Today, I signed into law the 2019 Appropriation Bill approved by the Lagos State House of Assembly. This bill which will allow us begin to build for a greater Lagos is made up of 55% capital expenditure and 45% recurrent expenditure. The total budget is N873,532,460,725. Thank you for helping us start work immediately. Operatives of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), have arrested a 48-year-old Pastor with the mountain of Fire and Miracle Church (MFM), Gwaripa Branch, Federal Capital Territory, Abuja, for allegedly impregnating a 16-year-old girl. The suspect, David, was said to have volunteered to provide shelter and also conduct deliverance on the girl after she was accused of witchcraft, but thereafter took advantage of the vulnerability of the innocent girl and repeatedly sexually violated her. The victim, a junior Secondary School (JSS2) student of one of the government schools in Abuja, dropped out of school and was in dare need of accommodation shortly after the death of her parents in 2018. Investigation revealed that the randy Pastor, who lost his wife sometimes ago, had once lived in the same compound with the victim’s parents in Karmo community, a suburb of Abuja. Thepastor volunteered to harbor her and promised to assist in her education so as to give her a fulfilled life. According to the victim, after the first year of their living together, the pastor started making love advances toward her, an action she constantly resisted. She narrated that the first time the pastor raped her was in March this year on her birthday. She explained that the pastor had taken her and his daughter out on birthday celebration to some relaxation centres in Abuja. She further narrated that in the evening, after daughter of thepastor had gone to bed; he approached and pounced on her, ignoring all pleas for mercy. It was gathered that the pastor had since, continued to rape her at will, which later led to pregnancy. During interrogation, the pastorconfessed to have sexually abused the girl only twice and attributing the evil act to the “work of the devil.” He stated that he actually took the girl in to conduct deliverance for her and also enroll her in school having missed school for about two years. “After the deliverance, she has no place to stay, I then took her to live with me and my daughter,” admitted the pastor. The Director General of NAPTIP, Dame Julie Okah – Donli, described the action of the man as the highest form of wickedness against fellow human being considering the fact that the victim was vulnerable and a helpless orphan. Okah – Donli said: “I’m deeply sad and disappointed by the action of this man who ordinarily ought to have provided hope for the girl by virtue of his position as a clergy. Rather than doing what is biblically expected of him in line with his calling, he abused his position and preyed on the very victim he supposed to protect. “Arising from the increased cases of rapes and sexual abuses of female children and even male across the country, I have directed massive sensitisation of men forks across the country in order to arrest the situation. At least 20,000 youth in Enugu State have applied for the state Cleaning and Beautification job which is an initiative of Governor Ifeanyi Ugwuanyi. Rev. Fr. Michael Ogbu, the coordinator of Enugu Clean Team Project (ECTP), , told newsmen in Enugu on Friday that the application was for the additional 1,000 workers approved by Gov. Ugwuanyi to create more slots for interested youth in the state. After our announcement for recruitment of additional 1,000 staff, more than 20,000 persons applied with at least a school certificate. “I can recall vividly that when we started the Enugu Clean Team Project, young people were reluctant to come for employment for the initial 1,000 workers in the project but now the story has changed,’’ Ogbu said. According to him, apart from the procurement of new equipment to cover Enugu, Nsukka, 9th Mile Corner, Awgu and Oji River axis of the state, the employment of additional 1,000 staff will enhance the operational capacity of the project. Ogbu also re-affirmed his commitment to fulfil the purpose for which the initiative was thought up which is to make the coal city the cleanest city in Nigeria. “ECTP management has put machinery in motion to ensure that Enugu State and Enugu city becomes the cleanest state and city in the country within the shortest possible time. “I believe the governor and the state executive council are impressed with our performance and that is why we were graciously granted request to increase our staff strength with an additional 1,000 staff,’’ he said. He urged driver motoristsagainst reckless driving as some of the staff of the ‘project’ who on duty in the early hours of the day; he also pleaded with residents to make the job easier for the these workers by desisting from indiscriminate disposal of refuse. Ogbu explained that part of the reasons why the governor established the organization was to provide employment to young people and discourage them from going into crime in addition to keeping the environment clean. A mother of two who pleaded anonymity has taken to social media to ask members of the public whether it was wrong to ask her husband to wash the dishes. According to her, her husband lost his business to scam and she has been the one catering for the family with the little she earns from her restaurant business. She said: “Truly, My husband was the one who opened the restaurant for me, I cook very well and I still do my cooking by myself as I only direct my staffs on what to do. “My husband lost his business to scam and since then it’s been me carrying the responsibilities, most of my staffs left because I could not pay them and at some point, all of them left and I had to do everything by myself. “My husband is doing nothing yet, he just sits at home and maybe go pick the kids from school and all, so yesterday I had lots of customers in the shop, I was doing everything by myself, so as soon as my husband walked in, I asked him to help me rush to wash a few plates while I serve, and he looked at me in some strange way, I repeated myself and he slapped me in public, and walked out. “I ignored the embarrassment and even most of my customers left, when I got home I noticed that he moved his things, I called his phone and he said he is in his friends place till he gets a job he will come home, that I should take care of the kids. “He cut the call I tried to call and the next he blocked me. “What did I do wrong, who is supposed to be upset? Now that Justice Tanko’s 1st major decision as CJN is against APC, those who paddled the falsehood that he’s appointed by Muhammadu Buhari to do the bidding of APC Nigeria should either swallow their pride and apologise to Nigerians or bury their heads in the sand till the end of time. Justice Tanko has always been known to be a man of high moral integrity and probity. He is always conscious of his Creator and would never allow himself to be used by any politician. With just few days to the inauguration of new administrations, Saturday Telegraph checks have revealed that there is no love lost between some incoming and outgoing governors. This is so because some of the governors-elect have alleged that some incumbent governors have set booby traps to frustrate a smooth transition. These clandestine ploys, according to investigations by SOLA ADEYEMO, TEMITOPE OGUNBANKE, STEVE UZOECHI, CLEMENT EKONG and ALI GARBA, include frosty relationship and cold cooperation with transition committees set up to usher in a smooth handover, last-minute awards of contracts, and massive appointments of top civil servants by the outgoing governors, among other issues. There seems to be more troubles for some incoming governors, owing to the frosty relationship between them and their would-be predecessors. Based on this, some governors-elect have declared that the incumbent governors, some whom were defeated at the polls or failed in their bid to plant their political surrogates in office, were out to set booby traps for them and cripple their administration from inception. However, the outgoing governors, who would have none of the allegations, cautioned the governors-elect in their respective states, asking them to wait for their turn and be ready to inherit assets and liabilities because government is a continuum. Duhu: Adamawa APC govt selling government properties -Yaya PDP committee acting outside its purview. The much touted cooperation between the incoming and the outgoing governors of Adamawa State is dicey since the two political gurus are from different political affiliations. However, the political tension is manageable as the incumbent governor, Muhammad Umar Jibrilla of the All Progressives Congress (APC) and Alhaji Ahmadu Fintiri of the Peoples Democratic Party (PDP) are themselves exhibiting high level of maturity in bringing down the tension. The Secretary of the Transition Committee of the incoming administration, Mr. John Yaya, who spoke on the level of cooperation, expressed dismay over the attitudes of some members of the ruling APC, who were bent on frustrating the incoming administration. Yaya, who spoke on behalf of the Chairman, Alhaji Ibrahim Numan, lamented that of recent, “the outgoing administration has embarked on the sale and auctioning of government properties at their disposal, a situation, he said, could frustrate the smooth administration of the incoming government.” Reacting, APC stalwart, Dr. Umar Duhu, alleged that the PDP Transition Committee in Adamawa State acted outside the purview of its primary assignment. On employment, Duhu said the state has a statutory Civil Service Commission for the purpose of employment, adding that the employment pass through the commission and challenged the Committee to come up with cogent facts to substantiate their allegations. Fintiri had earlier, while inaugurating a 65-member Transition Committee, warned the outgoing administration “not to embark on aggressive recruitment into the state Civil Service as doing so would be regarded as an exercise in futility since it has political undertone.” He had also in a statement issued by his media aide, Mr. Solomon Kumangar, warned banks against giving “arbitrary loans” to the outgoing government. Bauchi: Our relationship hectic, unhealthy –Kanna The cold rapport between the outgoing Bauchi State Governor, Mohammed Abdullahi Abubakar, and the state governor-elect, Senator Bala Abdulakadir Mohammed, may linger beyond May 29, if not hurriedly nipped in the bud. This is premised on the frosty relationship which the state government allegedly meted out to the transition committee meant to set the modalities for a smooth transition. Secretary, Media and Publicity Committee to the governor-elect, Alhaji Mohammed Maigari Kanna, has described the level of cooperation between the outgoing Abubakar and Mohammed as hectic and unhealthy. Kanna, who spoke exclusively with Saturday Telegraph on the level of cooperation between the incumbent governor and the incoming one, said there is no smooth ride between the incoming and outgoing governor. He said: “There are so many skepticisms that came up that it was not going to be a smooth ride between us and the outgoing governor. We asked for many information concerning certain government activities but not all the ministries and parastatals obliged us with same. “We asked for so many other things and not all the people concerned gave us the necessary cooperation we deserved. At a stage, the governor was the one giving us directives to the Secretary to the State Government (SSG), the SSG gives directives to the Chief of Staff or whosoever before everybody would assemble his document and present it to the committee. Thank God that has almost being finish. “Ask we speak, they are rounding off with their reports with all the 37 committees presenting their reports which means that we have a hectic cooperation.” The governor’s aides have however denied all the allegations. Ajimobi frustrating us – Oyo PDP alleges One of the Oyo State Transition Committee members, who obliged information, but pleaded not to be quoted, told Saturday Telegraph, that: “The transition committee of the outgoing government of Senator Abiola Ajimobi is not cooperating with our committee at all.” The source added: “They are not releasing any documents from those we demanded. The handing-over documents are still being hidden from us till now. They are indeed frustrating smooth transition. “This is one of the reasons the party and the governor-elect, Engr. Seyi Makinde, have been shouting about the series of questionable contracts the government keeps awarding. Our committee is not comfortable with this situation at all.” Okorocha plotting to sabotage us – Omeihe The Secretary, Media and Publicity Sub-committee of the Emeka Ihedioha inauguration committee, Mr. Emeka Omeihe, has alleged that actions and foot-dragging by the Governor Rochas Okorocha administration barely days to the commencement of activities for the inauguration ceremony of the incoming governor, Chief Emeka Ihedioha, is indicative of deliberate plot to undermine the exercise. Omeihe in a statement said: “Sequel to discussions with the government of Imo state on the need for a smooth and successful swearing-in and handover ceremonies in the state on May 29, 2019, the Governor-elect, Emeka Ihedioha, raised a 31-man committee to interface with the 21-man team set up by the state government to work out details of the program for the exercise. The two committees met formally on three different occasions. There were also other meetings by the leadership of the two committees. “After a painstaking exercise, they reached agreement on a program of activities that will lead to successful and hitch-free swearing-in and handover ceremonies. In the course of one of these meetings, committee members paid a courtesy call on His Excellency, Governor Rochas Okorocha who promised to do all within his powers to ensure a successful and eventful swearing-in and handover ceremonies in the state come May, 29, 2019,” he said. ‘Lagos govt not cooperative’ In Lagos State, Saturday Telegraph gathered that the outgoing Governor Akinwunmi Ambode-led government is not giving the necessary support to the Lagos State Governor-elect, Mr. Babajide Sanwo-Olu ahead of the May 29 swearing in ceremony. A reliable source in the camp of the governor-elect said the development may be as a result of the fall-out of the APC governorship primaries in Lagos, considering how Sanwo-Olu defeated the incumbent Governor Ambode to pick the party’s governorship ticket and also won the March 9 gubernatorial poll. The source however believe that despite the perceived coldness from the incumbent government, there is no cause for alarm, noting that the May 29 swearing-in ceremony is a state function and therefore Lagos State is expected to finance it. The source said: “I don’t think there is anything to worry about the inauguration ceremony. People are just creating unnecessary issue. There is no serious problem. Everybody know their stance from day one. There is no way they can support us now. So, there is no gain-saying that things are the way they are. “When we were having election, Ambode didn’t give us any money to campaign for the election. Is it now in the time of inauguration that he will support us? The truth is that whether he likes it or not, the inauguration is a state function, so the state has to fund it. Governor Rochas Okorocha of Imo State, said the Economic and Financial Crimes Commission, EFCC, did not provide information on how they arrived at the conclusion that he wanted to withdraw money for vote-buying during the election, urging its Chairman, Alhaji Ibrahim Magu, to keep fifth columnists at arm’s length. Also, Okorocha announced the postponement of President Muhammadu Buhari’s visit to the state to commission some projects. According to Governor Okorocha’s Chief Press Secretary, CPS, Sam Onwuemedo, President Buhari, among other Muslims, were performing the lesser hajj in Saudi Arabia. Speaking on the EFCC probe in Owerri, Okorocha, through the CPS, argued that despite EFCC’s blockage of Imo State funds to the tune of N7.9 billion, he did not owe salaries. He said part of his prayers is that the EFCC should not allow infiltrators into its activities, adding that he understood the chairman of EFCC, Ibrahim Magu never accused him of mismanagement of funds. According to the release, “On Monday, May 20, chairman of the Economic and Financial Crimes Commission, EFCC, Alhaji Ibrahim Magu was quoted to have told journalists in London that the commission was investigating Governor Rochas Okorocha over the bailout fund. “Also on Friday, May 17, the commission’s zonal head for South-East, Usman Imam held a briefing in Enugu, where he also told the world that the commission was investigating Governor Okorocha. “These press conferences raise a genuine concern and have also added fillip to the governor’s earlier worry that those behind the drama over his Certificate of Return have not gone to sleep but have continued to spread their dragnets or tentacles. “If you ask us, we won’t join issues with the EFCC as an institution and with Alhaji Magu as an individual. Investigating individuals, governments and institutions are part of the commission’s rules of engagement. We only pray that the commission should not allow undue infiltration. “Out of the N8 billion they quoted, they also confirmed that N7.9 billion is what they blocked. Then, what is Owelle’s case? And the governor does not owe salary. “Imam also threw a kite which could not fly when he told his audience that if not for their timely intervention, N5 billion would have allegedly been deployed in vote buying by Okorocha’s administration. “Alhaji Magu is doing a good job as the head of the EFCC but he should keep the fifth columnists at arm’s length. The bill, City University of Technology (Est., etc.) Yaba, which sought to transform Yaba College of Technology was okayed following a motion by Senator Gbenga Ashafa (APC-Lagos) at the plenary presided over by Senate President Bukola Saraki in Abuja. Leading the debate, Ashafa, who represents Lagos East Senatorial District, argued that if the bill is considered, it would enhance the capability of the institution to achieve its objectives. “Nigeria’s steady march towards education for all in the shortest possible time has taken a giant leap with the introduction of this bill. “I am personally excited by the prospect of transforming this polytechnic to a university of technology because it will motivate both the students and the academic staff. “It will also upgrade the facilities and enhance its capability to achieve its objectives. “Similarly, the new university of technology will encourage the advancement of learning and hold out to all persons without distinction of race, creed, sex or political conviction the opportunity of acquiring a higher and liberal education,” he said. The motion was unanimously adopted by the legislators. The federal government yesterday accused two foreign airlines of running drug cartels at the country’s four international airports in Abuja, Lagos, Kano and Port Harcourt.Senior Special Assistant on Foreign Affairs and Diaspora to the President, Hon Abike Dabiri-Erewa, specifically named Ethiopian and Egypt airlines as running drug cartels at the airports. Dabiri-Erewa, made this accusation when she appeared before the Senate Ad-hoc Committee set up to look into the circumstances leading to the arrest of Zainab Aliyu in Saudi Arabia in December last year. Dabiri-Erewa declared: “We have other foreign and local airlines operating at our airports, but Egyptian and Ethiopian Airlines have drug cartels operating at our International Airports. They operate alongside local collaborators. It is not Air Peace, not Arik Air but Egyptian and Ethiopian Airlines”. On his part, Chief of Security of the Federal Airport Authority of Nigeria (FAAN), Mr. El-Yakub Usman Lamir, revealed that scanners at the Aminu Kano International Airport were not configured to detect drugs. According to him, there were 15 security agents involved in checking luggage at the point of entry and exit but had been reduced in number due to public complaints. Representative of the Chairman of the National Drug Law Enforcement Agency (NDLEA), Mr. Mustapha Abdallah, also disclosed that their German trained sniffer dogs were few in number. “Throughout the federation, NDLEA only have 14 sniffer dogs stationed in Lagos and we don’t even have one to detect drugs at the Aminu Kano International Airport at all”, the NDLEA representative added. In his remarks, Chairman of the Adhoc Committee, Senator Kabir Gaya, charged the officials of NDLEA to increase the number of sniffer dogs in all the international airports across the country. He also directed the officials of Federal Airport Authority (FAAN) to upgrade such sensitive devices such as the scanner in the airports to ensure that the country was rid of hard drugs. Gaya however, commended Zainab’s father for providing the information on the arrest of his daughter by Saudi Arabia law enforcement agencies to the social media from where the federal government got wind of the arrest. Naira Marley's road to detention can easily be traced to his beef with Simi a few weeks back after she condemned internet fraud and anyone supporting it. Naira Marley rose in defense of 'Yahoo Yahoo' which ultimately led him to record the 'Am I a Yahoo Boy' song before he got arrested. Last night, Simi gave her followers a chance to ask her some questions on Instagram and a particular user asked if she is happy with what Naira is going through and she replied with a blatant “no.” The user wrote; “You happy Naira Marley is arrested yeah?”.  Naira Marley Barring any last minute change, the trial of Nigerian musician, Azeez Fashola, aka Naira Marley, for alleged credit card fraud will begin at a Lagos high court today. He will be arraigned by the Economic and Financial Crimes Commission (EFCC), which has slammed an 11-count charge against him. Naira Marley effectively risks seven years in jail if found guilty in accordance with Section 33 (2) of the Cyber Crimes (Prohibition, Prevention, etc) Act, 2015. The charge with suit number FHC/L/178C/19 was filed before a Lagos State High Court last Wednesday. Some of the credit cards, according to the EFCC, bore the names- Nicole Louise Malyon, and Timea Fedorne Tatar. The alleged crimes were in contravention of the Money Laundering (Prohibition) Act and the Cyber Crimes Act. The charge read in part, “That you, Azeez Adeshina Fashola, aka Naira Marley, and Raze (still at large), on or about the 11th day of December 2018, within the jurisdiction of this honourable court, conspired amongst yourselves to use Access card 42658840359191132 issued to persons other than you in a bid to obtain gain and you thereby committed an offence contrary to Section 27(1)(b) of the Cyber Crimes (Prohibition, Prevention etc) Act 2015 and punishable under Section 33(2) of the Same Act. “That you, Azeez Adeshina Fashola, aka Naira Marley, and Raze (still at large), on or about the 10th day of May 2019, within the jurisdiction of this honourable court, with intent to defraud possessed counterfeit card 4921819410257431 issued to Timea FedorneTatar and you thereby committed an offence contrary to and punishable under Section 33(9) of Cyber Crimes (Prohibition, Prevention etc) Act 2015.” The singer, who was detained on May 10, is controversial for repeatedly praising internet fraudsters, popularly called Yahoo boys, in his songs and on social media. Naira Marley was arrested alongside his friend and fellow musician, Zlatan Ibile who was released on Wednesday.  A senior pastor of the Evangelical Church Winning All (ECWA), Dankade, in Igabi local government area of Kaduna state has been kidnapped. The pastor, Reverend Zakariah was reportedly kidnapped alongside his daughter, a son of the pastor of Assemblies of God Church and 14 others. Leadership reports that pastor and the other victims were seized by gunmen within the church premises during service on Sunday, May 19. The Zaria DCC secretary of the church, Reverend Nath Waziri, said the gun bearing kidnappers took away the pastors from his church home and others from the church. Waziri said most of the people kidnapped were young ladies, a young man and two elders of the church. He said: "It is sad to inform you that one of our pastors, his daughter and 15 other members of ECWA Church Dankade were kidnapped in the early hours of today (Sunday)." “The church hosted a combine choir fellowship Saturday night to early hours of today. Then, this morning (Sunday), kidnappers stormed the church, when the gunmen came, they asked everyone in the church to surrender his or her phones and demanded the whereabouts of the pastor. “After threatening the choristers they became afraid and showed them the pastor home. They took him away and his daughter with 15 others among which there is the son of the pastor of Assemblies of God Church," Waziri said. He also said that as at 10pm on Sunday, no contact has been established with the kidnappers. The kidnappers were arrested at Kashimbila forest in Takum local government area of the state. A resident of the area, Bulus Gampi, said the soldiers arrived the area in helicopter from Abuja, Nigeria's capital city before launching the attack on the kidnappers. A school gardener attached to Martins Memorial Grammar School, Iponri, Lagos has been arrested for alleged involvement in the murder of an SS3 student. Lagos police spokesman, Bala Elkana who made the disclosure noted that on May 16, 2019 around 2.40pm, Iponri Police Station received a complaint from Jubril Martins Memorial Grammar School Iponri.  The 36 states governors in the country under the aegis of the Nigeria Governors’ Forum (NGF) have appealed to President Muhammadu Buhari to call the Nigerian Financial Intelligence Unit (NFIU) to order over its decision to prevent them from overseeing local government funds. The governors in a letter addressed to Buhari, urged him to warn the agency not to dabble into a matter that is beyond its mandate. The Chairman of NGF and Governor of Zamfara State, Alhaji Abdulaziz Yari, who signed the letter on behalf of the governors, expressed “dismay and anger at this brazen attempt by the NFIU to ridicule our collective integrity and show total disregard for the Constitution of the Federal Republic of Nigeria (1999) as amended.” The NFIU, which was excised from the Economic and Financial Crimes Commission (EFCC), had set June 1, 2019 as the take-off date of the new order, making it compulsory for all local government allocations to go straight to their respective bank accounts. The decision was contained in a guideline released by the NFIU after a lengthy meeting with officials of commercial banks in Abuja. But in a swift reaction, the NGF letter titled: “Re: NFIU Enforcement and Guidelines to Reduce Crime Vulnerabilities Created by Cash Withdrawal from Local Government Funds Throughout Nigeria Effective June 1, 2019,” drew the attention of the president to section (6) (a) and (b), which confers on state Houses of Assembly and National Assembly the powers to make provisions for statutory allocation of public revenue to the local councils in the federation and within the states respectively. Similarly, the governors added that Section 162 (6) expressly provides for the creation of the States Joint Local Government Account (SJLGA) into which shall be paid all allocations to the local government of the state from the Federation Account and from the government of the state. The NGF chairman emphasised that the NFIU Act 2018 did not give the body the powers that it seeks to exercise in the guidelines and is therefore acting in excess of its powers and by so doing, adding that the agency exhibits complete disregard of the Constitution of Nigeria. He further accused the NFIU of “stoking mischief and also deliberately seeking to cause disaffection, chaos and overheat the polity.” The NGF said that local government councils are a creation of the constitution and are not financial institutions. The governors added that local governments are not reporting entities and are therefore not under the NFIU in the manner contemplated by the agency’s so-called guidelines. The governors said: “In principle, the NFIU should concentrate on its core mandate of anti-money laundering (AML) activities and combating financing terrorism (CTF) as prescribed in the Act establishing it and should desist from encroaching on or even breaching constitutional provisions. “The NFIU is the Nigerian arm of the global Financial Intelligence Units (FIUs) once domiciled within the EFCC but now for the purpose of institutional location domiciled in the Central Bank of Nigeria. Babatunde Raji Fashola (SAN) The Honourable Minister of Power, Works & Housing, Federal Government of Nigeria, Abuja I am a Nigerian who has been following the Dangote development plan in Africa over a long time. I must commend the Dangote Group for their consistency and hard work. The group over the years has provided employment for quite a number of the teaming population of Nigeria and other African countries. However, I will like to bring to the attention of the Federal Government of Nigeria one of the reasons why Nigerian roads do not last long and how corporations such as Dangote and the oil and gas industry should be held accountable for their contributions to the rapid damage of our roads. This has taken a toll on infrastructural development in the country as a whole. Manufacturing companies operate heavy duty trucks laden with materials and goods thereby causing devastating impacts on our roads which include but not limited to traffic congestion, accidents, road deterioration, and disruption of the aesthetic beauty of cities. Having had the opportunity to live and study abroad, I have some humble suggestions to help solve the problem. My solution is cost-effective in the long run as it helps save our roads and enhance durability. Nigeria needs to scale up investments in rail infrastructure by all means. Advanced countries like Canada rely extensively on rail transport to move goods and services from province to province. Here are some of the benefits of conveying cargos via rail: Investment in cargo rails will improve lives and make movement of goods and services more efficient. It will lead to less heavy duty truck accidents on Nigerian highways which over the years have contributed to high casualties and mortality rate of our young population. Safety measures should be top most priority to ensure lives and properties are well catered for. There is no doubt that cargo rails are cost effective in terms of hiring truck drivers and also cost of maintaining and running chains of trailers. In addition, they provide better ways of managing logistics and the Federal Government can mandate stakeholders in the manufacturing industry to convey a large percentage of their services via rail. Furthermore, when heavy duty vehicles are reduced, it mitigates the rate of road damages as a result of weight and pressure which ultimately contribute to road compression and collapse. It is quite smart to generate revenue and increase returns on investment (ROI) by focusing on cargo rails. The benefits of investing in the rail industry can easily be achieved by compelling private investors to contribute their quotas in this area. A typical case study of successful private investments is seen in the telecommunication industry in Nigeria. Over time, more investors can come into the country when commodities are easily conveyed from source to destination. An efficient rail system will steer Nigeria in the right direction of growth in terms of GDP and make us join the league of fast growing economies of the world. The importance of using cargo rails cannot be overemphasized since the Dangote group is investing in oil and gas sector at the moment. Trucks in Nigeria are known to contribute to a high death rate because of the volatile content they carry and the devastating impacts they have when they are involved in accidents. Lastly, modern researches in creating durable and sustainableroads with cements, waste product, etc. should be evaluated and appropriated in order to provide alternatives to asphalt and bituminous components for road construction. More police patrols and road cameras are needed at major intersections to ensure heavy duty trucks comply to rules and regulations and they should be made to move at night to reduce traffic, accidents and high rate of casualties.  The Department of State Service (DSS) has condemned the alleged plot to overthrow the administration of President Muhammadu Buhari. Nigeria’s secret police also accused the organisation it called the Nigeria Continuity and Progress (NCP) of being responsible for the alleged revolutionary call. In a statement on Friday by DSS spokesperson, Peter Afunanya, the security agency dismissed the group as being unpatriotic as it allegedly called for a revolution and forceful change of government. He added, “The Service is aware that the group is working in tandem with a body of subversive agents and adversaries of the Nigerian State. “The aim is to create an atmosphere of insecurity and use same to cause disaffection among the people. “It is evident that the misguided group and its cohorts have also planned to instigate widespread violence against the government in order to actualize their infamous agenda of forceful change of regime”. Further, DSS said given its constitutional mandate of ensuring the internal security of Nigeria, it would stop at nothing to achieve this. The statement reads in part, “The DSS not only supports the consolidation of democracy in Nigeria but will leave no stone unturned in rooting out persons or groups desirous of truncating the process or undermining the country’s peace and corporate existence. “The Service will, therefore, not condone any form of extra-judicial activities or methods designed or adopted by persons or groups to subvert constituted authorities. “Consequently, aggrieved politicians are enjoined, for the umpteenth time, to desist, forthwith, from plans to take laws into their hands or engage in acts capable of breaching the peace.  Leader of the group, Musa Inuwa, told newsmen in Kano Thursday that President Muhammadu Buhari did not reward them of their efforts and commitments towards his success since he joined presidential contests in 2003. According to him, they had fought sacrificially during Buhari’s electioneering campaigns. He recalled that they were even jailed in Karshi prison for participating in Buhari support protest in 2007. He also recalled that after President Buhari returned to Daura and the then presidential candidate’s convoy was blocked from entering the town, “it was we, the Buhari diehards that fought and made way for him and his entourage to enter the town against all odds,” he added. Inuwa alleged that the president had surrounded himself with people that do not truly love him, nor did they participate fully in his political struggles but are now the ones enjoying the spoils of office in his administration. Sir Muhammadu Sanusi I (1905-1990 ), the grandfather of the present Emir of Kano, Muhammadu Sanusi II reigned for only five years as Emir of Kano before he was forced to resign. He was said not to be in the good books of the authorities of the day due to his views which were considered offensive. He was perceived to be too independent minded by the political authorities and a web of intrigues were weaved around him in order to remove him as Emir. In the course of his reign, a panel was set up to investigate alleged misappropriation of the then Kano Native Authority’s funds and the Emir alongside other members of the Native Authority were made to testify before the commission with D.J.M Muffet as sole commissioner. At the end of the inquiry, Muffet in his report advised the Regional Government that Sir Muhammadu Sanusi I should resign. He therefore tendered his resignation to the Governor of the Northern Region, Sir Kashim Ibrahim on 28th of March 1963. It will appear that the present Emir, Sanusi Lamido Sanusi is facing same circumstances. He has made some salient points on the economy and some policies Governor Ganduje sees as offensive. As a successful banker and risk manager with track records in the industry, Sanusi Lamido Sanusi, now Muhammadu Sanusi II, became the Governor of the Central Bank of Nigeria from where he later mounted the throne as the Emir of Kano after being suspended from office as CBN governor by the then Nigeria’s President, Goodluck Jonathan when he alleged that $20b was missing from the treasury. The power elites in Kano state then, led by the Governor, Rabiu Musa Kwankwaso, who has now also turned into a political adversary of Governor Ganduje, despite public resistance by the public, were clearly instrumental in the selection of Sanusi II as the 14th Emir of Kano. He was turbaned on 8th of June 2014 after the death of his grand uncle and 13th Emir of Kano Alhaji Ado Bayero 1930-2014. Sanusi’s ‘sins’ Sanusi II is known for his criticisms on matters of social and economic development in Kano and Nigeria at large, offering advice and suggestions even when they seem to be displeasing to the political powers especially on the Girl Child Education and issues on family planning. His ordeals with the Kano state governor dated back to 2017. In one of such bold reactions on government plans in April 2017 Sanusi II challenged the Kano state governor, Dr Abdullahi Ganduje while delivering a keynote address at a function in Kaduna, on the governor’s plan to secure a loan of $1.85b from a Chinese Development Bank that would fund 85% of a Light Rail project to be constructed by a Chinese company CR18G-CRECG. The project was for the construction of a 74 kilometer facility in the state with the intention of reducing traffic on the roads and to ease commercial activities. Rubbishing the plan, Sanusi II said that the plan to build the Light Rail project was built on a shaky foundation. He said, “we have governors, they go to China and spend one month on a tour and come back with MoU on debts. “China will lend you $1.8b to build light rail. This light rail will be done by workers from China, the trains will come from China, the engines will come from China, the labor will come from China while the driver is Chinese. “At the end of the day, what do you benefit from them? Your citizens will ride on a train and when you ride on a train in northern Nigeria, in a state like Kano or Katsina, where are you going to? You are not going to industrial estate to work. You are not going to school. You are not going to the farm. You borrow money from China to invest in trains so that your citizens can ride on them to go for weddings and naming ceremonies.” This did not go down well with the political powers in the state and in a swift reaction, the State House of Assembly accused Sanusi II of spreading false information against Governor Ganduje on his trip to China. He was also accused of spending the funds of the Emirate without the approval of the governor or the House of Assembly. As a result, a probe was established with a view to indicting him and subsequently dethroning him. Also, Emir Sanusi II was accused of not supporting Ganduje but seen to have soft spot for the opposition candidate in the last general election that was declared inconclusive in Kano by the Independent National Electoral Commission INEC. It was clear that Sanusi II was going to have problems with Governor Ganduje. On the day INEC declared Governor Ganduje winner of the inconclusive election, the APC supporters trooped to the Government House Kano to celebrate with the governor. In the course of the wild celebration they chanted songs calling for the removal of Sanusi II saying; “Tsohon gwamna sabon sarki” meaning “we support the incumbent governor and want a new Emir”. They didn’t stop there, they went to the Coronation House where the governor addressed them and they destroyed portraits and pictures of Emir Sanusi II. However, Sanusi II managed to survive with the intervention of some dignitaries in the country among whom were Vice President Yemi Osinbajo, Sultan of Sokoto and former Presidents Ibrahim Babangida and Abubakar Abdulsalam. Following this intervention, the State Assembly as well as the Public Complaints and Anti-Graft Commission closed the case. In a swift reaction, Sanusi II had no choice than to apologize to Governor Ganduje at a grand reception he organized in his honor at his palace asking him to be a forgiving leader. Creation of new Emirates Thereafter, the state government in a political move meant to cut Emir Sanusi II to size by creating four new Emirates of the same first class status as his as well as indict him for alleged misappropriation of funds in order to dethrone him. The State House of Assembly would, on one hand, ensure that the powerful Emirate was broken into five Emirates of the same status while, on the other hand, the State Public Complaints and Anti-Corruption Commission would reopen an earlier probe on the issue of the Emirates funds. With this plan in place a petition by some legal practitioners in the state led by Mr Salisu Ibrahim called on the state Assembly to create four new Emirates by amending the Emirate law thereby cutting down the size of the Kano Emirate and revisiting history to upgrade some old chiefdoms. The assembly immediately consented and adopted it. Four additional first class Emirate Councils were then created by the Assembly within 48 hours in Karaye, Rano, Bichi and Gaya making Kano the fifth. Out of the former 43 local government areas under the Kano Emirate, only 10 are now under it in the new arrangement. As the Assembly was deliberating on the Bill, the state governor revealed to newsmen that he would sign it to law as soon as it gets to his table. Subsequently the Assembly passed the amendment into law and the governor assented to it thereby making it the fastest law ever in this part of the country. This action was however not without opposition from some concerned Kano citizens. A member of the royal house stated that Ganduje had erred by involving the institution of the Emirate arguing that the governor should have limited his action to Sanusi II by simply dethroning him and not breaking the Kano Emirate into five. Other concerned Kano citizens then went ahead to institute a suit against the move by the state Assembly. Ruling in an ex parte motion dated May 10, 2019, being Friday, and filed by Hon. Sule Gwarzo, Justice Nasiru Saminu restrained Governor Ganduje, Kano House of Assembly, the Speaker, Clerk of the Assembly, the Attorney General and the state Printer from implementing the division of Kano into five Emirates. In an order of interim injunction, the court directed all the parties in the suit to maintain the status quo pending the hearing and determination of the motion on notice. It was not clear if this order was served on the parties concerned on Friday and Governor Ganduje went ahead to make appointments. He then issued staff of office to the newly appointed Emirs in the new Emirates at the weekend, while he received the court order on Tuesday, four days after. Alhaji Ibrahim AbdulKadir was appointed as Emir of Gaya, Alhaji Tafida Abubakar Ila as Emir of Rano, Dr. Alhaji Ibrahim Abubakar II as Emir of Karaye while the son of the late Emir Ado Bayero, Alhaji Aminu Ado Bayero was appointed as the Emir of Bichi. On the other hand, the corruption charges were still on. The former Personal Secretary of Emir Sanusi II, Isah Bayero is among those to be quizzed by the panel even as as he is now seen as a strong supporter of the moves by Governor Ganduje to unseat Emir Sanusi. Isah was said to have evidence which would be used by investigators to prosecute the Emir who is charged with spending N6b without the consent of the state government or the Assembly. Some structures in palace were said to have been modernized by destroying the artifacts inherited from past Emirs. Dangote’s intervention saves Emir Interestingly, there was no intervention from the Arewa Consultative Forum, the Sultan of Sokoto, other state governors or the Presidency on the matter. Sanusi II was therefore left to himself. However, the business tycoon Aliko Dangote was said to have been the only one who, from the beginning pleaded with Governor Ganduje not to remove the Emir but Ganduje insisted. Sources from government said the governor gave Dangote some conditions which must be met in order to save the Emir since the Emir would not stop criticising the government. The source said “Governor Ganduje’s response was that he told Dangote to go back and tell the Emir that he should choose from three alternatives: to resign on his own, to be removed from office or for the government to create additional Emirates in the state. Ganduje assured Dangote that one of the three options would be implemented by government since the Emir would not stop playing partisan politics. A Kano State High Court, Wednesday declared the appointment and the installation of four new emirs by the Kano State Governor, Abdullahi Ganduje, as null and void. Justice Nasiru Saminu, who gave the ruling following a suit by the plaintiff, Hon. Sule Gwarzo, against the Governor and the state government, for splitting the emirate, ordered a return to status quo pending the hearing of the suit against the appointment of the emirs. A group of Kano elders under the auspices of ‘Friends of Democracy’ has warned of serious crisis over the appointment of new emirs by Governor Abdullahi Ganduje. A statement on Wednesday jointly signed by Bashir Tofa, Dr. Usman Bugaje, Dr. Abubakar Siddique Mohammed, Bashir Yusuf Ibrahim, Bilya Bala, Hubert Shaiyen and, Prof. Jibrin Ibrahim, warned that the creation of new emirates could lead to violence and politicization of traditional authority. The Central Bank of Nigeria (CBN) Governor, Mr Godwin Emefiele, on Wednesday appeared for screening following his re-nomination by President Muhammadu Buhari for a second term last week. In the executive communication, the Senate President, Dr Bukola Saraki acknowledged that Emefiele has been re-nominated by President Muhammadu Buhari for another term of five years. Proceedings have been stalled at the Presidential Election Petition Tribunal (PEPT) owing to a request by Peoples Democratic Party, PDP, Atiku Abubakar’s lawyer, Livy Uzoukwu (SAN), and Atiku Abubakar himself. When the case was mentioned a little after 10am, on Wednesday, Uzoukwu told the five-man panel tribunal, that he has an application, which he would prefer to move in chambers. The Federal Government, on Wednesday lamented the brand of politics by the Peoples Democratic Party, PDP, and its presidential candidate, Atiku Abubakar. Minister of Information, Lai Mohammed, said the brand of politics by PDP and Abubakar “poses a great threat to Nigeria’s democracy.” The presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar, has described comments by the Presidency suggesting that he and his party are sabotaging the Muhammadu Buhari-led government as lies. In response to the claims, Atiku through a statement by his media aide, Mazi Paul Ibe, described the allegations as all lies. The Chief of Army Staff, Lt.-Gen. Tukur Buratai, on Wednesday accused some defeated politicians in the just concluded general elections of being responsible for the current heightened insecurity in parts of the country. Buratai leveled the accusation in Maiduguri when he received the House Committee on Army led by its Chairman, Rep. Remande Shawulu, at the Theatre Command. Security forces are now trailing yet to be identified gunmen who invaded Kanoma village in Maru Local Government Area of Zamfara and abducted seven persons, including a three-month-old baby, along with her mother, killing two people. An eyewitness, Malam Ibrahim Muhammed said that the bandits in their hundreds besieged the area at about 3 a.m. on Tuesday and fired gun shots sporadically in the air to scare the residents away. Some suspected ritualists at Ricoto village in Zuru Local Government Area of Kebbi State have slaughtered a five-year-old girl, residents and the police have confirmed.Mallam Sani Rikoto, a resident of the village, said the girl was asleep outside their compound with her parents and grandmother, when she was abducted and killed. Gov. Rochas Okorocha of Imo State has approached the Federal High Court, Abuja, seeking the protection of his fundamental rights. The Nigerian Army has laid to rest the remains of the patriotic officer and two soldiers who paid the supreme sacrifice while on clearance operations along Mauli-Borgozo axis on Monday, May 13th. The late Lieutenant Colonel Yusuf Ibrahim Aminu was the Commanding Officer (CO), of 154 Task Force Battalion Borgozo. He was on a clearance operation along Mauli- Borgozo when his vehicle climbed on a buried Improvised Explosive Device which detonated resulting in losing his life and that of 2 other soldiers while others were wounded in action. Commiserating with the family of the deceased, the Chief of Army Staff, Lt Gen, Tukur Buratai, commended the efforts of the entire troops of Operation Lafiya Dole in the war on terror and charged them to remain steadfast, more committed and professional for the sake of Nigeria. Abia State Governor, Okezie Ikpeazu has dissolved the state executive council. Enyinnaya Appolos, the Chief Press Secretary to the Governor, in a statement, said that six out of the 27 commissioners were not affected by the dissolution. He listed them as, Chief Eziuche Ubani, Commissioner for Works; Chief John Okiyi-Kalu, Commissioner for Information, and Dr Aham Uko, Commissioner for Environment. Others are Mr Obinna Oriaku, Commissioner for Finance, Dr John Ahukannah, Commissioner for Health and Chief Umeh Kalu, the Attorney General and Commissioner for Justice. He said that the state government sincerely appreciated the members of the dissolved executive council for their service to the state.
