What if, non of the candidates were able to meet with the 25% requirement in the 24 states, but there is a candidate with majority of the votes, what will happen in this situation?

I think they will have to reduce the number of contestants by removing half of the least scorers and doing a rerun for the other half of the higher scorers. Although this is most likely not going to happen.
