American prisons are not the same with people in captivity. You have thousands of inmates and very little guards around them. Drones dropping contraband is when the inmates are in the yard with little supervision. You can't compare that to people in captivity that are likely not even outdoors. Also, if they knew the exact location to drop supplies, it also means they can raid it, which means they don't know their exact location.

It's naive to suggest an idea without even understanding the context of both situations and the complexities.
