Some people work and live in different states, while still collecting salaries from the state as workers, especially those claiming to be teaching primary schools in remote villages while they live with their families in the city outside the kogi state.
Had it been the screening was properly done, it would have been better.

The salary part, I know so well. But on my own I gave a thought. With the number of ghost workers, don't you think the screening he initiated was a good one considering the state allocation? And I heard the same people of kogi didn't allow the screening to go smoothly.
The screening project was a well convinced one but crudely executed. How do you explain the scenerio of screening out someone that has retired from service after 35 years!

Although, inability of incumbent administration to clear outstanding salaries/pensions which stood at five months for state workers and over 20 months percentage for local government staff is their major shortcoming, especially in a 'perceived' civil service state but it's would have worsen if not for dynamic leadership style of Governor Bello.

It's stated in the write up. I learnt the government is trying to assess N30billion bail out soon but it will only clear outstanding of state workers and reasonable months for LG staff.

No valid justification for owing one month salary, however people should stop politicising the issue (they can criticise the governor or the state government)

What is politicalization in cry out that somebody failed to pay legitimate workers their wages? He has failed in the aspect of staff welfare and not fit for second term. You and I knows that if he contests in a free and fair election in Kogi he will not win.

As a local government worker, if you pay me 25%, in 4 months, you have paid me only one month salary, meaning you owe me 3 months, in a year you owe me 9 months, in 3years, you will be owing me 27months........

As a state worker, if you pay me 50%, in one year you will be owning me 6months salary, and in 3 years,18months salary.

So therefore lets commend Governor Bello, he is not owing 38months as alleged, he is owing only minimum of between 18months and 27months salary.....

Failure is when the welfare of the governed is poor! Kogi workers are groaning and you know this. I am not from Kogi neither do I collect my pay from the states but I have friends and associate that do and I can attest that thier situation is not palatable under this Government. Please be reasonable, how many of Kogi civil servants and reasonable APC members will buy your story?

Guy or Babe, I live and work in Kogi. The 38 months story is false. However, this guy is owing state workers 5months and Local government workers are paid in percentage range of 25 to 50% even after the demonic screening and glorrified table payment in which he claimed that he has reduced the wage bill and increased IGR.

*Yahaya Bello: The Unending Controversy of Salary Backlogs*

Kogi State Governor, Yahaya Bello is one of the most criticized governors in Nigeria due to perceived inability to clear salary backlogs which predated his administration. It's a known fact that the dwindling in oil revenue since 2014 led to decrease in monthly allocation to states from federation account, thus hindering smooth running of government activities including payment of workers' salaries and pensions.

Although, federal government under the watch of President Muhammadu Buhari released bail out fund for states to pay outstanding salaries but the Kogi experience was different as Governor Yahaya Bello met worse situation on ground. The unfriendly situation he met upon assumption of office in January 2016 include; outstanding salaries/pensions (eight months for State workforce and 25 months percentage for LG workers), porous civil service administration/payroll system and FG dependent economy.

Therefore, the governor introduced screening exercise for workforce to sanitize the civil service as well as clean up the payroll. This move was part of holistic approach geared towards actualising *The New Direction Agenda for Kogi* and put the confluence state on path of sustainable progress.

Admittedly, the screening process affected salary/pension payment but it's a child necessity like Treasury Single Account (TSA), Bank Verification Number (BVN), Integrated Payroll and Personnel Information System (IPPIS) and Biometric Data Verification for pensioners implemented by President Muhammadu Buhari at the federal level. The screening exercise that covers certificate verification, Biometric Data Capturing and forensic investigations led to discovery of over 5000 ghost workers with additional 5000 others culpable of certificate forgery and other sharp practices. The sanitization of payroll system is going gradually in many states of the federation. Osun state government recently uncovered about 1000 staff involved in certificate infractions while neighbouring states: Kwara, Nasarawa and Ekiti have done the same.

However, some mafias and politicians are cashing on the pathetic situation which calls for sober reflections to dent the image of Governor Yahaya Bello as well as overblown it for selfish interest. For records, many states including those receiving higher allocation than Kogi are still battling with issue of salary backlogs even up to 24months percentage.

Furthermore, the fifth columnists have turned this emotional issue to daily topic by spreading false information to rubbish APC led government in Kogi state. Hence, the need to set the record straight as Kogi state average monthly allocation before 2018 is N2.5billion and currently at N3.5-4billion with wage bill of N2.8billion. Apart from that, the state also needs use the scarce resources to provide social amenities, infrastructure, attend to every sector, meet yearning of artisans, traders and other stratum of the society, run government activities and service loan.

Despite the backbreaking challenges Governor Bello has reduced the salary arrears to four months for Kogi State Government workers except for judicial staff while Local government staffers are owed about 30months percentage (not full salary) and paying pensioners base on availability of fund.

It's noteworthy that the energetic and resourceful governor was able to achieve this through significant improvement in Kogi state Internally Generated Revenue (IGR) from N300million to over N1billion monthly, block leakages in government activities and innovate processes assisting the state to get value for money.

It's therefore imperative for civil servants to continue to show understanding and avoid temptation for desperate politicians scheming at using them against the state government while Kogites should keep hope alive because Governor Yahaya Bello is committed towards making Kogi a better place for all

Agriculture / Fulani Herdsmen The Plight Of Nigerian Smallholder Farmers by engrfcuksmtin(m): 4:10pm On Mar 13, 2019
I witnessed a court session late 2018 in which a farmer was sentenced to 2 years imprisonment due to injury he inflicted on a Fulani man that was alledged had been grazing animals on the farmers' cassava and yam farm. The judge's hand were tied by the law.
Since January 2019, I have been experiencing herdsmen wahala in one of the farms I consult for. They started with cassava, moved to oil palm and then pineapple, multi-million naira investment!. All efforts to apprehend them failed, we visited their settlement but they requested for evidence (I must catch the culprit in the act) before they can act.
As providence would have it, I held a meeting today with the staff of the farm on security lapses and requested a tour around the farm during which we met three herdsmen grazing in our oil palm farm. We made a video of them and took photographs.
Since we out numbered them, they were over powered and taking to NSCDC. They gave fake identity, address and claimed that they were just going on the main road and we bundled them in the car. Thank God we made videos, everything would have turned on us. We laid appropriate claims and settled out of court.
In my interaction with the law enforcement personnel, existing laws favours herdsmen than farmers, smallholder farmers are suffering in silence from menace of unruly herdsmen.
Nigerians need to stand and cry out for the poor smallholder farmers who have lost thier voice and hope of being saved from herdsmen invasion. Unruly Fulani herdsmen are threat to economic and Agricultural development. They constitute a major obstacle to food sufficiency in Nigeria.
