The Independent National Electoral Commission (INEC) yesterday ruled out electronic and diaspora voting in the 2019 general elections.


The electoral umpire told the Senate that until the Constitution was amended and necessary logistics put in place, the commission cannot delve into electronic and diaspora voting. It said electronic and diaspora voting do not only lack constitutional backing but were also expensive to execute. The commission said work was in progress to develop a strategic plan on the financial requirements for the 2019 polls.

INEC Chairman Prof Mahmood Yakubu spoke when he appeared before the Senate Committee on Finance to defend the commission’s 2017 budget. The committee demanded to know the preparedness of the commission for the 2019 general elections. A member of the committee, Senator Yakubu Abubakar, wanted to know if INEC would key into the reported breakthrough of the National Agency for Science and Engineering Infrastructure (NASENI), in the invention of electronic voting machine in the 2019 general election.

Yakubu said for the past three years, INEC’s annual budget had stood at N45 billion. He said the commission was yet to know how much the 2019 general election would gulp. He said INEC’s purse had been deeply drained following “unscheduled elections” in the last one year caused mainly by deaths of 13 national and state assembly members. He said: “For instance, in the last one year, we have conducted 13 unscheduled by-elections caused by deaths of some members of national and state assembly, meaning that on the average, a member of the national or state assembly dies every month.”

Chairman of the committee, John Owan Enoh, explained that the purpose of the session was to know the commission’s revenue framework before approving them. The commission is to spend N19.1 billion for elections this year, Yakubu said while presenting the commission’s N45 billion 2017 budget before the Aisha Dukku- headed House Committee on Electoral Matters yesterday, According to him, INEC has drawn up a strategic plan in preparation for the 2019 general election, while working out the financial implication.

The early preparation, he said, would ensure readiness for the polls, with the strategic plan already being discussed at the three levels of government. Yakubu also said with harmonisation of databases, yet to be concluded. the use National Identity cards for the polls, might not be feasible, A supplementary budget request would be submitted for the Implementation of the strategic plan, Yakubu said. His words: “At this point, we cannot put a figure on the budget for the elections (2019) until we complete the process of validating the strategic plan. Therefore, we are likely to approach the executive and the National Assembly for supplementary budget in this 2017. “The supplementary aspect should incorporate something for the elections and in 2018, we will have it in the main proposals.”

“About N20.9 billion of the commission’s N45 billion budget is proposed for personnel costs, N2.3 billion proposed for capital projects, while N19.1 billion is proposed for elections that would hold in 2017. “Fortunately, we do not have many elections this year. Apart from Anambra State, where there will be a governorship election, there are no numerous elections”, he said. He said in 2016, the commission, spent about N24 billion on elections, including re-run.

On use of identity cards for elections, Yakubu said there was a policy in place, mandating agencies with individual data bases, to harmonise such data with the national identity card and that the Office of the Vice President was coordinating the exercise. “That process has not been concluded. INEC today has the largest data base in the country with 70million registered voters. That is a huge figure, much larger than when you talk about the population of many African countries put together”.

A member of the committee, Jonathan Gaza Gbewfi commended the early preparation for the 2019 polls, but however observed that the legislature ought to have been consulted on the strategic plan. “We are the elected representatives of the people. Those in the executive are mostly appointed officers. You have to start talking with the representatives of the people first on whatever plan you have for elections,” Gbewfi said.

Tom Cruise’s mother Mary Lee South as died at the age of 80 she died peacefully in her sleep last week last week, and the family attended a memorial service for her at a local Church of Scientology over the weekend, according to People magazine. She had reportedly been struggling with her health for some time.
The mission impossible star said he and his mother had a close relationship, and it was her that encouraged his talent for acting. "To make a long story short, we gave him our blessing, and the rest is history" she said at an interview with Rolling Stone in a 1986.

She worked as a special education instructor before marrying Cruise's father, Thomas Cruise Mapother III. Cruise has called his father a "bully and a coward", and said his parents had a difficult relationship prior to their divorce in 1974. Mapother died in 1986.

The family lived in Syracuse, New York, and Ottawa, Canada before moving to Glen Ridge, New Jersey when South married her second husband, Jack South. With his mother's support, Cruise began his professional acting career in New York City. She believed Cruise had a "God-given talent", she told Rolling Stone.
She was only rarely seen in public in recent years, and the family maintained their privacy following her death.

A powerful night-time earthquake in the southern Philippines killed at least six people and injured more than 120, with officials combing through cracked buildings and nearby towns Saturday to check on the damage and other possible casualties.


The magnitude 6.7 quake roused residents from their sleep late Friday in Surigao del Norte province, forcing hundreds of people to flee their homes. The quake was centered about 8 miles northwest of the provincial capital of Surigao at a relatively shallow depth of 6 miles, said Renato Solidum of the Philippine Institute of Seismology and Volcanology.

Nearly 100 aftershocks have been felt, officials said. Evacuation centers accommodated wary residents overnight, but many returned home Saturday, Welfare Secretary Judy Taguiwalo said, adding that officials were continuing to assess the damage in Surigao and outlying towns.

Mostly people who either lost their or were injured was as a result of being struck by falling debris and concrete Gilbert Gonzalez the provincial disaster response official said. Also the quake has forced the closure of the domestic airport due to cracks in its runway. Roads had visible cracks in the coastal city and a bridge collapsed in an outlying town, officials said.



The last major earthquake that struck Surigao, an impoverished region also dealing with a communist insurgency, was in the 1879, Solidum said. A magnitude 7.7 quake killed nearly 2,000 people on the northern island of Luzon in 1990.

The Philippines sits in the Pacific “Ring of Fire,” where earthquakes and volcanoes are common.

Uber is eager for the day when you can take a flying car across town, and it just landed a key hire that could help make this a reality. The company has recruited Mark Moore, NASA's technology lead for on-demand mobility, as its director of engineering for aviation. This doesn't mean that the rides haring firm will build its own flying cars, at least not any time soon -- rather, he wants to "make this market real." That will likely involve solving technical obstacles that Uber's hardware partners face, such as extending the range of electric aircraft or reducing noise pollution.

You might have seen Moore's work before. On top of contributing to Uber's initial white paper on its vision for airborne ride sharing, he helped NASA research the viability of a personal electric aircraft nicknamed the Puffin. This is an engineer who understands the specific challenges Uber and its allies will face, and might just help bridge the gap between the company's idealistic vision and practical reality.

The hire might have come just in time, too. Google co-founder Larry Page reportedly started funding flying car companies (Kitty Hawk and Zee.Aero) in response to Moore's work, suggesting that the engineer's talents are in high demand. It may have just been a question of which tech giant snapped up Moore first, rather than whether or not he'd leave NASA in the first place.

Robots that are capable of making precise operations inside the human eye will make it possible to perform entirely new procedures.
These RD2D robot helps surgeons make very small incisions and other movements inside the human eye.

Last September, Robert MacLaren, an ophthalmologist and professor at Oxford University, plunged a tiny robotic arm into William Beaver’s eye. A membrane had recently contracted on the 70-year-old priest’s retina, pinching it into an uneven shape and causing him to see the world as if reflected in a hall of mirrors.

Using a joystick and a camera feed, MacLaren guided the arm of the Robotic Retinal Dissection Device, or R2D2 for short, through a tiny incision in the eye, before lifting the wrinkled membrane, no more than a hundredth of a millimeter thick, from the retina, and reversing Beaver’s vision problems.

This was the first operation performed inside the human eye using a robot. Since September, five more patients have undergone robot-assisted operations at Oxford’s John Radcliffe Hospital in England. “My movements were improved and finessed by the robot,” MacLaren says. “I could even let go and the robot would hold everything securely in place.”



R2D2, which was developed by Preceyes BV, a Dutch medical robotics firm established by the University of Eindhoven, is not the only robot targeting the human eye.

“Building a surgical robot that can work on the size scale of the lens of an eye, which is less than 10 millimeters across, is difficult,” says Wagner, whose team began work on Axsis last April. For example, the cables that enable the robot to navigate are each 110 microns across, a little over the diameter of a human hair.

R2D2, which, according to MacLaren’s estimates, will cost around $1 million,is a prototype robot and is currently unavailable on the market.

MacLaren believes that R2D2 and other robots like it will enable surgeons to, for the first time, operate underneath the retina and interact with blood vessels in the eye. “Undoubtedly this will lead to improvements in quality of eye surgery that require highly technical procedures,” he says. “But most significantly they will open the door to new operations for which the human hand does not have the necessary control and precision.”
