Good morning! Here is today’s summary from Nigerian Newspapers:

2. Governor Seyi Makinde of Oyo State has insisted on the resignation of the National Chairman of the Peoples Democratic Party (PDP), Senator Iyorchia Ayu. Makinde, who belongs to the camp of Governor Nyesom Wike of Rivers, made this call at the South-West PDP stakeholders’ meeting with the presidential candidate of the party, Alhaji Atiku Abubakar.

3. The Benue State Emergency Management Agency (SEMA) says it is unthinkable to keep displaced persons in camp for over five years, expressing worry over the plight of displaced persons in the State. Executive Secretary of SEMA, Dr Emmanuel Shior, made the remark on Wednesday while addressing journalists in Makurdi during the monthly food distribution to Internally Displaced Persons (IDPs) in the State.

4. The 19 northern governors and all the traditional rulers in the region have called for the amendment of the 1999 Constitution to give legal backing to State police. This recommendation was contained in the communiqué issued at the end of the meeting of the Northern Governors’ Forum (NGF) and the Northern Traditional Rulers’ Council (NTRC) held on Monday night in Abuja.

5. The Chairman of the Senate Committee on Finance, Senator Olamilekan Adeola, said on Wednesday that over 400 out of 541 Federal Government’s Ministries, Departments and Agencies are to be scrapped as recommended by Stephen Orosanye-led Presidential Committee on agencies’ rationalisation.

An Ikeja Special Offences Court will on Monday rule on a bail application filed by Olanrewaju James, also known as Baba Ijesha, whether the convict has met special circumstances for the court to grant him bail. Justice Oluwatoyin Taiwo fixed the date after taking arguments from both the prosecuting and defence counsel.

7. President Muhammadu Buhari has tasked Nigerians to hope and pray for God’s will to be done as the country prepares to elect a new president, governors and lawmakers at national and States’ levels in next year’s general elections. He spoke at the opening of the Church of Nigeria Anglican Communion Standing Committee Meeting, yesterday, in Abuja.

8. The Federal Government, yesterday, described as illegal a protest staged by members of the National Association of Nigerian Students (NANS) on Tuesday which resulted in a gridlock on the Lagos-Ibadan expressway. Politics › You Have Written Your Own History, President Buhari Tells Gov. Hope Uzodimma by eddie7(op): 7:27am On Sep 14, 2022
YOU HAVE WRITTEN YOUR OWN HISTORY, PRESIDENT BUHARI TELLS GOV. HOPE UZODIMMA OF IMO STATE

President Muhammadu Buhari Tuesday in Owerri, Imo State, commended Gov. Hope Uzodimma for his efforts in developing the state, saying, “You have written your own history,’’ after he saw the ultra-modern chamber of the rebuilt House of Assembly.

President said his administration will leave a legacy of major development projects across the country, while saluting Imo State Governor for giving more attention to constructions and institutional reforms that will improve lives of the people.

President Buhari, who commissioned the Owerri/Orlu dual carriage, Owerri/Okigwe road and the renovated House of Assembly Complex, noted that the Imo State government had made remarkable progress with infrastructure in three years.

“I am delighted to be back in Imo State – the Eastern Heartland – to commission a number of projects executed by the administration of His Excellency, Governor Hope Uzodimma.

“I am happy to note that within just three years of the administration of Governor Uzodimma, I have made two official visits to Imo State to commission projects in the state.

“On each occasion, I have received a very warm hospitality of Imo people, for which I am always appreciative. Ndi Imo, Ndewo!

“As it is often said in local Igbo parlance, a good road deserves a second passage. It is a pleasant coincidence that the name of your governor, “Uzodimma” is derived from this same idiom. Little wonder, therefore, that he has made the provision of good roads one of his top priorities,” he said.

The President said his administration recognizes the importance of critical infrastructure in economic development and was determined to drive the economic development of Nigeria through the provision of vital infrastructure across the length and breadth of the country.

“This can be seen in our commitment to certain critical projects such as Deep Sea Ports, new airport terminals and buildings, various railway projects, a network of gas and power infrastructure, roads and bridges including the Second Niger Bridge, telecommunications infrastructure to mention but a few.

“I am therefore happy to see that the APC administration of Governor Uzodimma is doing similar improvement here in Imo State.

“I commend the Governor for being able to do so with the limited resources at the disposal of the State Government. This proves that when leaders are dedicated and focused, much can be achieved for our people, “ he added.

The President said the Federal Government will continue to support the government of Imo State to ensure that it continues to provide the dividends of democracy to the people.

“This support is equally available to all the states of the Federation irrespective of the differences in political party affiliations,’” he assured.

The President encouraged Imo State indigenes to keep supporting the Governor to actualize his dream for the state, particularly on good governance.

“In my last visit here, I encouraged you all to support your Governor so that he can do more for the people of Imo state. I am happy that you took my advice and today, he has presented to me three key projects for commissioning.

“I have just commissioned the dualized Owerri - Orlu road, the Owerri Okigwe road (Phase 1) and the rebuilt House of Assembly Complex.

“I am told that these two major roads, which I commissioned, cut through several local government areas of the state. The roads will therefore serve as major stimulants to the local economy of these parts of the state,” the President stated.

President Buhari noted that previous administrations in the state were unable to fix the roads because of their unique and difficult terrains, which were complicated by erosion.

According to him, “it took the sheer determination and courage of the current government to fix these roads. So, I say “Bravo” to the Governor of Imo State, whose name I was informed means “good road”.

“I was also informed that the House of Assembly Complex which I have just commissioned was dilapidated and abandoned for over 10 years before the intervention of the present administration.

“This is equally commendable, because of the importance of the legislative arm of government in the sustenance of democracy. I, therefore, applaud the governor for according due respect to this arm of government which is at the heart of our democracy, “ he said.

President Buhari extoled the Government of Imo state for “the road revolution”, describing it as “infrastructure revolution”.

In his remarks, the Imo State Governor noted that the Owerri/Orlu dual carriage and Owerri/Okigwe road had significant economic value to the state and other neighboring states.

“Each of the projects has a remarkable history. Behind the dualized road has been a nightmare for decades,’’ he said, adding that erosion made the construction more difficult.

Gov. Uzodimma said: “To the glory of God we have found the courage, dedication and means to fix the road. The seemingly intractable challenges have been addressed.’’

The Imo State Governor noted that the renovation of the House of Assembly had made it more befitting for the lawmakers, after it was abandoned for many years.

The Governor thanked President for his interventions to ensure development in the South East, with historic projects, like second Niger Bridge, which would gulp the highest single investment in the zone of more than N360 billion, approval for upgrading of the Federal Medical Centre to a teaching hospital and establishment of a naval base in Oguta, Imo State.

Crime › Bail Is Free, 'stop Corrupting My Officers' Or You Will Be Prosecuted - Lagos CP by eddie7(op): 4:34pm On Sep 12, 2022
Bail is free, 'Stop Corrupting my Officers' or you will be Prosecuted - Lagos CP warns general public

Bail is free, 'Stop Corrupting my Officers' or you will be Prosecuted - Lagos CP warns general public

“If you go to the police station to ask for the release of your relatives and the offense is a bailable one, and the policeman or woman in charge of the case, or the investigating police officer, asks for bail money, tell him or her that bail is free

The Lagos State police commissioner, Mr. Abiodun Alabi, has said that Bail is free, and that anyone paying for bail will face prosecution.
While speaking on Saturday he also warned his men and officers against collecting bribes or bail money from individuals who have cases with the police.

According to Alabi, “Bail is free and it is written everywhere in police stations. I want to warn that any police officer caught collecting bribe or bail money from members of the public will be seriously dealt with,” he said.

“I want to equally warn members of the public to stop corrupting my officers with bribe. If you don’t know, understand today that those who collect bail money and the giver are culpable. We are going to start prosecuting the giver and taker of bribe and bail money.

“If you go to the police station to ask for the release of your relatives and the offense is a bailable one, and the policeman or woman in charge of the case, or the investigating police officer, asks for bail money, tell him or her that bail is free.

“If you resist giving bail money, which is bribe, and the officer insists that you must pay the bail money, walk to a senior officer and report; if they refuse to release your relative, kindly come to my office and tell them the reason that you want to see me and see if I won’t set an example with that officer or those who are involved. I am not boasting because there is no reason to do so.”

Alabi reintegrated that his office is opened to every member of the public, especially the oppressed who are fighting for justice.
“Nigerians should help us stop this issue of bribery and corruption in the police force. I am specifically hammering on bail. It is free and the police management is not happy about it. But the problem is that most people who give bribe or pay money for bail are the ones prompting the officers, because their hands are not clean and, therefore, they want to buy justice. Some even beg with money so that their cases won’t be charged to court. But if your hands are clean and a policeman is trying to intimidate you with bribe or bail money, resist him or her and you will help us to stop this issue of bail money.

“We are going to start looking out for the policemen who request for bail money from suspects or their relatives. We are also looking for those who offer them bail money. Anyone caught will be dealt with. We shall be going round police departments, units and stations to get rid of bribery and corruption, especially the issue of money for bail. If you decide to give a policeman bail money, you are on your own, but if you report to us and we refuse to take action, blame us. I am assuring you of justice when you report.
“For my officers and men, it is no more business as usual, bail is free. I want to advise you, you should police with the fear of God. How can you collect money from a person who came to report that something happened to him? You are collecting money from someone who has come to report that he or she has been swindled. That is sheer wickedness. I am advising you that you should start preparing for your retirement by making friends with the members of the public, because you are going to return to the public. It is how you treat members of the public while in service that they will welcome you.

“Power is transient. You cannot remain in your uniform forever. Try and demystify your office by relating well with the members of the public. A bribe of N100,000 may deny you of goodwill of N1 million tomorrow. Don’t hold your office as if you will remain there forever. People have been there before you and you must leave there one day.

“For divisional police officers and area commanders, especially those whose jurisdictions are where there is always traffic, I have warned them to make sure that traffic robbers don’t operate successfully. Any of them who refuse to comply with my directives will incur my wrath. I can attest to you that the Rapid Response Squad (RRS) and tactical units are doing well. They are not only arresting and making recoveries, but they are nipping robbery in the bud. In fact, they are working round the clock to make Lagosians sleep with their eyes closed.” he concluded.

Nairaland General › Conspiracy Against Nigeria : I Reject Money To Bomb. Prof Mahdi by eddie7(op): 4:01pm On Sep 12, 2022
GREAT CONSPIRACY AGAINST NIGERIA NATION
How I Rejected An American Officer’s Money To Bomb Hotel In Kaduna – Mahdi Shehu.
.

Nigerian businessman, medical practitioner, and activist, Mahdi Shehu has narrated an event that happened 27 years ago and was significant to the turn of many other events in the country.

Mahdi revealed the staggering event when he answered questions on why the DSS arrested Tukur Mamu, the man who operates as an intermediary between the families of the abducted victims of the Kaduna train attack and bandits.

He accused security agencies of being jealous when there are individuals who have classified information.

In his narration, Gatekeepers News reports that Mahdi cited an event in 1995, where he was offered money to place a bomb parcel in the bookshop of Durbar Hotel, Kaduna, by a named American Political Officer.

The Officer, according to Mahdi, is named Russell Hanks, and he offered him N1 million at the time to bomb the hotel.

Hanks, according to his LinkedIn profile, is currently a Senior Associate at Nebula Group, USA, LLC. He worked in the United States Department of State for 26 years and nine months, and Abuja was one of the places he was posted to when he served.

What did Mahdi say about the bomb offer and the American officer?
“Let me tell you my experience 27 years ago. Between the 7th and 9th of June, 1995, 27 years ago in Kaduna, when the bashing of Nigeria’s image was at its own highest peak. A then Governor, Lt. Col Lawal Jafaru Isa, he’s alive now, and he can confirm what I’m going to tell you now, put up a seminar between Kaduna State government, New Nigerian newspapers, and NTA. The seminar was titled “Not in Our Character,” Mahdi narrated it to Arise TV on The Morning Show.

“All federal government officials were there, state governments, security agencies, Matthew Hassan Kukah delivered a paper there. I also spoke on the floor. The import of the seminar was to deconstruct the image being painted of Nigeria that is so bad. But what is the news there? The news is that after the seminar… after my contribution, a tall, lanky, blue-eyed, blonde-haired American man approached me outside the hall at Hassan Chiroma Katsina House, venue of the seminar. He just handed over his card to me and left. What was the name on it? Russell J. Hanks, American Embassy, Political Officer. That was on the 9th of June, 1995.

“Not until the 11th of August I received a call on my landline, and on the caller ID, I saw the number. It was Russell’s number. He said, ‘Mahdi, I’m just calling as a follow-up to our meeting the last time and say hello to you. Bye-bye,’ he dropped (the call). Again, on September 9th, he called me again for the same courtesy call, then 11th of December, he called me and said that ‘Mahdi, I’ll be coming to Kaduna. Will you have a cup of tea with me?’ I said fine. He came in, he called, and I met him at Hamdala Hotel. We had a cup of tea. I think he was trying to size me up because he was busy asking me about the performance of Abacha’s government, and I was playing safe, but then came the big bang.

“On 21st December of the same year (1995), he came into Kaduna, and he called me. He said, ‘Mahdi, I have a business for you. And it’s very important. Meet me at Hamdala Hotel, on the last floor at Hamdala Hotel wing, which I did. On arrival, Russel Hanks told me, ‘Mahdi, we are worried. The American government is doing a bomb campaign against Abacha. We don’t want him. We are promoting a regime change. This parcel (holds out a phone in the description) is what I want you to do. See Durbar Hotel, just away there – 600 metres. Go into the bookshop and drop this parcel- small parcel. This is N500,000 for you and another N500,000 waiting for you. Once you drop the parcel, please come back to collect the second N500,000.”

“I said, ‘Russel, you have miscalculated. When I addressed Adamu Ciroma as the Minister for Agriculture in that seminar, you’re referring to, when I addressed (Abubakar) Rimi as the Communications Minister when I addressed Ismaila Isa Funtua as the Chairman of Newspapers Proprietors Association of Nigeria, I did that as a citizen, not because I don’t like my country. I dressed him down. I abused him. ‘He said Mahdi Mahdi; now I know you’re a good citizen. I’m just trying to test you. You are nationalistic. We look forward to working with you to stabilise Nigeria, and that was another fault. I held him because I saw desperation in him. He wanted me to leave, but I refused to leave. Then I heard a knock on the door (gwamp-gwamp).”

How Late Journalist Bagauda Kaltho Was Involved – Mahdi

Mahdi narrated that he refused Hanks’ offer to bomb Durbar Hotel, but when he was about to leave, he saw late journalist Bagauda Kaltho at the entrance of Hanks’ room.

“We went to the door together, and he wanted to see me off. At the door was Bagauda Kaltho, the journalist that was said to have been killed by Abacha. Bagauda was right at the door there. I think he gave him an hour before me, but I keyed into Bagauda’s hour. Bagauda went into the room, and I left. What happened? Not long after that, two hours later, bomb! Where? Durbar Hotel. Where? At the bookshop. When that happened, Lawal Jafaru Isa can confirm this. I drove straight to the government house to see the Governor. For what reason? Urgent security reason. I was ushered into Lawal Jafaru Isa’s office, and I told him what happened. The following day, I was brought to Abuja. I was able to see Abacha in his residence, and I narrated to him.

“Before they could say, Jack Robinson, four days later, Russel Hank flew out of Nigeria. Ten days later, security operatives came to Kaduna to interview me. When I gave them the narrative, one of them took to the side and said, ‘Mahdi, keep off. We are very jealous. Security agencies are very jealous institutions. You have done your own. Don’t ever give any public comments on it. Don’t give interviews, don’t give anything because if you begin to talk, our failure would have been seen very clearly.’

“From this following information, I called Mamu three times, and I said, ‘Mamu, security agents are more jealous than a woman whose husband is about to take a second wife. Keep off from them. They’ll injure you,’

Mahdi said Mamu didn’t listen to his advice for him to stop being an intermediary. He described security agencies as being jealous and parasitic and said he wasn’t surprised Mamu was arrested as he saw it coming and expected it a long time ago.

Me: conspiracy against NIGERIA has always been there. I will never fall for it.

PRESS RELEASE

DSS ADVISES AGAINST UNGUARDED UTTERANCES OVER TUKUR MAMU

The Department of State Services (DSS) has followed, with keen observation, overzealous comments by sections of the public in view of issues relating to the arrest and investigation of Tukur Mamu. The Service wishes that it is not distracted with some of the skewed narratives pervading the media space. Instead, it requests to be left alone to concentrate on the ongoing investigations, the outcomes of which have remained mind-boggling. Meanwhile, the Service will cease further comments on the subject matter since the Court will determine its course. Consequently, the public is hereby enjoined to desist from making unguarded utterances and await the court proceedings.

TUKUR MAMU:
FROM NEGOTIATOR TO SUSPECT

By Mahmud Jega

Kaduna-based Desert Herald newspaper publisher Tukur Mamu’s quick transition from hostage negotiator to state security detainee was not very difficult for keen observers to foresee. Since February this year, when terrorists stormed an Abuja-Kaduna bound train and made away with dozens of hostages, Mamu has been in the daily spotlight as the man trusted by the terrorists to conduct negotiations between them, government and the families of hostages. While Ansaru hostage takers trusted Mamu, it was evident from the beginning that government had no faith in him as an honest broker.

It was very dangerous work. To begin with, no one should appoint himself as a hostage negotiator, especially where deadly terrorists such as Ansaru are involved. It is a job that anyone should undertake very reluctantly, at the urging of all sides in the drama. Usually, it is institutions such as the Red Cross that undertake this role, because of their acclaimed neutrality. Even Red Cross does not rush in to offer itself for this role.

Then there are rules. Hostage negotiation is undertaken secretly and confidentially. Details of terrorists’ demands and the alleged deadlines they issue should not be for public consumption, unless they themselves find another way to broadcast it to the public. Otherwise, there is a thin line between hostage negotiation and serving the terrorists’ propaganda aims. For example, to announce to the public with alacrity that the terrorists will soon begin to kill the hostages is to whip up public feelings in order to put pressure on the government to accede to the terrorists’ demands.

That is not a very responsible thing to do. There are a thousand and one reasons why government should not accede to the terrorists’ demands to release their captured commanders, not the least because they will immediately seize another set of hostages and make more demands. Of course for the hostages’ family members, no price is too high to pay to get their loved ones released, but government must look at the larger picture.

Since this matter will soon end up in court, according to the Department of State Services spokesman, we should not dwell into the substance of the allegations being made against Mamu, including the said discovery of military accoutrements, huge sums of money in various currencies as well as details of financial transactions said to have been found in his abodes.

The security service’s method of arresting Mamu however left some unanswered questions. Why was he allowed to board a plane from Kano, with many family members, only to be arrested in Egypt and deported back to Nigeria? Maybe DSS has a good explanation for that.

Hours after he was whisked away as his plane landed in Kano, agents raided his office and house and said they found a lot of incriminating material. Such raids were better conducted while Mamu was around. Otherwise, some people will say that cops are known to plant things in a suspect’s house, only to raid it and “find” them. Quite often when the police parade [dead] armed robbers and display weapons said to have been recovered from them, some people think that the weapons could have been planted. The most notorious such case was the case of the Apo Six in 2003.

Already, DSS is spreading the dragnet and other suspects were being picked as at Friday, including Mamu’s father-in-law. There will be no public sympathy in Nigeria for anyone found to have been involved with or to have profited in any way from terrorism and hostage taking. Suspects should have their day in court, even though it is understandable if the public does not get to see all the evidence for security reasons.

You can’t come to Imo when Nnamdi Kanu is in detention – IPOB dares PMB

The Indigenous People of Biafra (IPOB) has declared Tuesday, September 13 a sit-at-home, the same day President Muhammadu Buhari is slated to visit Imo State to commission some of the projects of Governor Hope Uzodimma.

A statement by IPOB spokesperson, Emma Powerful said that there would be a total lockdown of the Southeast on that day in solidarity of their leader, Nnamdi Kanu, who is billed to be in court in Abuja.

Powerful noted that it an affront to the people of Southeast for the president to visit the zone when their leader is still kept in detention.

The statement reads in part: “The global family and movement of the Indigenous People of Biafra under the command and leadership of our indefatigable liberator, Mazi Nnamdi Okwuchukwu Kanu, wish to announce to the general public, especially Biafrans that Tuesday 13th of September has been declared a day of civil action in the form of sit-at-home in Biafra land.

“First, our leader’s Appeal Court hearing that was supposed to be on October 11th has been brought forward to 13th September, 2022. As usual we call on Biafrans and lovers of freedom to demonstrate our solidarity with our leader who is bearing our yoke in detention for over a year now.

IPOB never issued a new directives to Biafrans, but is simply implementing an existing order to lock down Biafra land any day the leader of the Indigenous People of Biafra will appear in court at Abuja.

“There shall be a total lock down of the whole of Biafra land on Tuesday the 13th of September 2022. Buhari cannot be coming to Imo State while he continues to detain our leader, Mazi Nnamdi in the DSS custody.

“We, therefore, expect all markets, schools, banks, businesses and companies, including police stations in Biafra land to be under lock and key next week Tuesday, September 13th, 2022 in solidarity with our leader, Mazi Nnamdi Kanu.”

Meanwhile, the Imo State government yesterday said that all is set for the visit of President Buhari to the state on Tuesday to commission the dualised Owerri/Okigwe road Phase 1, Owerri/Orlu road and the refurbished State House of Assembly complex.

Crime › FG Dissolves NSCDC Anti-Vandal Unit, Road Blocks by eddie7(op): 6:52pm On Sep 06, 2022
FG dissolves NSCDC anti-vandal unit, road blocks

The Federal Government has ordered the immediate dissolution of the anti-vandal unit of the Nigerian Security and Civil Defence Corps (NSCDC) across the country.

According to the government, the dissolution was due to the uninspiring performance of the unit in the past few months and the need to sanitise and bring fresh ideas and perspectives to the operations of the unit.

The Commandant-General of the NSCDC, Dr Ahmed Audi, announced the dissolution shortly before a meeting with 36 States Commandants and the FCT Commandant as well as top Management Members of the Corps at its headquarters in Abuja.

He said the Minister of Interior, Ogbeni Rauf Aregbesola, approved the dissolution of the unit, adding that all unapproved roadblocks mounted by NSCDC personnel across the country are also dissolved with immediate effect.

Audi explained that following unprecedented reports of crude oil thefts, vandalism of critical national infrastructures, and collusion of some personnel with criminals, the government had come to the inevitable conclusion that the present Anti Vandal Unit cannot deliver on its mandate.

He said while a comprehensive investigation and probe of the activities of its personnel allegedly involved in collusion and collaboration with criminals are ongoing, the Corps would leave no stone unturned to bring perpetrators of illegality amongst its ranks to book.

Audi, who interacted briefly with newsmen before proceeding with the meeting with the States Commandants, assured that personnel who were found wanting at the end of the ongoing probe would be punished appropriately.

He said the government cannot continue to watch the resources of the country being depleted by criminals, while those charged with the responsibility of protecting them watch helplessly or collude with the criminals
.

The NSCDC boss also said the viral video of its personnel seen extorting money from innocent Nigerians was being investigated while promising that those involved would be punished in accordance with the law of the land.
