There was a time a pilot landed on lagos-abeokuta expressway because of no enough fuel.
International flights, some even refuel on air.

There are several reasons this may occur, pilot can meet bad weather and for that reason spend more time airborne, or a mechanical failure such as landing gear issues, but not to Deliberately take off with low fuel.
