While democracy has its advantages, it's not a system to force on a country. It's a system a country grows into and builds from the ground up according to the peculiarities of that country. If Nigeria had grown into our democracy, we definitely would be practicing regional government and not federalism like we have at the moment. Every region has its unique problems that needs to be tackled uniquely.
