It is not a particular University that determines their list of academic staff, there are generally approved standards for staffing. Llibrarians in the University Library are Academic staff while those in departmental libraries or other libraries they may have in the institution are non-academic. Your friend's father who is the University Librarian is a very important personnel, he is an hierarchy management staff like the Registrar and the University Bursar.

CONUASS is a university academic salary scale which Is measured upon individuals professional achievements... Most NON-ACADEMIC staffs receive equally salaries with lecturers depending on their years of service and their professional level.

A friend's father was a librarian in my former university... He studied his master's in science did his PHd and got promotions and headed the library department as a non-academic staff.. And he has flocks of jeeps and houses and stores and business around the town. Believe me. Working in any federal university in the south can give u upper

And he did his master's and work his way to become a lecturer in education departement, he jst resumed this semester as we're chatting now. Take my advice.
