A Liberty Television journalist, Aminu Nurudeen, suspected to have posted the viral video showing the Inspector General of Police, Ibrahim Idris, struggling to read a speech at a public event in Kano, has gone into hiding, Saturday PUNCH has learnt. Impeccable sources told Saturday PUNCH that the Kano State Police Command invited the reporter to its office immediately the video went viral. The video, shows the IG struggling to read his speech at the inauguration of the Police Technical Intelligence Unit in Kano, Kano State on Monday. It was learnt that Nurudeen’s whereabouts had been unknown since the Kano State Police Public Relations Officer, SP Musa Magaji Majiya, invited him on Thursday. Sources said the police authorities were upset with the journalist because he had allegedly disobeyed a directive by the Kano State Police Command to journalists present at the event not to report the IG’s blunder or make the video public. According to sources, the IG’s blunder brought an abrupt end to the event, leading the police chief’s handlers to hurriedly usher him away from the venue of the event. The viral video showed the IG delivering an incoherent speech, which had since exposed him to public ridicule. In a part of the transcription of the footage, Idris said, “I mean, transmission, I mean effort, that the transmission cooperation to transmission, I mean transmission to have effect, ehm, apprehend, I mean, apprehensive towards the recommendation, recommended formation effective and effect, I mean, apprehensive at the transmission of…and transmission and transmission for the effective in the police command.” Voice of Liberty had posted the video on Wednesday. It was gathered on Friday that the IG was embarrassed by the trending video and had ordered an investigation into its release. In the video, the police boss stumbled over nearly every word in the address, pronouncing transition as transmission and generally bungling his remarks. The over two minutes video showed Idris apologising to the audience intermittently as he struggled to read the speech which appeared to be a few pages long. As he battled to read the speech, a senior police officer moved to his side to assist him, but he still flunked the speech. A source said that the IG explained away the video to his officers, describing it as doctored. “He has however ordered an investigation into the leakage of the video but we are watching to see how he intends to deal with the individuals behind the viral video without further embarrassing himself and the force,” a senior police officer, who spoke on condition of anonymity, told one of our correspondents. It was gathered that detectives were using the police technical platform to track the original source of the video on social media. It was learnt that bloggers that posted the video might be interrogated by the police for allegedly “peddling a doctored video meant to cast the IG in bad light and embarrass the police leadership.” Idris, in an interactive media chat on the police Twitter handle, Nigerian Police @PoliceNG #Askthepolice, had also told Nigerians that the video was doctored. “Yes, it was doctored,” he said in response to a question from a twitter user who wanted to know why he bungled the speech. The mood at the Force headquarters on Friday was solemn as policemen believed the video was sponsored by the enemies of the IG. “I believe the IG may not be the most intelligent officer, but he is capable of presenting coherent speeches,” a Deputy Superintendent of Police who also spoke on condition of anonymity said. The police spokesman, Jimoh Moshood could not be reached for comments as he did not respond to calls. He had yet to respond to a text message as of the time of filing this report. Nigerians react to IG video clip Nigerians have, however, reacted to the video. A former Minister of Aviation, Femi Fani-Kayode, in his reaction to the video on Twitter, urged Nigerians to pray for Idris. He said, “Our IG of Police needs prayers and we must treat him with compassion. What happened to him whilst reading his infamous “transmission” speech was not ordinary. He is the victim of dark spirits and satanic forces. We must not gloat over it or laugh at him. Instead we must pray for him.” But the Senior Special Assistant to President Muhammadu Buhari on Diaspora Matters, Abike Dabiri, on Twitter defended the IG, saying, “This video is definitely doctored.” Nigerians however asked Dabiri to prove her assertion by posting an original video. A former head of the Bureau of Public Service Reforms, Joe Abah, said the IG might be suffering from dyslexia. @JoeAbah, he tweeted, “If this video is genuine, I’ve been advised the IG may be dyslexic. If that is the case, it is no laughing matter, and not something he should be ridiculed for. A lot of kids are dyslexic. We must ensure that they are not bullied or stigmatised. They too can become IG of Police.” Abah was, however, countered by critics, who said the symptoms showed by the IGP were not typical of dyslexic patients. According to a definition by NHS.co.uk, dyslexia is a common learning difficulty that can cause problems with reading, writing and spelling. It’s a “specific learning difficulty”, which means it causes problems with certain abilities used for learning, such as reading and writing. Unlike a learning disability, intelligence isn’t affected. Police comment on IG video The Nigerian Police Force has, however, claimed that the video was doctored. On its Twitter handle during a forum tagged, #AskThePolice, one Dr. Adekola Adewale asked the Force to provide clarification on the video going viral about the IG. Nigeria Police Force replied, “Thank you for your question. Yes it was doctored. #AskThePolice.” But a source told Saturday PUNCH that police were being cautious in issuing an official statement to debunk the video in order not to further escalate reactions already generated by the clip. The source said, “The video was doctored and it was meant to embarrass the Force and the IG. The police don’t want to issue an official statement because no TV station, or newspaper has carried the story. The moment a statement is issued, the doctored video would be revisited and it would escalate things. Even if the police issue an official statement, it may still backfire.” Another source, a senior police officer, claimed that the Force had “the original version of the doctored video,” dismissing allegations that the police had invited the journalist that released the video. “The original version of the video is available. As far as I know, the police have not ordered the arrest of anybody in connection with the video. The journalist might say the police invited him, but there was nothing like that. There is nothing like a spell being cast on the IG. Besides, there is nothing like that in law. The video was done mischievously. IG is mentally sound and he has been coming to the office every day after that event was held,” he added. The officer stated that the video was under investigation, adding that the outcome would determine the next line of action. The officer sent “the original video” to our correspondent on Friday evening. Led by a former campaign Director General of Governor Akinwunmi Ambode, Dr. Fouad Oki, the faction said it is conducting its state congress to elect the State Working Executive of the party. Whilst the faction claimed that it is expecting officials of the Party and the Independent National Electoral Commission (INEC) to monitor the exercise, the factional congress has in attendance wards and local government delegates. Notable among those at the congress include a serving House of Assembly member, Hon. Omotayo Oduntan (Alimosho ll); Chief Olu Bakare, former Commissioner, Hon. BREAKING: APC Holds Two Parallel Congresses In Lagos, With Open Confrontation. The crisis rocking the ruling All Progressive Congress (APC) has entered another cruise control, as it seems the confrontation with National Leader of the Party, Asiwaju Tinubu and his boys may not be ending soon. A faction loyal to Asiwaju Tinubu had made public the full results of their own congress even as the election of new party officers is just about to start at ACME Road. Meanwhile, Muiz Banire and others are holding a parallel Congress at Airport Hotel, dismissing Tinubu's Congress as illegal, citing that it is based on 57 Local Governments and theirs on the Constitutional 20 Local Governments as stipulated in the constitution of Nigeria. Mr Banire who is the National Legal Adviser of APC, while addressing his supporters said, they will not surrender Lagos to those who only want to keep enriching themselves without the interest of the masses, saying that they will do everything possible to truncate the continued reign of Tinubu in Lagos. May 19, 2018 PDP Press Conference APC, FG Commence Total Clampdown on Opposition The National Working Committee of the Peoples Democratic Party (PDP), after due consideration of the state of the nation, particularly the clampdown on opposition and dissenting voices, states as follows; The PDP alerts all Nigerians that the All Progressives Congress (APC) and its Federal Government have commenced a vicious and direct clampdown of major opposition leaders, perceived political opponents and individuals with interests and views that are divergent to those of their Presidential aspirant, perhaps, candidate, President Muhammadu Buhari, ahead of the 2019 general elections. The clampdown is tailored to silence opposition as well as those who refused to join or support the APC in their unlawful design to emasculate other political parties, undermine our laws and electoral system, foist a one-party state and perpetuate their incompetent, dysfunctional and anti-people rule on our nation. It is instructive to inform that our leaders, particularly, our National Chairman, Prince Uche Secondus, have been receiving threats since the PDP filed a petition to the United Nations and the Commonwealth of Nations, detailing documented threats to democracy by the APC and its Federal Government, abuse of human rights, mass killings, extra-judicial executions, persecution of opposition and unabated constitutional violations. The PDP is aware of clandestine plots against key opposition leaders, particularly, members of the PDP National Working Committee, some dissenting members of the APC, members of the civil society, opinion leaders, journalists and bloggers, who refuse to succumb to intimidation and that such persons have already been listed and currently being trailed by agents of the state. This has become manifest in the plot to rope members of “nPDP”, especially those in the National Assembly, into gun-running and murder charges just because they came out to voice their opposition to the APC government’s constitutional violations and executive brigandage in the running of our nation’s affairs. The PDP wants Nigerians and the international community to know those to hold responsible should PDP leaders, as well as other members of the opposition start falling victims of untoward situations like assassinations, unexplained accidents, inexplicable "armed robbery” attacks, high profile abduction and sudden disappearances. These include wanton arrest, manhandling and detention of opposition leaders on trumped-up charges, as well as illegal invasion of their homes and businesses by agents of the state. Apart from allegations of corruption, there are also plots to clamp down and detain opposition leaders for charges bordering on treason and the PDP is also aware that some compromised judicial officers have been enlisted to give convictions and jail members of opposition as well as dissenting voices, on flimsy grounds. The Elections Transparency Group (ETG) has carpeted President Muhammadu Buhari and the All Progressives Congress governorship candidate in Ekiti State, Dr. John Kayode Fayemi, over the N25 budget reportedly submitted to fund the July 14 governorship election in Ekiti State. The ETG, said in a statement in Abuja on Friday and signed by its National Coordinator, Alhaji Kazeem Adekunle, which was made available to newsmen online that such financial huge budget for a governorship election coming from a party that claimed to be fighting corruption is worrisome. The group said that it opted to react to the report of Dr. Fayemi submission of N25 billion budget for the election haven waited for 48 hours and the report was not debunked, noting that it was worried that the Ekiti State election will be monetized. It also chided President Buhari for insinuating that the 2014 governorship election in Ekiti State was rigged, admonishing the President to always behave like a statesman by acting beyond party consideration. The ETG said President Buhari and his party must have to explain to Nigerians what special interest they have in Ekiti that will require spending of N25 billion on mere governorship election. It wondered what the annual income of Ekiti State (both federal allocation and IGR) is to warrant the investment of N25 billion in the funding of election into the office of the State governor. Shocker: FG Turns Accused to Witness Against Dasuki… Court Grants Another Bail to Ex-NSA In a desperate bid to get at a former National Security Adviser (NSA) Col. Muhammed Sambo Dasuki (Rtd) at all cost, the Federal Government has confirmed that it was turning a co-accused in his trial Salisu Shuaib for a witness to give evidence against him. For the second time in 24 hours, the Federal Government brought a 25-count amended charge against Dasuki but he was granted another bail by Justice Hussein Baba Yusuf of an Abuja high court after denying all the charges. Dasuki who served under former President Goodluck Jonathan, was re arraigned along with a former Minister of State for Finance, Badhir Yuguda, former Sokoto State governor, Attahiru Dalhatu Bafarawa, his son, Sagir Dalhatu and their family company, Dalhatu Investment Limited. However, like the charge of Wednesday, former Director of Finance and Supply in the Office of NSA under Dasuki, Mr Salisu Shuaib, was dropped from the list of accused persons. Counsel to federal government, Mr Rotimi Jacobs (SAN), confirmed to newsmen that after the examination of the report of the Economic and Financial Crimes Commission (EFCC) in the alleged money diversion, it became imperative to drop Shuaib from the charge. Jacobs said that instead of being a co-accused person, the former Director of Finance will now be used to as a witness to testify for Federal Government in the trial of the five defendants. Like the re-arraignment of Wednesday, Justice Hussein Baba-Yusuf ordered that the five defendants should continue to enjoy the bail granted in 2015 when they were first arraigned on the alleged offense. Part of the charge against Dasuki was that he misappropriated and engaged in alleged criminal breach of trust by dishonestly transferring the sum of N3.5billion into the account of Dalhatu Investment Limited, an offense punishable under Section 315 of the Penal Code. Yuguda was alleged to have dishonestly misappropriated a whooping sum of $9.8million, an equivalent of N1.9billion and another N200million he allegedly transferred to the bank account of Jabbama Ada Global Services, an offense punishable under Section 315 of the Penal Code Act. On their part, Bafarawa, Sagir and Dalhatu Investment were charged with dishonestly receiving the sum of N4.6billion from the Office of Col Dasuki, an offense punishable under Section 97 of the Penal Code. Aside the five defendants, prominent politicians were named in the charge as beneficiaries of the alleged Public fund diversion. They are a former governor of Oyo State, Senator Rashidi Ladoja, former Chairman of the defunct National Republican Convention, Chief Tom Ikimi and one Robert Azibola, a cousin of Former President Jonathan as well as former Secretary to the Government of the Federation, Senator Anyim Pius Anyim. However, all the five defendants pleaded not guilty to the amended charge dated May 11, 2018 and signed by Mr Chile Okoroma, Director of Legal and Prosecution Department of the EFCC. Meanwhile, Justice Baba-Yusuf has adjourned trial of the defendants to July 9 and 10. State governors have alleged an inflation by almost 50 per cent in the Nigeria National Petroleum Corporation (NNPC) figures on petrol consumption and demanded a probe of oil subsidy payments from 2015 till date. After a meeting with the Vice-President, Yemi Osinbajo, on Wednesday night, the governors told State house correspondents that the NNPC has almost doubled the figure of daily consumption of petrol from 33 or 35 million litres to 60 million litres. “On the issue of cost recovery otherwise called subsidy, the issue of subsidy resurfaced again after the efforts of Mr. President. Before now the oil was $40 per barrel and now it is about $78 a barrel, so therefore they are depending largely on importation,” the Chairman of the Nigeria Governors Forum and Governor of Zamfara State, Abdulaziz Yari, said. “Therefore, the cost is higher than what they are selling at the filling station and they need more money. When there was no cost recovery, the NNPC clearly gave us the number of 33 and 35 million liters per day as the consumption of Nigeria. “But now that with the new regime of cost recovery, NNPC is claiming daily consumption of 60 and 65 million liters per day? Which we rejected and said no. “So many of our international partners are saying that even if we are feeding Nigeria, Cameroon, Ghana and Niger, we cannot consume more than 35 million liters per day. So we are wondering where the 60 million liters is coming from. We are trying to sort that one out, that one is not yet resolved. “At the same time, NNPC is making payment on behalf of Nigeria on Cash-call contribution and also the NNPC is making payment of cash call arrears of Nigeria’s contribution. Our main concern is that in 2015, they said about $16.8 billion which is outstanding was not paid by the last administration and they negotiated it down to $5.1 billion according to them. “What we said specifically is that they should bring to us how much they have paid from 2015 to date and what is outstanding. And we directed they stop payment until the claims are proven and then we can give further directives,” Mr Yari, said Speaking as chairman of the Governors forum, Mr Yari also informed correspondent that since the NNPC indicated “porous borders” as the reason for the increase in petrol consumption, they have also directed all petrol stations less than 10 kilometres to the nation’s borders be immediately shut by the Department of Petroleum Resources (DPR) until they are recertified. “We are now taking a very hard decision, that because NNPC said the reason why they were lifting 60 million per day is because our borders are porous, so we have taken the decision that any filling station that is 10 kilometers on the border side should be closed by DPR. And, then we will do recertification according to the needs,” he said. The chairman also said the governors directed the Minister of Finance to collaborate with the DPR and the NNPC to put tracking devices on every truck in order to monitor fuel discharge. “Because, we are suspicious of the number, we cannot confirm the difference from 30 million liters per day consumption to 60 and 65 million liter per day consumption. So these are our decisions on the NNPC,” he said. The governors also demanded that the NNPC must henceforth clearly differentiate its earnings in sales as against taxes before remitting funds to the Federation Account to avoid unexplained shortfalls. Other governors at the closed-door meeting were Udom Emmanuel of Akwa Ibom, Godwin Obaseki of Edo, Seriake Dickson of Bayelsa , Nasir el-Rufai of Kaduna and Atiku Bagudu of Kebbi states. There was commotion along Ada George Road in Port Harcourt on Thursday morning as soldiers sacked the Rumukpakani Police Station, allegedly over the killing of their colleague by a policeman. The murdered soldier, who was in mufti, was said to have been shot near the Police station by one of the policemen on duty.
