You really don't get it... He released this in order to checkmate the budget of the future nass. The way they are fighting for it, it's obvious that they are looking for more than this amount.
He didn't do it for Nigeria though but to ensure his opponents don't get what they seek. Instead of crucifying him, an intelligent person will encourage this move so that others could see it as a good move for them in future. By that, the public is taken care of.
