Go and read that section of the constitution again! The are two key words there. 1. Vacation 2. Unable to discharge his functions Now, the president is on vacation while the VP is not. Therefore the VP is assisting on behalf of the president. Is the VP unable to discharge his functions just because he travelled outside the country? The answer is no! Because if you say he's unable then it means whenever he goes outside Abuja, then he's unable to discharge his duty.

Simply put, If the President want to leave Nigeria (his home) for another country, he must hand over to his Vice to take charge of his home until he returns.
