Most probably, poorly designed/constructed foundation,which was insufficient to resist overturning moments at the foundation base by lateral wind pressures or wrong specification (grade), size and/or embedment depth of installed anchor bolts' system. I suspect the latter cause as these high tower structures are mostly subjected to wind loads (during storm/rainfalls) which causes the anchor bolts to be in high tension (negative reactions). If adequate bolts(grade A307, A325 or B.S4395 grade 8.8 bolts) are not properly designed to take these forces and are consequently used during construction (with poor grouting), structural failure of this kind would not be a surprise.

Several reasons may have caused this failure/cracks, ranging from poorly designed flexible pavement to quality control and shady construction practices. Typically from what I can see, one of the below listed points may have caused this failure;

=> poorly compacted sub grade material - As rigidity of flexible pavement reduces downwards (from wearing course), sub grades are supposed to be properly compacted to achieve at least 95% maximum dry density in order to prevent long term plastic deformation otherwise called consolidation as a result of moving/stationary vehicular loads

=> Inadequate or absence of base/sub base course material which should be a sandcrete mix all through the length and width of the roadway

=> wearing course insufficient thickness (min 2inch thick) as well as poor selection & mix of asphalt suitable for the terrain's operating temperature to cater for changes due to temperature variation.

=> Lack of good quality control during construction execution

I did, immediately it came out. On the same day infact.. Wasn't impressed with the material unlike em's previous albums from the late 90s into the millennium except for a few tracks like River, Bad husband, Chloraseptic -remix & Like home. I've been an eminem head from way back with the D12, obietrice, Royce, fifty, Statquo et al. Imagine listen to the days of eminem's feature in fifty's Patiently waiting track and comparing it to the content of Revival. SHady was extremely on fire those days.
I have everything eminem in my archives and at a time, I only listened to his songs and nothing else.

It is not advisable to design isolated footings (pad foundations) on cohesive stratum (inclusive of loose silty sands) or soils with high plasticity index and penchant for long term consolidation as against your recommendations. Doing this would result to total settlement (in the case of single static/dynamic equipment foundations) or differential settlements (in framed/load bearing structures). These settlements as a result of future increments in vertical stresses would result to cracks on the super structure which portends danger for its inhabitants.
Prior to situating a pad foundation with a large bearing area on a weak soil with low angle of shearing resistance and potential for compression, its important to calculate the total settlement beneath the foundation and ensure that it is within limits before final decisions. These settlements include 1. Immediate settlement (confined elastic deformation of soil grains) 2. Consolidation/long term settlement and 3. creep settlement

I'm pondering on the magnitude of flood. that would sweep away an approximately 2Ton (dry/empty weight) vehicle assuming static considerationa: In actual sense, for this vehicle to float, the buoyant force (upthrust) excerted by the. flood must be greather than the factored weight of the vehicle and its occupant for the vehicle to experience weightlessness. The implication of this is that since water density is about 1ton/m3, the volume of water to be displaced by the apc stalwart's vehicle must be more than 2m3 for his vehicle to float and i don't imagine this happening not to talk about under dynamic considerations when the vehicle is in motion and against the flow velocity of the fluid (flood)...
