He is completing projects from previous governments! Projects used to siphone money and then subsequently abandoned ! It is easy to initiate projects because that is where they steal money from - there are at least 12,000 abandoned projects in Nigeria - because corrupt officials pad contracts , pay mobilization and collect the inflated portion of the contract and then job is abandoned - buhari is completing these projects ! Why would he start initiating new projects unnecessarily when the country is littered with thousands of incomplete projects wasting away !
