Crime › Apprehension Over Missing NSCDC Deputy Commandant by eddie7(op): 7:52am On Nov 14, 2022
Apprehension over missing NSCDC Deputy Commandant

Fear has gripped the Bayelsa Command of the Nigeria Security and Civil Defence Corps (NSCDC) over the sudden disappearance of the Deputy Commandant of the Corps, Mr. Raymond Terwase Gaadi.
The missing Raymond Gaadi hails from Ishorov clan in Buruku Local Government Area in Benue Stare.

Gaadi, who was posted from Enugu Command to Bayelsa to take over as the second in command in April allegedly had issues with the person who was supposed to hand over to him.

There is palpable fear at the Bayelsa Command and the family on whether the senior officer is still alive as his phones had reportedly been switched off since he got missing in October.

It has yet ascertained if the NSCDC officer was kidnapped, involved in an auto crash or a victim of the ravaging floods in Bayelsa that were at the peak during the time of his disappearance.

Terkura said: “Raymond was transferred from Enugu State and he started work at Bayelsa State Command in April. He was in the state until he got missing in October. He visited me in May and informed me that he had assumed duty at his new posting.
“Actually, he called me on October 22, around 6pm, but I missed his calls. When I called back, I did not get any response from him. It was around October 30 that his phones were totally switched off up till today. That was when we started sensing that something must have happened to him.
“I have personally spoken with NSCDC Commandant in Bayelsa State and she told me that they were making efforts to find his whereabouts.

When he visited me in May, he told me that he had a problem, that when he resumed in Bayelsa State Command, somebody was refusing to hand over to him. He told me that in confidence. We have already written to the Inspector General of Police and Commandant General of NSCDC to help us find the whereabouts of our brother who came to serve the nation in Bayelsa. We want to see him alive.”

Authorities of NSCDC in Bayelsa State said they were investigating the circumstances leading to the disappearance of thier Deputy Commandant.
Raymond was said to be given a pass to travel to his former command in Enugu to pack his belongings.

The NSCDC spokesman in Bayelsa State, Mr Solomon Ogbere, said the Command was working with other sister security agencies to unravel the circumstances behind the sudden disappearance of the Deputy Commandant.

He also dispelled insinuation that somebody was refusing to hand over the Deputy Commandant’s portfolio to Mr Raymond Gaadi, saying he was in crisis management section when he was appointed as Second in Command in Bayelsa State.

Ogbere said: “He told the State Commandant that he was traveling to Enugu to carry his loads to Benue State and he was given a pass. He left and up till now, we have not heard anything from him.

“We have called the Sector Commander of FRSC to contact his Enugu colleague, because we learnt that there was an accident along that axis for them to help us check the persons that were involved and whether our personnel was among so we can know what to do. His numbers are not going through; we are also very worried.

“He did not travel with any details attached to him. He was not even supposed to travel to Enugu without his car. We have already communicated to the national headquarters and we are doing everything possible to find him because he is a friend of all. He is a very humble and nice person.

We Have No Record Of Crime Against Tinubu – US Declares

The United States government has said, the All Progressive Congress (APC) Presidential candidate in the coming General elections in Nigeria, Asiwaju Bola Ahmed Tinubu was neither involved nor convicted for criminal drug dealing in the US, falsifying reports amplified by his political opponents who are recycling an unsuccessful suit in which the former Lagos Governor was cleared of all charges.

The US offered the clarification while responding to a petition filed sometime, seeking details about the failed suit brought against Tinubu over unsubstantiated allegations of drug dealing and purported questionable financial transactions in the country.

In its response signed by Micheal H. Bonner, the Legal Officer of the Consulate Office in Nigeria, the US said “a records check of the Federal Bureau of Investigation’s (FBI) National Crime Information Centre (NCIC) was conducted” and “the results of the checks were negative for any criminal arrest records, wants, or warrants for Bola Ahmed Tinubu.”

The response, which re-emphasized the acquittal of Tinubu of all charges by the court, poured cold water on the propagandist efforts of his political opponents who are portraying old court papers, which merely detailed the unfounded and never substantiated allegations, as new and recent facts.

According to a legal expert who described the situation as “a misleading attempt to bend the facts of a simple legal matter in order to gain a political advantage.

“Tinubu has committed no crime. He is not guilty of anything. That is the position of the law and the verdict of the court and other investigative bodies after examining the allegations.

“The suit papers some are bandying around are irrelevant because they said things that were never proven. It is nothing but an attempt to exploit the public’s ignorance of legal matters and dent the image of a political opponent”, he said.

It would be recalled that individuals and social media accounts re-circulating the dated and already publicly available documents of the suit bearing the unsubstantiated allegations revealed that they were all surrogates of the opposition parties challenging what many perceive to be Tinubu’s procession to the presidency based on his established popularity and broad acceptance

Nairaland General › Naira Redesign: CBN Gives New Directives To Banks by eddie7(op): 3:10pm On Nov 09, 2022
*BREAKING NEWS*

*CBN FIRES WARNING SHOTS*

The Central Bank of Nigeria (CBN) has directed all banks in the country that individuals can only deposit N5 million for a new account and N50 million for an old account in one month.

The directive, which was issued by CBN Director of Currency, Ahmed B. Umar, was a fallout of the planned new redesigned Naira which takes effect next month.

According to Umar, individuals will not be allowed to deposit more than N5 million if the transaction involves a new account in one Month.

According to him, any  transaction that involves an old account, then only a maximum of N50 million will be allowed.

He also warned that those with multiple accounts will be monitored via the Bank Verification Number (BVN).
This means that folks who hoarded large sums of money running into billions of Naira stand a chance to lose their wealth.

It could be recalled that CBN recently announced a plan by the Federal Government of Nigeria to redesign the various denominations of the Naira ranging from N200, N500 and N1,000 respectively.

Nairaland General › CBN, Nmfb Sweep Debtors’ Accounts To Recover Loans by eddie7(op): 11:50am On Oct 30, 2022
Hello fam, I stumbled upon this information in one WhatsApp group and I don't know how authentic the gist is. Please anyone with an experience regarding this can kindly share it here. Thanks.

CBN, NMfB sweep debtors’ accounts to recover loans

The Central Bank of Nigeria (CBN), in conjunction with the NIRSAL Microfinance Bank, (NMFB) has started recovering their loans from Nigerians.

Yesterday, many Nigerians started receiving debit alerts from their phones by mid-afternoon.

The buzz was all over the place that the NMFB had started recovering facilities granted to Nigerians under the Targeted Credit Facility (TCF) and the Agric, Small and Medium Enterprise Scheme (AGSMEIS).

Although the recovery exercise had been in the offing for a while following threats by the CBN and NMFB, many beneficiaries of the loan were shocked at the sums harvested from their accounts.

The beneficiaries of the COVID-19 TCF and AGSMEIS facilities had their accounts placed on Global Standing Instruction (GSI).

The Global Standing Instruction (“GSI”) is a mandate authorising the recovery of due loan obligations from any and all deposit accounts maintained by a defaulting borrower with other banks other than the creditor bank.

One of the beneficiaries of the facilities, Mr. Kuma, cried out saying, “Why are they sweeping everything in people’s account?”

Mrs. Lizzy Atte said her children’s bank account was swept clean with only a balance of N657.14 left their account, with a note saying “GSI Recovery”.
Also targeted for loan recovery are defaulters of the Anchor Borrowers’ Programme (ABP), some of whom have already had their accounts debited.

In August 2022, the Central Bank of Nigeria (CBN) authorised NIRSAL Microfinance Bank to recover N5,840,450,992.08 non-performing loans from eight agric businesses who got loans under the Anchor Borrowers’ Programme (ABP).

The Anchor Borrowers’ Programme is intended to create a linkage between anchor companies involved in processing and small holder farmers (SHFs) of the required key agricultural commodities.

Under the TCF Household programme, 639,197 individuals received credit facilities valued at N258,167,332,386.38 while the SME component of the facility witnessed 112,921 Small and Medium Enterprises (SMEs) receiving loans valued at N112,203,609,105.94.

TCF Household beneficiaries received as little as N250,000 at the height of the COVID-19 pandemic to buy food and sustain themselves. Many beneficiaries lost their jobs and many more are still unemployed.

Mr. Philip Yila, Director Development Finance Department of the CBN, during the post Monetary Policy Committee (MPC), had vowed that “every single person who has taken that loan is going to pay. We have their BVN. In fact, we have started implementing the Global Standing Instruction (GSI)”.

“We will continue to poll the account in the bank that they lent to or whichever bank that they have account. Anytime we see money in that account, we will recover it.”

A source at the NIRSAL MFB (NMFB) told The Nation yesterday that defaulting beneficiaries of the facilities can walk into NMfB branches to restructure their loans.

The restructuring, the source said, will involve agreeing with the bank on when to start repayment and the amount affected debtors can afford to repay at agreed but convenient time.

Politics › Remarks By The Chairman, Independent National Electoral Commission (inec), by eddie7(op): 9:12pm On Oct 26, 2022
REMARKS BY THE CHAIRMAN, INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC), PROF. MAHMOOD YAKUBU, AT THE THIRD QUARTERLY MEETING WITH POLITICAL PARTIES FOR THE YEAR 2022 HELD AT THE INEC CONFERENCE ROOM, ABUJA, ON WEDNESDAY 26THOCTOBER 2022

The Chairmen and Leaders of Political Parties
National Commissioners
Directors and other Senior Officials of the Commission
Members of the INEC Press Corps
Ladies and Gentlemen

1. It is my pleasure to warmly welcome you all to our third regular consultative meeting with political parties this year. Since our last meeting on 10th May 2022, there have been several developments, notable among which are the Ekiti and Osun State Governorship elections, the conduct of primaries by political parties for the 2023 General Election, the publication of the final list of candidates sponsored by political parties for the election and the official commencement of electioneering campaign and the suspension of the Continuous Voter Registration (CVR) exercise as provided by law.

2. Already, we are at the most critical stage in the implementation of the activities in the Timetable and Schedule of Activities for the General Election. Working with political parties and other stakeholders, the Commission has so far successfully implemented nine of the 14 activities for the General Election. We are also making a steady progress in other critical areas of preparation for the election, including the provision of sensitive and non-sensitive materials, the recruitment of staff and planning for the movement of personnel and materials for the election.

3. Only last week, we commenced the training of master trainers on election technology to ensure a seamless process. Beginning from tomorrow, we will commence the same training at zonal level and subsequently train all the ad hoc staff for the 176,846 polling units nationwide. On this note, let me once again reassure Nigerians that there is no going back on the deployment of the Bimodal Voter Accreditation System (BVAS) for voter accreditation. There is no going back on the transmission of results to the INEC Result Viewing Portal (IReV) in real-time on Election Day. There will be no Incident Form that enables ineligible persons to vote using other people’s Permanent Voters Cards (PVCs) during elections. We are committed to ensuring that the 2023 General Election is transparent and credible, reflecting the will of the Nigerian people.

4. The critical foundation for credible election is the voters’ register. You may recall that the CVR which started on 28th June 2021 lasted for thirteen consecutive months until its suspension on 31st July 2022. During that period, the Commission gave Nigerians regular weekly update showing the progress of the exercise nationwide, including analysis of the distribution of voters by age, occupation, gender and disability for our planning purposes and for public information.

5. At the end of the exercise, 12,298,944 Nigerians successfully completed the registration as new voters. All along, we have repeatedly assured Nigerians that our process of cleaning up the register is robust. After a rigorous cleaning-up of the data using the Automated Biometric Identification System (ABIS), a total of 2,780,756 (22.6%) were identified as ineligible registrants and invalidated from the record, among them double/multiple registrants, underaged persons and outrightly fake registrations that fail to meet our business rules. Consequently, the number of valid registrations (post-ABIS) is 9,518,188.

6. In terms of demographic distribution, 7.2 million new voters or 76.5% are young people between 18-34 years while there is a slightly higher number of female (4.8 million or 50.82%) than male (4.6 million or 49.18%) voters. In terms of occupation, 3.8 million (40.8%) are students. Hard copies giving the full details of the distribution of the new voters are included in your folders for this meeting. The soft copy has already been uploaded to the Commission’s website and social media platforms.

7. The Commission deployed thousands of diligent staff for the CVR exercise and the vast majority of them discharged their duties conscientiously. Unfortunately, a few of them did not. The fictitious registrations were carried out by some of our Registration Officers involved in the field exercise and could easily be traced. Each registration machine is operated using an access code tied to a dedicated e-mail assigned to a staff. There is therefore an audit trail that gives the total number of persons registered by each official involved in the registration exercise. In some case, some of them made as many as 40 attempts or more to register one fake voter. As a result, the Commission has so far identified 23 Registration Officers involved in this unethical conduct and disciplinary action has commenced. We shall continue to protect the integrity of our voters’ register. It is pivotal to credible elections. It is also a national asset and easily the largest database of citizens in Africa and one of the largest in the world.

8. The 9,518,188 new voters have been added to the existing register of 84,004,084 voters. The PRELIMINARY register of voters in Nigeria now stands at 93,522,272. It is preliminary because Section 19(1) and (2) of the Electoral Act 2022 requires the Commission to display the hard copies of the register of voters for each Registration Area (Ward) and Local Government Area (and simultaneously publish the entire register on the Commission’s website) for a period of two weeks for scrutiny, claims and objections by citizens not later than 90 days to a General Election.

9. Accordingly, in the next few days, the Commission will print 9,352,228 pages of the register. The hard copywill be displayed for each of the 8,809 Registration Areas (Wards) and 774 Local Government Areas nationwide while the entire register will be published on our website for claims and objections as required by law. The display of the physical register will take place at the designated centers from Saturday 12th – Friday 25thNovember 2022. Further details, including the procedure for filing claims and objections, will be released by the Commission next week. I would like to appeal to all Nigerians to seize the opportunity of the display to scrutinize the list and help us to clean it up further so that the final register of voters for the 2023 General Election can be compiled and published.

10. The Commission is also working hard to ensure the completion of printing of remaining PVCs for new voters as well as those that applied to transfer or the replacement of their lost or damaged cards. In the coming days, we will also inform Nigerians of the detailed plan to ensure a seamless collection of the PVCs. We are aware that Nigerians expect an improvement in the procedure for PVC collection. Since the end of the CVR in July this year, we have been working to ensure that citizens have a pleasant experience when they come to collect their cards.

11. Beyond voter registration and the compilation of the voters’ register, the Commission has released the Timetable and Schedule of Activities for the three off-cycle Governorship elections in Bayelsa, Imo and Kogi States holding on Saturday 11th November 2022. Hard copies of the Timetable are included in your folders for this meeting and also published on our website and social media platforms.

12. Last week, the Commission cautioned political parties, candidates and their supporters to eschew violence during the electioneering campaign. The statement was necessary against the background of clashes among supporters of different political parties, including allegations of denial of access to public facilities and the destruction of billboards and other outdoor campaign materials by acts of thuggery. The campaigns have just begun. As party leaders, you should remain committed to peaceful electioneering. We will continue to work together to remove encumbrances to the right of parties and candidates to freely canvass for the support of the electorate. The Commission will continue to track the campaigns and will not hesitate to initiate the prosecution of violators as provided by law.

13. It is clear to the Commission that as the General Election approaches, there will be need to meet more frequently with leaders of political parties. We hope that in spite of your campaign activities, you will oblige us. In fact, we plan to invite you very soon for a discussion on political rallies and the issue of campaign finance, including the limits on expenses set by the Commission after consultation with political parties.

14. Once again, I welcome you all to this meeting. I thank you and God bless.
