with me physically, he is with me in the spirit. I give thanks to Allah, who has been my strength”, he said. She also commended members of her late husband’s family, government and people of Kogi State for their support and encouragement. “The children have been so supportive; they showed me love. Also, my mum has been there for me. I also want to use this medium to thank the APC women, especially James Faleke’s wife; she has been really supportive and I want all Kogi women to know that all hope is not loss. Everything happens for a reason but God has the final say”, she said. Also speaking, younger brother to the late politician, Prince Yahaya Audu, expressed appreciation to President Muhammadu Buhari, Vice President Yemi Osinbajo, government and people of Kogi State for standing by them during their trying moment. The Kogi State Governorship Election Petitions Tribunal, on Thursday, dismissed a motion filed by the Labour Party (LP) that sought to stop the inauguration of Alhaji Yahaya Bello as the governor of the state. Kogi State Governor Elect Yahaya Bello The tribunal, headed by Justice Halima Mohammed, dismissed the interlocutory injunction to halt the January 27 inauguration, saying that the application was incompetent. According to the tribunal at its resumed sitting, on Thursday, the application, which would make the matter to be heard outside the pre-hearing session, should have been brought through motion on notice. Counsel to LP, Mr Reuben Egwuaba, had approached the tribunal to hear the motion on notice restraining Bello from presenting himself before the Chief Judge of the state for inauguration on January 27. The party argued that Bello did not have a deputy governorship candidate when the supplementary election was conducted on December 5. “Consequent upon nomination of Alhaji Yahaya Bello as replacement for Audu, Honourable James Faleke, who was Audu’s running mate, withdrew and dissociated himself from participating in supplementary election as Bello’s running mate. “Bello was declared governor-elect after the supplementary election.
