Recently the Ibrahim Badamasi Babangida University, Lapai IBBUL UNEXPECTEDLY ended their 2017/2018 Admission Screening exercise leaving the fate of students who did the JAMB Change of Institution undecided, as many felt that their money is gone. This is a very bad issue both from the side of the Joint Admission Matriculation Board and from the Institution. Though the JAMB Registrar has given possible reasons for such errors but they haven't provided any measures to tackle the problems. Earlier last month September the Joint Admission Matriculation Board held a meeting with all Stakeholders, Admission Officers and Students on a Sensitization Workshop of the JAMB Central Admission Processing known as CAPS. Many Institutions Admission officers attended but i think only few got familiarized with the Central Admission Processing because it involves the use of Computers and only Personnels who are Computer Literate can understand the process [Pardon me for this]. According to the the JAMB ICT Consultant Shaibu Afolabi Salisu at the JAMB CAPS Sensitization Training once institutions has fixed their cutoff marks and announced their admission screening exercise they are advised to monitor their admission process/exercise via JAMB Caps Account as the System will alert the institution on HOW MUCH ADMISSION QUOTA USED, HOW MUCH ADMISSION QUOTA OUTSTANDING & HOW MANY CANDIDATES ARE OUT THERE. Now what the institutions [Admission Officers] are expected to do is to Download Candidates Who just Made Changes to them from JAMB Portal but many institutions neglect that others don't even know how to download candidates or update their list, thereby leaving candidates who just made changes stranded. Admission officers were made to understand that they cannot download candidates without setting up the below required process on the Computer: Cut-Off Mark & Admission Quota Admission Officers were also told that they can either Download Candidates List Who Did Changes to them recently to them REGULARLY & ALL AT ONCE or FOR SPECIFIC PROGROMMES [COURSES]. Admission Officers were also told by JAMB to download candidates list at most a day to their admission screening exercise. e.g If an Admission Screening Exercise is tomorrow admission officers are urged to download a day before in-order to include those who just change to them and continue updating their admission screening platform but i think most of them are really lazy as they find it difficult in performing such task. Also some institutions shuts off candidates from being admitted by carrying out their admission screening exercise on another platform which was not recommended by JAMB, when such institutions go back to download they find it difficult or always getting error during download of candidates. According to JAMB Registrar an institution [DELSU] told JAMB that they are not going to download any list of candidates switching over to them because they have already closed admission exercise thereby shutting out most candidates, but this was later resolved as JAMB pleaded with them to give those students a second chance and which they did. But now in a Process whereby an Institution no longer needs candidates for a particular programme or admission quota filled up and they stop downloading what is expected of them? In my Opinion i suggest most Admission Officers and Institutions should be in contact with their students, Create time to attend to their questions and queries and give them feedback based on your admission screening exercise. Institution are expected to: Update Candidates on their Current Admission Quota Update Candidates on Registration Guidelines and Cut-Off Marks Update Candidates on the status of their Change of Course/Institution. Update Candidates on Registration Errors and How to Tackle them In a case whereby Institution reaches admission quota during registration Admission officers are expected to communicate to various candidates via their Social media channels or website to either stop the Changes of Course/Institution or Give them a Possible alternative. I plead with the Joint Admission Matriculation Board [JAMB] to look into this matter as Candidates have the right to decide which institution they wish to study and as such no Admission Officer has the authority to Shut them off either another Screening Exercise is conducted for affected students,f Better alternatives Given or a Refund of Money will be the best. My advice to candidates who got shut off from his or her Admission Screening Exercise is to either carry out a peaceful protest to such institutions or kindly lay complaints to the Joint Admission Matriculation Board [JAMB] or if you are yet to exhaust your changes switch to other institutions still available. Chapter Thirty Five Tayo gets the opportunity to teach, which he does not appreciate initially but soon seems to enjoy. His legs heal completely, given to his long walks. He later recives a letter from the Nigerian president that states that he has being awarded a honoraby degree from oxford. Chapter Thirty Six Family and friends gather for the occasion in the Sheldonian, England. Tayo, after receiving his award joins his family while Kemi introduces herself, miriam and some other family members to Vanessa and her son. The attention of the Joint Admission Matriculation Board [JAMB] has been drawn to cases of candidates who have bought ePINS and were not able to proceed with their registration. The board has therefore stated the possible reasons for the cause of invalid e-Pin after Pin Vending, they are listed below A very high rate of candidates buying ePINS without creating their profile first. Incorrect email address provided at the bank teller. Recent enforcement of email validation of candidates emails. Candidates who have not created their profile properly would be affected. Unforeseen technical issues in the PIN vending system. The Joint Admission Matriculation Board JAMB hereby advises all candidates to note the following Candidates are NOT to buy new pins in the case of invalid pins. The cause of the invalid pin has been investigated All candidates having invalid pins responses av been captured on d system and will receive their PIN details on or before Monday 27th March,2017 Emails with candidate name, email and valid pins will be sent to candidates before Monday 27th March 2017. JAMB therefore has taken the following steps to ensure the continuation of the registration process. All candidates MUST create their profiles b4 proceeding to buy d ePIN. D ePIN vendors (Banks) can create d profile before vending the pin. Each candidate’s email address will now be verified on the system before ePINS are vended. Any candidate with an incorrect email address will not be served. It therefore requires entering the same valid email address twice. All candidates are to ensure that they provide valid phone numbers. Candidates are encouraged to utilize only Jamb accredited Centers. The Joint Admission Matriculation Board [JAMB] in a bid to highlight the major pr-registration tips to candidates has disclosed that there is no more room for candidates to select two public university during online registration starting from 2017. But If a candidate wishes to select a public University as their degree awarding choice, then they are only allowed to select a private University as another choice. What we mean by the above statement is that you can only select 1 public & 1 private university as 1st and 2nd choice. JAMB REGULARIZATION OF ADMISSION The Joint Admission Matriculation Board has listed out issues with the JAMB Regularization process during the past years and have also taken measures on how to check such abuses. ISSUES WITH REGULARIZATION Fraudulent Practices Fictitious Lists Data Irregularities Admissions of unqualified Candidates Candidates who did not apply to JAMB and did not sit for the UTME Institutions wait until graduation and do regularization because of NYSC A BROADCAST ON OSUN STATE RADIO ON REGULARIZATION It was observed that one academic made a broadcast on Osun State Radio (OSBC) at 8:20am on Sunday, 25th September, 2016. In his broadcast, he requested ALL students who wish to be regularized by JAMB to contact him to expedite the process. He claimed to be in partnership with thirty (30) Institutions to facilitate the regularization on their behalf. He boasted that candidates do not need to sit for the UTME. NYSC RESOLUTION ON REGULARIZATION In view of the abuse the regularization of admissions has been subjected, JAMB should revise the window of post-graduation regularization by introducing measures that will make it impossible for institutions to abuse the process. (Pre-Mobilisation Workshop, 9th September, 2016) MEASURES TAKEN BY THE BOARD TO CHECK THESE ABUSES A new template to be completed online has been designed by the Board for all candidates who need to be regularized. After completing the forms online, a candidate will print an indemnity form which must be endorsed by his/her Vice-Chancellor/Rector/Provost and submitted to the State JAMB office. The Joint Admission Matriculation Board [JAMB] Registrar Prof Is-haq Oloyode during his visit with the rectors and provost of polytechnics and colleges of education has agreed on the minimum cut-off mark for the institution. Read his statement below: Consequent upon my visits to Polytechnics and Colleges of Education in Kano and Jigawa States and following representations to my Office from many institutions. it is apparent that the issue of Common National Minimum Cut-off Mark was not acceptable to many Private Universities, Polytechnics, Colleges of Education and Innovation Enterprise Institutions. THE PURPOSE OF THE COURSES AND PROGRAMMES ARE DIFFERENT The Board wrote to the Honourable Minister of Education on the need to approve waiver to make the Cut-off flexible according to the desire and need of institutions. DIFFERENT DURATION The Institutions Have Given Reasons why National Minimum Cut-off Mark should not apply to different programmes with different duration: Degree Between 4 and 6 years NCE - 3 years ND -2 years ND is lower and different from HND which can be equated to first degree. PUBLIC SERVICE ENTRY POINTS Degree . Grade Level 08/09 or 10 NCE . Grade Level 07 ND . Bank Branch (CASH / CARD) OPTIONS PROVIDED FOR 2017 UTME REGISTRATION Now straight to the main point which is the registration procedures, like we all know that mostly registration are done by cafe registrant but this year registration will be interactive and all students are advised to partake in learning on how to register. Please all candidates are to note that the examination board have provided 4 Option to aid registration. The Four (4) options are available to a candidate who wishes to register, they include: 1. A mobile app will be created for a candidate to download for his/her registration and payment after which he/she goes to the Registration Centre for bio-metrics capturing only. [Note This Will Be Available Once Online Registration Kicks Off!!!] 2. All systems at the Registration centre will be enabled for candidates who wish to go to the centre to register by themselves using the Registration Centre Systems, pay with card and then go for biometric capturing. 3. PROVISION OF BROCHURE TO CANDIDATES As we all know each year during JAMB Registration brochures are being given out to students, though not all, as most students might not be issued the brochure due to its limited supply, well the Board is happy to let you know that this year will be quite different as brochure will be downloaded online immediately after registration has been enabled, so get your Android device and Pc ready, continue reading below: In order to minimize errors during registration by candidates and also to ensure that candidates have ready access to the brochure needed for registration, the brochure will be provided in three (3) modes which are: i. The brochure will be on the JAMB portal. As soon as a candidate creates his/her profile on the JAMB portal, there will be a link that will take him/her straight to the brochure. He/she is to confirm reading the brochure for continuation of registration ii. As soon as the candidate creates his profile, an electronic copy of the brochure will be automatically sent to his/her e-mail which he/she has provided. iii. A CD of the brochure and Syllabus will be given to him/her at the biometric capturing site. At the point of capturing the biometrics, there must be an evidence that the candidate collected the brochure CD and recommended book. ACTIVITIES OF BANKS AT THE REGISTRATION CENTRE So after reading the above instructions we will move over to the roles the Banks have to play during your registration in-order to aid faster and more convenient registration process. All Registration Centres will be given a list of accredited banks. Each Registration Centre will be allowed to choose the bank it would like to work with. After choosing the bank, an officer from the bank will be stationed at the centre to do the following: Assist candidates to create their profile and pay through any of the payment options they wish to use. Collect Seven Hundred Naira (N700) per candidate for either registration and/or biometric capture directly into the account of the centre. The banks will be expected to open avenues of payment: Payment of Application Fees Payment of Seven Hundred Naira (N700) to the designated account of the Registration Centre. At the end, give a receipt to each candidate for the Seven Hundred Naira (N700) payment for registration or biometric capturing at the centre. ABUSE BY APPROVED CBT CENTRES AND CYBER CAFÉ OPERATORS Last years and subsequent years Cyber agents have been involved in many irregularities and abuse during registration, this has prompted the examination board to map out strict measures that will be meted out to cyber agents who defaults during the 2017 registration exercise. 1. IRREGULARITIES OBSERVED: It has been observed by the Board, that in the past, there were lots of irregularities during registration of candidates. Some of which are as follows: Off-line registration means that candidates are given template form to fill and enter their details and the Registration centres would later enter their data for them on-line at a later time when the candidates were not present. Registration Centres did off-line registration for candidates and in the process of completing them on-line, mismatched their images and made mistakes in the candidates’ data. Registration Centres deliberately went to the hinterland to register candidates off-line in order to create Special Centres where they could further perpetrate Irregularities during examinations. Punish uncompromising candidates by changing their centres and/or institutions without their knowledge/consent. Swapped and replaced particulars of uncompromising candidates with others and used money paid for other candidates. MEASURES TAKEN BY THE BOARD Payment for access code by Registration Centres has been cancelled. All systems in the Registration Centre will be enabled for the registration. None of these systems therefore can be used for registration outside the Registration Centre. Candidates will now have access to all the systems at the Computer Based Test (CBT) Centre for the registration exercise. This is unlike before where only one system was used by the Computer Based Test (CBT) Centre for registration. Candidates will be properly educated to understand that their registration numbers are private and security numbers which they must not divulge. Any candidate who discloses his/her registration number, does so at his/her own risk. An alert system has been created for notifications on changes in the candidates details at each stage of the registration process. ACCOUNTABILITY IN REGISTRATION CENTRES Registration Centres are hereby urged to appoint credible staff to man their Centre to ensure credibility and accountability. It has also been observed that some Public Registration Centres refused registration because of “low return”. These returns are not low as claimed but officers in charge do not remit appropriately. OAU Mobilize 1,344 Out Of 4,800 Graduates For NYSC 2016/17 Batch B The National Youth Service Corps (NYSC) would mobilize 1,344 out of 4,800 graduands of the Obafemi Awolowo University, Ile-Ife recommended by the school for the 2016 ‘Batch B’ youths service. This was stated by an official of the institution. According to DAILY POST, NYSC directed schools to slash number of graduates for mobilization by at least 60 percent. On Wednesday, Dr. Babaiide Afolabi, OAU Vice Dean, Division of Student Affairs, confirmed to newsmen that only 28 per cent of names submitted to NYSC for mobilization were accredited. This is to inform all part-time graduates from nigeria Corps Producing Institutions that their Institutions have uploaded their names on the NYSC Portal. They are to visit www.nysc.org.ng effective from Monday 17th October, 2016 to register and print their Exclusion Letters. 2. All 2016 Batch B Prospective Corps Members who had earlier seen their names on the NYSC Portal, but can no longer see it, should not panic, it means their schools are still uploading because of approval given to them to dollars additional records. Once the upload is completed, you will be able to check your names on the NYSC portal. 3.
