Western jets are high maintenance. The F-35A requires around 4 hours of maintenance for every hour flown.
So it is conceivable that stood down F-35 may have been parked and couldn't be sent airborne in the 12 minutes flight time of the Iranian missiles.

Also, prior to the war, Israel had been operating on the principle that their bases were off limits.
