Guy, this isn't about building of power plant or IPPs -- Lagos was the first state to do so since Tinubu era. A lot of states already did that sef. This is about an innovative approach to electricity distribution that no other state has yet been able to implement due to the FG's frustrating laws and regulations that mandate all power generated from IPPs to be directed to the central grid for redistribution.
