One problem with most fans is that they value more what belong to others than what is within. For example if Wilshere or Coquelin were to be playing for Man City or Chelsea we would have valued them better. But the truth is that, in most cases the better replacement comes from within. Due the superiority tussle among the GUYS, the other Presidents usually bring in Retired Military personnel (from DMI) to head the DSS, this way the DSS/SSS guys will blend easily with the military guy.
The Head of the DSS under OBJ regime was a Retired Military Officer from DMI.  Our superior military is using mercenaries from South Africa to battle boko haram while the equivalent of a Level 11 officer in the civil service is controlling deployment of personnel in the Nigerian Army. The Military high Command has automatically delegated the role to him?(ADC) immediately the President choose him. The SSS are still protecting the President and his Family in the Villa but not within the President close-ring. Was Almustapha ADC or CSO to Abacha ? Dbboy: That's not a personal decision by mr president you people don't get it. DSS service is to the office and who ever occupies it under the section of the law becomes a prerogative of security service irrespective of whether you want them or not. When I see stup!d comments like the guy you just responded to it truly saddens my heart. We need a total over haul of our secondary education system so our youth understand what a democratic government is. |

The Nigerian society is not your average society. Sometimes things are not as upright as they should be. Issues that would be considered in simple terms in other countries often take a whole new dimension in Nigeria. Let’s take last week’s election of the Speaker of the House of Representative and President of the Senate as examples. After a transparent election in which the President of the Senate and the Speaker of the House of Representatives were duly elected, the APC issued a statement denouncing both individuals as from membership of the party simply because the election did not go as the party had intended. Earlier this month news made the rounds that there was an ongoing dispute as to who, between the Department of State Services (DSS) and the Military, would be assigned to the protective detail of the President and Vice President. There were indications on the ground that the dispute had reached fever pitch as the APC Security Committee have drawn and deployed soldiers from Infantry and Artillery Corps of the Nigerian Army as well as from the Navy to the Villa to take over from the DSS. I will not even go into the legality or otherwise of the deployment as it was no doubt done without any authorization or due process. This leaves on wondering what a party Committee has got to do with the configuration of a Presidential Bodyguard unit. It is assumed that the Committee would have terminated its assignment after successful transition. I find it highly illogical to replace DSS officials with soldiers as the major criteria for doing should have been the pertinent question ‘has the DSS ever failed in its duty to protect the President, the Vice President, Senate President and Speaker of the House?’ The answer is of course No. So, if something isn’t broken, why fix it? To further understand why it would be absolute folly to have the military protect the President rather than the DSS, let us take a look at the evolution of the DSS. The DSS or the SSS as it was previously known started as a department in the defunct “E” Department of the Nigerian Police Force in 1948. It was then referred to as the Special Branch and had the primary responsibility of procuring and disseminating intelligence on security matters in Nigeria to relevant authorities. The Special Branch was transformed into the National Security Organization (NSO) by virtue of Decree No. 16 of 1976. The reason for the creation of the NSO was necessitated by the desire of the Federal Government to confront the challenges of the time as presented by the intelligence challenges of the Civil War, the pursuit of several foreign policy commitments and the challenges to security posed by the abortive coup of 1976. Besides making the NSO an autonomous body with a life of its own, the Decree sought to professionalize the whole essence of intelligence gathering in Nigeria. In 1986, the Babangida administration, through Decree No. 19 of 5th June, 1986 reorganized the NSO and restructure it into three agencies, the State Security Service; the Defence Intelligence Service (DIS); and the National Intelligence Agency (NIA). In 1999, to give the SSS the advantage it needed to reposition itself for greater efficiency, General Abdulsalami Abubakar (Rtd.), in exercise of his powers as President by virtue of Instrument No. 1 of 1999 relating to the General Duties of the SSS as set out in Section 2 (3) of the decree’s objectives, further expanded the agency’s mandate to provide leadership and criminal justice services to both the federal and state law enforcement organs and was also charged with the protection of the President, Vice President, Speaker of the House of Representatives, President of the Senate, State Governors, their immediate families, other high ranking government officials, past presidents and their spouses, certain candidates for the offices of president and vice president and visiting foreign heads of state and governments. They have carried out these protective functions impeccably so far. I understand that there may be old wounds and grudges being borne against the DSS for the partisan and unethical actions they took prior to the elections but this should not blind the current administration into scrapping an institution for the offences of the top officials. The leadership of the agency can be investigated for complicity unethical conduct and may be reprimanded where necessary, for the role the Service played. Tossing the entire institution under the bus as a means of payback is, well to say the least, in bad taste. Besides, the training of the DSS and the military are totally different. The fact that they are both authorized to carry arms does not make their functions the same. For one, the army by their training cannot blend into a crowd for the purposes of carrying out intelligence or surveillance operations. By virtue of their training, blending isn’t one of the virtues of a soldier. Protecting a President goes far beyond carrying guns and looking stern. There are dozens of intuitive and instinctive issues one needs to consider and DSS operatives by their training are good at this. A DSS officer from basic training is prepared to be a protective security officer. Replacing the President’s protective detail with their military would be tantamount to stuffing square pegs in round holes. If this administration wants to expand the functions of the military to include protecting the President and Vice President, then they should first amend the Armed Forces Act. From the reading of Section 1(3) of the Armed Forces Act, the functions of the army are pretty clear and do not contemplate any inclusion of protecting the President or Vice President. There are reports where the DSS is accused of bugging the President’s residence and cell phones. If you ask me, this is too well timed to be coincidental. Seems to me like someone is playing dirty, all in a bid to validate the military as the protectors of the President. Call me paranoid but replacing the DSS with the army as the protectors of the President is like inviting the fox into the hen house. If this idea was conceived by someone close to the President, then the President should be wary. That person may have ulterior motives. citizenisb: A lot of times we try to project the image of the benign, peace loving drunk from Otueke to cover up the complete rot his administration represented. It is just a repeat of history as most of us know that Shagari is a good man but his administration was very corrupt.
I stay in Abuja and I know that the corruption under the GEJ administration was monumental and the enormous revenue accrued to the government was wasted even much more than Abacha, Babangida and Obasanjo combined. Why are we so wicked to keep on defending his administration.
Buhari has a lot of personal flaws but if we can remember this election was a referendum on GEJ not necessarily about Buhari in the swing states of the South West and North Central.
Whether he appoints Ministers this night or next year it is a huge relief from the madness we just went through for six years.
It will take a lot for us to recover with the depleted external reserves, crash of crude prices, a possible Greek default, reduction in summer travel and GDP/ Oil use due to terrorism fears, a huge slowdown in China, 30 million barrels of stored Iranian crude about to hit the market with the removal of sanctions and two possible interest rate hikes by the US Federal Reserve.
We are in interesting times no matter who is at the helm and the earlier we all hunker down and pray to weather the storm without terrible social unrest that will come with job losses, subsidy removal, Naira devaluation and corresponding hyperinflation adding to the Boko Haram insurgency decimating the North East and the bankruptcy of the states.
Let me give you a brief example; Buhari told the governors to negotiate longer loan tenors with the banks up to 20 years to reduce the strain and inability to pay salaries, do you know how that will affect bank profits and systemic liquidity. What will happen to their Oil and Gas loans if oil prices dip further.
May God help this country but please it is sheer wickedness to bring up the previous administrations records. In other climes they would have been shot by now. But just because the previous administration was reckless with our democracy and we opted for change doesn't give the man the mandate to return us to a Military style of Govt. Have you ever fallen into a situation with the Nigerian Army before ? What gives him the power to decide that the presidential villa, one of our foremost symbols of democracy should be shielded by his band of Zombies rather than the constitutionally assingned sentinels ? What is so difficult in assembling a cabinet ? Tomorrow we will hear of Nigerians being locked up in Military barracks because he doesn't trust our police system. We will start to get decrees instead of bills because legislators are corrupt. Better we fight this from the start before it is too late. |

proudlysports: I want to believe that Petr Cech will be one of two or three arrivals this summer at Arsenal. GK may not have been a priority but it was definitely an area we needed to strengthen. WS1 needs someone he can learn from. He learnt a lot when Lehmann was here (how many people remember that there was a time Szczesny couldn't kick the ball beyond the half way line?). Cech here for 3 to 4 seasons will do a lot of good for Szczesny especially as he MAY also come with his GK trainer. It's not like I'm saying Cech's signing was completely needless, my worry is that the 10 mil+ used for signing Cech depletes our limited transfer kitty. I don't want a striker who's 10 mil+ less than the quality we ought to have |
