This makes absolutely no sense especially considering how unreliable ssce is. The best you could have done is reduce the score requirement or set a different, less specific method of testing them.

These guys don't seem to understand that Nigerians will always take the path of least resistance. Now you'll have that category being saturated by people who don't even have any interest in it but just want to have a certificate by any means possible and be done with it.

American refineries can't refine American crude, so they exchange crude with other countries that can refine theirs or sell to them and buy from other countries that have the type of crude their refineries can refine.
